The high tension cable will eontai. no splices, eszept where absolutely necessary. If a splice is required, only °Faskonee manufactured by Signeon Corp. wM be accepted. All transformers must be concealed in metal transformer boxes. In addition to the aaetal conduit and metal connectors, each individual letter is to be grounded separately to a common grounding block using twelve gauge topper wiring. The additional grounding will be achieved by running a stove bolt through each letter with the wire attached to the stove bolt with proper fasteners on the backside of the sign. It is imperative that all letters and transformer boxes be mechanically grounded in this manner. No plastic cables or connects will be permitted. The installer will supply the grounding block. The Landlord reserves the right to inspect the sign whirtg, The Tenant shall Ma ke connection& at its expense to make the sign comply with any, of the above sperafications. Petitioner seeks approval to construct a 3 . rater on 5.3 acres known as the Weston Shmes. The site is located northeast of the intersection of Michigan Road and 106 Street. Tim Nelson, 3663 Brumley Way, Carmel appeared before the Commission representing Glendale Partners, an affiliate of Olympia Partners. Also present on behalf of Glendale Partners was Kevin McKasson and Dick Hoover of American Consulting Engineers. Approval is being requested for a Development Plan for a small neighborhood retail and service facility, to be known as Weston Shoppes, located near the intersection of I0e Street and U.S. 421 or Michigan Road. The real estate was shown on an aerial photograph lying between a residential community known as Weston Village and future Marsh Village Pantry. The property is zoned B-2/Business, and the proposed use is appropriate for the classification. The site and landscape plan were also exhibited. The -plan provides fortwo points of ingresslegress to the site: one near the east property line; one near the west property line which is actually a shared entrance between Weston Shoppes and Marsh Development. The 35,000 square feet is divided between two buildings, a larger building, 32,500 square feet, and a second building, 2,400 square feet, sufficient to accommodate a single user tenant. The site plan identifies the area in front of the buildings that is reserved for parking. There is a small park area in existence between the smaller building and the right-of-way of 1066 Street. The park area is easily accessible to pedestrians. The petitioner has committed in writing that the park area will not be developed either as parking or a building site. Within the park area the petitioner has provided landscaping, decorative lighting, pathways, and a small, center circular area for park benches. There are three trash depository area located near the east property line. A 30 foot landscape buffer has been provided along the east and northeast property lines. Landscaping has also been provided adjacent to I Oe Street, within the park area, near the front of the buildings, and within the areas reserved for parking. \minutes\pc\1998jan 7 The architectural design as well as building materials reflect the petitioner's interpretation of the most recent vision of at least one of the preferred styles of architecture within the 421 Overlay Zone. All buildings, inchiding the trash area have pitched roofs, dormers, and other characteristics often found in residential dwellings. The primary building material is "Federal" red brick; the roof material is simulated slate shingles, bluelgrey in color. The trash area is completely enclosed and under roof Mr. Nelson stated that to his knowledge, there is only one issue yet to be resolved and that is the access drive which is shared by the Weston Shoppes, Village Pantry and Marsh. The petitioner has an oral agreement from Marsh that they will work with them to eliminate the problem. Members of the public were invited to speak in favor or opposition to the proposed project; none appeared and the public hearing was closed. Mark Monroe reported that the Department is recommending approval. There are no outstanding Technical Advisory issues known. A motion to approve would require suspension of the Rules of Procedure. Rick Sharp shared with the Commission that this particular petitioner has gone above and beyond to meet the architectural theme of the 421 corridor, embraced the landscaping, and embraced the concept of not foisting mechanicals on residential structures.
