TRATHEN INVESTIGATOR To Whom it May Concern: Enclosed is a copy of the Application for Architectural Design, Lighting and Signage for "Chaucie's Place", a Hamilton County Child Advocacy Center located at 1118 West Main Street, Carmel, Indiana. "Chaucie's Place" is a project of the Hamilton County Vesta Foundation for Children, Inc., which is a not-for-profit Indiana corporation formed in 1999. As a child advocacy center, "Chaucie's Place" is not a shelter care facility. It's purpose is to provide a child-friendly atmosphere where children alleged to be victims of abuse or neglect may be interviewed by a team of professionals and their cases reviewed for appropriate investigation, referral to service providers, and/or a determination as to whether the legal system should become involved. This is accomplished by bringing together law enforcement, child protection services and the prosecutor's office to conduct a forensically designed investigation. In some cases, where a child may have a learning disability or mental health issues, a professional dealing with those specialties may also be involved in the interview and assessment process. The property at 1118 West Main Street is owned by S1. Vincent's Hospital. It has been leased to the Foundation for renovation and use as "Chaucie's Place" for ten (10) years at a cost of one dollar ($1.00) per year. As a partner in the Foundation's efforts to create this Center, it is hoped that S1. Vincent's may eventually partner with "Chaucie's Place" to provide the forensic medical examinations for the children who are victims of abuse or neglect, so that these victims will no longer have to be referred to Wishard in Indianapolis, as they are at this time. Page 2 "Chaucie's Place" is named for Chaucie Quillen, a victim of sexual abuse by her father. She committed suicide the day after Christmas of 1996 due to her inability to cope with the devastating effects her abuse had upon her. By creating "Chaucie's Place" it is its founders' and supporters' hope that we can prevent any other child in Hamilton County from suffering Chaucie's fate. I look forward to meeting with you on June 16th to discuss "Chaucie's Place" with you and answer any questions you may have. (!] Who was Chaucie? Chaucie Quillen was born on September 3, 1974. She grew up in Carmel, where she excelled in both academics and athletics. It seemed Chaucie had a wonderful life. In reality, her father had been sexually abusing her since she was 11 years of age. Chaucie found the courage to report her abuse when she was 18. Her father was prosecuted, but after a two-week trial the jury was unable to reach a unanimous verdict. The case was subsequently resolved through plea negotiations and Chaucie's father received a sentencc__ on charges of sexual battery. The strain of her abuse by her father and the inability of the legal system to adequately address her case took its toll and on December 26, 1995 Chaucie took her own life. Everyone involved in Chaucie's case wondered what could have been done differently and how to prevent this outcome from happening to other victims of abuse in Hamilton County. The Solution: Chaucie's Place What is Chaucie's Place? Chaucie's Place is where Caring, Protection and Healing Come Together. A center that will provide a unique approach to the investigation of cases of abuse and neglect of children in Hamilton County. By utilizing a multi-disciplinary approach, a team of individuals consisting of law enforcement, child welfare caseworkers, prosecutors and medical and mental health professionals will conduct a coordinated interview, investigation and staffing of each case reported to it, so that victims and their support persons will receive prompt, thorough and comprehensive handling of their cases. Each child will only be subjected to one interview, which will be monitored by the other members of the team and preserved on video tape. This will minimize trauma to the child, while allowing prompt and effective handling of each case to ensure the best possible outcome. The Goal of Chaucie's Place To reduce the trauma to child abuse victims. . To expedite investigations by eliminating repetitive interviews. To build stronger cases for prosecution while minimizing the negative impact of the court process on the child. . To train professionals and community members on child abuse intervention, treatment, and prevention. . To increase interagency collaboration in Hamilton County.
