Gel t ~ ~: EL October 19,2005 JAMES BRAINARD, MAYOR Mr. Brian Cross Civil & Environmental Consultants, Inc. 10 West Market Street, Suite 1360 Indianapolis, IN 46204 RE: Yorktown Woods Construction Plans-Project Review #2 Dear Mr. Cross: The City has received your comment letter and drawings dated October 7,2005 based upon the City review of August 16,2005. The comments from the City review have been satisfactorily addressed with the following exceptionS: PRIMARY PLAT COMMENTS 18. All lots adjacent to side yard easements should be wide enough to accommodate the anticipated house model and any planned driveways such that there is no encroachment in the easements. Your response "driveways may encroach into side yard easements on homes with side load garages" is contrary to our comment. The Department would have expected the primary plat to have been revised to accommodate the anticipated side load garages without encroachments which is why the comment was provided at the primary plat stage. Please confirm with the Department of Community Services that this is acceptable and understand that all encroachments will require an executed consent-to-encroach with the City. This will need to be communicated to the builder and the homeowner. 20. Please edit the Typical Street Cross-Section detail to require the following pavement section for the paving of the proposed interior public streets: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone. Please add a note that all paving must be completed in one paving season. Please change #5 base to #51) base. 22. Please assure that there are no manholes or water valves within the pavement, curbs, or sidewalks. Please add "Note: There Are To Be No Water Valves Or Manholes Within The Street Pavement, Curbs, Or Sidewalks" to the sanitary sewer plan and the water plan. CONSTRUCTION PLAN COMMENTS 28. Sheet C2.0, Development Plan . Please indicate the emergency overflow of the pond and provide a detail indicating the width and elevation of the spillway? This will be determined by the drainage review. 1. Sheet ClO.l, Standard Details . Detail 0l/C3.0 - Please reduce expansion joint spacing from 100 feet to 50 feet. Please reduce control joint spacing from 25 feet to 10 feet. Please add notes to indicate these are maximum spacings. . Detail 07/ClO.l - Please replace with City standard detail. Please revise minimum thickness of sidewalk built with driveway to 6." . Detail 04/ClO.l - Please replace with City standard detail. Please add the City's standard subsurface drain detail. Please clarify the minimum 1" dimension between the bottom of the trench and the bottom of the pipe. Add a note that all pipe for the subsurface drain is to be double wall Hancor Hi-Q or equivalent. Based on additional review, the City provides additional comment: 1. Please add the minimum cover requirements to each street plan-profile sheet. 2. Please contact the City GIS Department for new City standards related to primary and secondary plat electronic submission requirements. The City expects that submittals will be made in accordance with these requirements. 3. Please continue to work with Crossroad Engineers to ensure that all the requirements of the drainage review are satisfied. 4. Ifnot already on the plans, please add the following note: "All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department of Engineering. Contractor shall contact the Department of Engineering to schedule a pre-construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right-of-way." These comments represent the Department of Engineering's second review of the construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. The Department reserves the right to provide additional comments based on subsequent reviews. It is anticipated that you will be heard at the August 17 T AC meeting, where additional comments may be voiced. Please complete the following: flat 1. See the attached example of a secondary plat as a guide for you to refer to layout and correct signature blocks for the Plan Commission Director and the Board of Public Works. No o County Commissioner signature block is needed. 2. Please add docket nos. 05050005 PP and 05080007 SP on plat. 3. Place the flood statement on the plat. 4. Place zoning on the plat: R-l/Residence-ROSO. 5. Note: The monuments, as shown, are sufficient. 6. Fill in all instrument nos. referred to on the plat. 7. Please submit a revised Secondary Plat after the T AC meeting with the above-mentioned changes. Once these changes have been made and comments addressed, please produce a Mylar copy for signature by this Department. Two paper copies of the plat must be filed with the Mylar prior to recording, and three paper copies and a Mylar of the recorded plat must be submitted following recording. Our approval of the secondary plat (signature) will be forthcoming upon revision of the plans according to the items listed above. This project falls within the incorporated area of the City of Carmel. 2. This proposed project DOES fall in a Cannel Watershed Protection Area. 3. This project does not fall in a regulated drain watershed and this office will have no jurisdiction on this project. 4.
