1. Docket No. PZ-2022-00143 ADLS: North End Pool
The applicant seeks site plan and design approval for a new pool and pool house at the North End
Development. The site is located north of Mariposa Trail and Freeland Way and is zoned UR/Urban
Residential. Filed by Rebecca McGuckin with Old Town Companies.
Project Overview:
The petitioner is proposing to build a new pool and pool house in the North End development which is located
north of Smokey Row Rd and just east of Meridian St. and Rohrer Rd. The property is zoned UR/Urban
Residential which permits a private swimming pool. The Primary Plat and Secondary Plat have been approved
for this project. The apartments, townhomes and restaurant have all been approved as well. This pool is the last
item to be approved for this phase of North End. Please see the Petitioner’s Information packet for more
details.
Unified Development Ordinance (UDO) requirements the project MEETS:
• Permitted Uses
• Max building height – 18 ft.
• Min. front setback – 10 ft.
• Min. side setback – 6 ft.
• Min. rear setback – n//a
Site Plan, Parking and Engineering:
The Primary Plat for this project was approved by the Plan Commission in 2019 and the Secondary Plat was
approved in 2021. This ADLS request is mostly looking at the design of the pool and pool building. The pool
will be on Block M of the plat, between Apartment Building C and the Maples Restaurant. There is a small
building with restrooms, showers and pool equipment in it. Access to the pool is from sidewalks connecting to
the north and to the south. There is also a sidewalk connection to the Maples Restaurant to the east. Bike
parking spaces are required per the UDO, but I did not see where these were provided on the site plan.
Petitioner, please provide an update on the bike parking.
Architectural Design:
The architecture of the pool building is similar to the apartment buildings. The main materials include lap
siding with a brick base. The roof is a modern sloped roof. Additional windows have been added to the
building per staff’s request. The other site features like the grill area and fireplace also use similar materials to
compliment the apartment buildings. Overall the Dept. is supportive of the proposed architecture as it will tie in
well with the other buildings in the development.
Lighting:
Lighting will be provided within the pool area through downlights in the pergola structures and wall mounted
lights on the pool building. There are bollard lights provided with the lights specs, but I did not see where these
were located on the plans. Petitioner, please confirm if and where these bollards will be used.
Landscaping:
Landscape beds are provided around the site and are mostly made up of shrubs, grasses and perennials. Staff
would like to see some landscaping along the south retaining wall to help soften this wall. There don’t
appear to be any trees in this area. Petitioner, please look into opportunities to add some trees to the
landscape plan.

Signage:
No signage is proposed at this time.
DOCS Remaining Comments/Concerns:
• Confirm if and where the light bollards will be used.
• Look into opportunities to add some trees to the landscape plan.
• Please provide an update on the bike parking.
• The last step is to finish the review process through Project Dox.
Recommendation:
If all comments and concerns can be addressed, The Department of Community Services recommends the Plan
Commission votes to Approve this item this evening.
