We have not received notification from Carmel Utilities that the water and sanitary sewer mains have been tested with
satisfactory results. Once that occurs, connection fees may be paid and sewer permits issued.

Please find enclosed a copy of the revised Primary Plat for the above referenced project. This plat has
been revised per your comment letter dated May 18th. I have addressed each of your items individually
with a numbering system consistent with your letter.
a. Please see the revised Primary Plat containing the Area Map

1. Please see the revised Primary Plat containing the required 5-foot landscape strip around the
perimeter of the parking area. The driveway configuration for the units has been modified, now
containing a landscape strip between the driveways of the units extending for a distance of20 feet
from the offset units. I have enclosed a copy a plan showing Block C & D being modified per your
letter. The developer reviewed this layout and felt that 10.9' of drive lane was not enough for
vehicular maneuvering and therefore, the layout was not incorporated into the revised Primary Plat.
2. Please see the revised Primary Plat showing the residential lots and easements as requested.
3. Please see the revised Primary Plat showing the building lines.
4. Ryland recognizes the addresses will be off of Autumn Drive.

Dear Keith:
This letter is in response to your Secondary Plat filing for Carmel Trace. I have reviewed the Primary Plat
application. The following comments need to be addressed and plans updated accordingly:
The following supporting data must be submitted to complete the application:
a. Area location map (see attached checklist for details of location map)
b. Soils map
c. Description of protective covenants and restrictions
d. Landscape Plan
e. Proposed signage plan
Comments on Primary Plat:
1. It should be noted that the C-I Ordinance requires a 5-foot landscape strip around parking areas. The
parking areas on Block C & D need to have the openings to the street reduced and the landscape strip
installed.
2. Show all 41 lots as proposed with and residual Block areas. As we discussed there need to be
easements identified on the Primary Plat for utilities.
3. Show all building lines.
4. Please note that all addresses will be off of Autumn Drive.
5. We need elevations of structures to confIrm height requirements.
Please submit a revised Primary Plat application with the above-mentioned changes/additional information. Once
these changes have been made, comments addressed, and additional information provided the Primary Plat will be
placed on the next available Plan Commission Agenda. It has been tentatively placed on the June 19,2001 agenda.

4. REQUIREMENTS FOR APPROVAL OF INFRASTRUCTURE CONSTRUCTION:

5. STANDARD REQUIREMENTS TO INITIATE THE BUILDING PERMIT PROCESS:
No individual building sewer pennit, which is a requirement for a building pennit, will be issued until:

approve the 330 lAC 3-2 Construction Permit for this project prior to BPWS approval of water and

. Capacity Certitication/ Allocation Letter
7. TAC. REVIEW/DRAWINGS SUBMITTED FOR APPROVAL:
We request all comments and comment lettcrs generated by this office be answered in writing and be
accompanied by a drawing reflccting requcsted revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Cannel Utility issues must also be resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum oCtive-sets of approved drawings after all issues have been resolved. The drawings will be
approved and signed by the City Engineer and We Director Cannel Utilities. The Developer/Owner
will receive one-set which must be maintained on the construction site at all times. Carmel Utilities
will receive two-sets. Our Public Works Inspector will receive one-set and the final set will be
maintained in the Department of Engineering. If more than tive sets arc requested to be approved, the
additional sets must be submilled with the required five-sets.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.

Please provide individual, detailed Engineer's Estimates for 100% of the cost of labor and materials for
the construction/installation of the above items. Individual Performance Guarantees. in the amount of
the Engineer's Estimates, will be required to be posted. These may be in the form of Performance
Bonds. Irrevocable Lellers of Credit or Certified Checks. If Certified Checks are utilized as
Pcrformance Guarantees, the chcck or checks should be made payable to "The City of Carmel or (not
and) the Developer/Owner". This will make the return of the check to the bank easier when the
performance is released. Three-year Maintenance Guarantees will be required upon release of the
Performance Guarantee~.
PROJECT COMMENTS
11. We reserve the option to provide additional review comments when detailed construction plans are
submitted for this project.
12. We will want to see curb cut/driveway details and methods indicated on construction plans.
13. Are there drainage cales available?
14. Is it possible to provide relieF from the broad expanse of asphalt associated with the drivcways
contiguous to Autumn Drive for Blocks C and D?

The above comments arc based upon the Engineering Department's initial review. Please provide our
office with a follow-up Ietler and revised plans, indialting all revisions. Second and subsequent reviews
will focus only on revised items. It is critical that our office be made aware of all modifications made on
the plans being re-submitled for review, particularly if any such changes are considered "new" or fall
outside of our initial review.

I will be unable to attend the TAC meeting on May 16th due to prior meeting that i have to attend.
The only issue that needs to be mentioned on my part would be in regards to Carmel Trace Townhomes located at Carmel
City Center.
Please advise Keith Lash or other petioners for this project, that they will be getting an address for each building and they
will be off of Autumn Drive, since that is the only access to each building.
I belive that is alii have at this time. If more comes available I will let you know.

LETTER OF APPROVAL
The undersigned has reviewed the proposed plans for
Carmel Trace
and has approved the plans subject to the following:
1. Are any of the buildings proposed to be sprinklered buildings? If so, a meeting will need to be set
up to discuss the location of the fire department connection.
2. If the buildings are to be sprinklered, we request an exterior access door to the riser room be
provided. Also we would request the purchase of Knox FDC caps to be installed on the fire
department connection so as to prevent tampering with the connection.
3. We are requesting the additional of three (3) fire hydrants to be located strategically in blocks G,
F and B for a water supply.
4. What are the heights of the buildings?
5. Is tenant parking going to be under the individual apartment buildings?
6. We are requesting the installation of a centrally located Knox box for fire department access.
Please respond to the above noted condition(s) in writing and submit to our office prior to the
scheduled Technical Advisory Meeting for this project.
