DEPARTMENT REPORT

(V) 13592 Kensington Place Lot Cover Variance.
The applicant seeks the following development standards variance approval:
5. Docket No. PZ-2022-00177 V UDO Section 2.14 Maximum 35% lot cover allowed, 51.8%
requested (50% allowed with prior variance).
The site is located at 13592 Kensington Place (Kensington Place Subdivision Lot 22B). It is zoned
R4/Residence. Filed by Tom Caldwell of Key Ready Properties LLC.
General Info & Analysis:
The Petitioner seeks approval to build a new house with attached garage on a vacant lot. It is the last vacant lot
in the neighborhood. The Petitioner seeks approval for a 51.8% lot cover. The maximum allowed lot cover in
the R/4 zoning district is 35%. (However, prior BZA variance approval was granted in 1989 for a 50% lot
cover). This current request is for 1.8% additional lot cover. Please see the Petitioner’s info packet for more
detail on the variance requests.
Several 1989 BZA variances were granted for the overall Kensington Place neighborhood under Docket No. V

The Carmel Engineering Dept. does not have any concerns about the increased lot coverage.
The Kensington Place Homeowners Association is supportive of this project. Their Architectural Committee
approved the plans.
The Petitioner addressed all planning/zoning review comments. The Planning Dept. supports the variance
request.
Findings of Fact:

Recommendation:
The Dept. of Community Services (DOCS) recommends positive consideration of Docket Nos. PZ-2022-00177
V, and with adoption of the Findings of Fact submitted by the Petitioner.
