Reporting Option
This assignment was prepared under the capacity as the appraiser acting as a real property
consultant. This report presents the conclusions of the appraisers investigation and analysis of
the effect on the surrounding property values with the allowing of the proposed development.
Property Identification
The subject of this report is the proposed sections ofland, which is being offered to be developed
within the Lake Forest Subdivision, Carmel, Indiana. The subdivision is found just east of Gray
Road, south of 126th Street and north of 116th Street. The section of the land offered for
developed is found just south ofSpringbrooke Run and north of Lake Pointe Drive.
Purpose of the Report
To estimate the impact of the proposed development on the surrounding land owners. The
intended function of the Restricted Use Report is to assist Donald F. Foley in determining the
economic impact to the real property surrounding the proposed development.
Report Development and Reporting Process
I
In the preparation of this report, the appraiser inspected the subject parcel; gathered information
fro~ the subject's neighborhood and similar competitive neighborhoods in the Carmel area and
the Indianapolis MSA. Your appraiser developed an estimate of the potential economic
obsolescence by using the Market Extraction Method.
Depreciation
"Depreciation is the difference between the market value of an improvement and its reproduction-
or replacement cost.") Depreciation within an improvement can result from three causes. These
causes are functional obsolescence, economic obsolescence and physical deterioration. Each
type of depreciation is defined as follows:
Functional obsolescence is loss in property value because of a loss in ability of the physical
property to provide services as compared with alternatives. Utility is reduced by plan or design
characteristics.
Economic obsolescence is the loss in property value from events outside the property that
unfavorably affect income or income potentials and amenities.
Physical depreciation is loss in property value due. to wearing away or deterioration. 2

Market Extraction Method
The market extraction method was incorporated into this report to determine the amount of
depreciation, which as occurred within the subject property. "The market extraction method is
the most direct means of measuring depreciation because it is based on the transactions of market
participants. It is primarily used to extract total depreciation.,,3 This report will establish an
estimated range regarding the potential depreciation that would occur if the proposed
development were to move forward.
Identification of Potential Depreciation
Your appraiser determined the location of a rear road along improved residential lots along
Springbrooke Run to provide the highest propensity for economic depreciation. This is due to
the original platting of each section of Brookfield Subdivision and Hazell Dell Pond Subdivision,
where the connection of Wind bush Way ~d Springbrooke Run was not originally planned or
_ accounted for in the original development. Your appraiser attempted to determine the potential
depreciation levels of real property improvements along Springbrooke Run and along Windbush
Way.
Comparable Selection Process
In selecting comparable for this assignment, your appraiser deemed it necessary to form
parameters for the comparable selection process. The parameters for the comparable selection
process included sales of residential improvement within subdivisions having improvements with
a front and rear road and improvements with only a front road.
Control Groups
Three control groups were identified for this analysis. Each ofthese control groups meets the
criteria of having a section or road with lots having a front and rear road. The control groups are
presented in the following section and are considered to indicate market reaction to the rear road.

Control Group One - Brookshire
This control group is found within Cannel, Indiana along Gray Road in close proximity to the
subject. The average sale price per square foot within sections of the subdivision not effected by
a rear road is $90.25. The average sale price per square foot for properties effected by a rear
road is $87.68. This is an approximate 2.85 percent loss in value regarding the economic effects
of the rear road.

This control group is found within Greenwood, Indiana along Smith Valley Road. This control
group offered the greatest number of comparables within the subdivision however, offered the
fewest number of sales with the rear road. The average sale price per square foot within sections
of the subdivision not effected by a rear road is $79.77. The average sale price per square foot
for properties affected by a rear road is $68.96. This is an approximate 13.55 percent loss in
value regarding the economic effects of the rear road.

Market Extraction Method Reconciliation
The three comparables selected indicated a range from 2.85% to 13.55% regarding the economic
obsolescence of having a rear road. The subject property appears to be most similar to control
group two in regards to the proximity of the rear road to the improvement.
Principles of Basic Appraisal Theory
Your appraiser has determined two specific appraisal practices to affect the real property within
this report. The first is conformity.
Conformity holds that real property value is created and sustained when the characteristics of
property conform to the demands of its market. <I
It appears the proposed interior street will heavily affect the market for the properties along
Springbrooke Run. The market indicates a limited amount of supply of potential homebuyers for
properties with a rear-facing road. Given the principle of conformity, the overall value of each
of the properties will be somewhat less than the value prior to the construction of the proposed
road.
The,.~econd principle considered within this analysis is externalities.
The principle of externalities state that factors external to a property can have a positive effect
on its value or a negative effect on its value. 5

It appears from the analysis of the information presented; a negative effect on the value of the
real property along the proposed development is evident.
Overall Estimates
The overall rate selected for determining the economic obsolescence of the subject property has
been estimated at five percent to fifteen percent.
