/idiot I'd l ike to introduce myself and share some
information regarding the project we are proposing for
4991 E Main Street near your neighborhood. I'm
Elizabeth Marshal l and I've been a State Farm Agent for
17 years. My first location is in Broad Ripple in an old
home where we've served customers since 2006. I
opened my 2 nd location in Carmel in December 2020.
We currently rent our location in Carmel, but we are
hoping to purchase, repurpose, and renovate the
existing structure at 4991 E Main Street for our Carmel
office location. My husband, Kevin and I are the sole
partners in Marshal l Holdings LLC which is the entity
purchasing the property. El izabeth, Kevin, Cooper (12) and Jake
I first noticed this property while driving back from a client appointment and felt the state of disrepair was
surprising and out of character for Carmel. The property was listed and had been vacant for a year when we
entered into a purchase agreement in August 2022. Sadly, before I saw the property, the current owner
removed several old growth trees. The property is currently zoned and listed for sale as a residential property,
but there are several items that make it a challenge for residential use including:
- No working sewer/septic or working water source on site
No plumbing pipes or fixtures in the structure (no bathrooms, kitchen, etc, just a shell of a building)
- Possible structural issues that will need to be addressed (improper support in the basement)
- Bordered on 2 sides by non-residential uses (Aletto Family Sports Center, Badger Park and Carmel Clay
School Administration Building)
We would like to repurpose this property into my Carmel State Farm Agency location. We are seeking a
commercial use variance which means the base usage wil l still be zoned residential and it will only be approved
for "professional office" use. Any other usage of the property, except for residential, in the future would
require new approval from the City. I intend to work for at least 20 more years, so there is no intent to change
the usage from what we are currently requesting. State Farm Agent owned offices are often sold to the
following agent, so there is a high probability that this usage will continue indefinitely.
We've worked closely with a professional team of building architects, civil engineers and landscape architects
to bring our vision for this property to life. The intent is to maintain the residential character of the property
by incorporating what is left of the existing structure into a traditional farmhouse style building.
We've carefully l istened to neighborhood concerns regarding the change to commercial use and we've tried to
mitigate those concerns in every way possible.
Some things we've always planned include:
High qual ity, residential structure to blend with the nearby neighborhood and retain the residential
feel
Extension of the walking/biking path for safe pedestrian and bicycle travel in front of the building
Replace and replenish lost trees and shrubs removed by current owner
Minimize impact to the neighborhood with a low -volume business (we receive an average of 3.8 walk-
ins per day to our current office location)
Some things that have changed since our initial fi l ing include:
Reduction of the parking from 17 spaces to 13 spaces (one of which is handicap) and push parking
area further south on the property
Removal of the 2nd sign request for a logo on the structure, we are now only requesting the monument
sign in the front which will be approximately the same size as the Badger Park sign and about half the
size of the Carmel Schools sign
- External spotlights on the sign vs. original design of an internally l it sign
- Minimize l ighting in the parking area to meet City requirements, but keep light pollution to a minimum
- Lighting on the structure will be traditional, residential landscape lighting
- Color of the final building will be white

In our continuing trip through Israel and
the Palestinian Territories, we visit the ex-
cavated ruins of Megiddo, above the Jezreel
Valley about 15 miles south-
west of Nazareth in Israel.
The Jezreel Valley, an inland
valley south of the Sea of Galilee, has been
part of an important trade route between
Egypt and the empires of southwest Asia
for thousands of years, The Romans called
it the "way of the sea," Empires trying to
control intercontinental trade have fought
at least 34 battles In the Jezreel Valley,
the first one in the 15th century B.C-, when
Pharaoh Thutmose HI fought the King of
Kadesh.
Since about 7,000 B.C., Megiddo has
controlled access to the Jezreel Valley, The
Bible reports that King Solomon fortified
Megiddo, along with the cities of Gezer
and Razor. Excavations at Megiddo have
uncovered a 10th-century B.C. chambered
gate very similar to those found at Nazar
and Gezer, lending support to that account.
Archaeologists, digging through 26 layers of
ruins, have also found evidence of admin-
istrative buildings and storehouses from
the time of Solomon and a concealed tunnel
built in the ninth century B C, that gave

Commentary by Curtis Honeycutt
I’ve been keeping a list of words I hear
that perplex and puzzle even the smartest
word nerds out there. Today, I’d like to
clear up some of the
confusion with some
quick-hitting didactic
disambiguations.
It’s no secret that I’m
a big fan of mustard. A
few years ago, I almost
started a mustard
review podcast. A few
weeks ago, I heard
someone say, “That
won’t cut the mustard.”
Certainly, the person
meant “pass muster,”
right? After all, “pass muster” means “to
gain approval or acceptance.” As it turns
out, “cut mustard” is a term that means “to
reach or surpass the desired standard or
performance.” So, the two terms not only
sound alike but have similar meanings.
Hopefully that delineation cuts the mustard
for you.
Is someone “plum” or “plumb” out of luck?
The standard phrase is “plumb out of luck,”
which means “completely out of luck.” One
of the definitions of “plumb” is “completely/
squarely/utterly.” When someone gets a
“plum” appointment or job, that means the
person is receiving an incredibly desirable
job.
Have you ever heard the phrase “wishful
thinking”? Or is it “wistful thinking”? This
made me think about the term. The correct
phrase is “wishful” thinking, which is when
a person is thinking of the way he wishes
or wants them to be, even when that is un-
realistic or overly ide-
alistic. “Wistful” means
“full of yearning or
desire tinged with mel-
ancholy.” So, I suppose
you could think “wist-
fully,” but the common
vernacular phrase is
“wishful thinking.”
In case you’re won-
dering, you “broach” —
not “breach” — the subject. This is a confus-
ing one. Breach means “to break open,” so
it kind of makes sense to “break open the
subject.” However, broach means “to bring
up or suggest for the first time.”
Is my personal milk butler at my “beckon
call” or at my “beck and call”? After all, I
don’t want to have a milk-spilling incident
when I’m pouring from a new carton of
milk. Again, “beckon” would make sense;
beckon means “to summon.” However, the
correct phrase is “beck and call.” To be at
someone’s beck and call means that you are
ready to respond immediately to someone’s
commands.

THE CITY OF CARMEL REDEVELOPMENT COMMISSION
(FLORA ECONOMIC DEVELOPMENT AREA)
Notice is hereby given that the City of Carmel Redevelopment Commission (the “Commission”), being
the governing body of the City of Carmel Department of Redevelopment (the “Department”), on March 16,
2022, adopted a Resolution (the “Declaratory Resolution”) (i) declaring that a certain area within the City
of Carmel, Indiana, designated as the “Flora Economic Development Area” (the “Area”), is an economic
development area within the meaning of Indiana Code 36-7-14 (the “Act”), (ii) designating the entirety
of such Area as an allocation area to be known as the “Flora Allocation Area” (the “Allocation Area”) for
the purpose of allocation and distribution of certain property taxes under Section 39 of the Act, and (iii)
approving an economic development plan for the Area (the “Plan”).
A description of the Area and the Allocation Area is included in the Plan.
The Commission will conduct a public hearing on Wednesday, November 16, 2022, at 2:30 p.m.
(Indianapolis time), in the Council Chambers of the Carmel City Hall, located at One Civic Square, Carmel,
Indiana, to receive and hear remonstrances and objections from all persons interested in or affected by
the proceedings pertaining to the proposed projects for the Area and other actions to be taken under the
Declaratory Resolution. The Commission will determine the public utility and the benefit of the proposed

(MONON SQUARE NORTH ALLOCATION AREA)
Notice is hereby given that the City of Carmel Redevelopment Commission (the “Commission”), being
the governing body of the City of Carmel Department of Redevelopment (the “Department”), on December
15, 2021, adopted a Resolution (the “Declaratory Resolution”) making certain proposed amendments to
the declaratory resolution and the redevelopment plan (the “Plan”) for the City Center Redevelopment Area
(such amendments, the “Amendments”). The Amendments (i) remove certain property from the Carmel City
Center Amendment Allocation Area, (ii) create a separate allocation area to be known as the Monon Square
North Allocation Area, and (iii) incorporate into the Plan the “2021 Plan Supplement” as described in the
Declaratory Resolution.
The Commission will conduct a public hearing on Wednesday, November 16, 2022, at 2:30 p.m.,
(local time), in the Council Chambers of the Carmel City Hall, located at One Civic Square, Carmel,
Indiana, to receive and hear remonstrances and objections from all persons interested in or affected by the
Amendments. At the public hearing, the Commission will also determine whether the proposed Amendments

BZA Public Notice Sign Procedure & Affidavit
Procedure: The petitioner shall incur the cost of the purchasing, placing, and removing the sign. The sign
must be placed in a highly visible and legible location from the road on the property that is involved with the
public hearing.
The public notice sign shall meet the following requirements:

2. Sign must follow the sign design requirements:
• Must be 24" x 36" — vertical
• Must be double sided
• Must be composed of weather resistant
