The applicant seeks site plan and design approval for 52 townhomes and an amenity building on 8.83 acres. The site is
located at the NW corner of 116t Street and Springmill Road. It is zoned Jackson's Grant Village PUD(Ordinance Z-653-
20).Filed by Douglas Wagner with Republic Development LLC.
Petitioners: Doug Wagner,Republic Development;John McKenzie,Builder:
• Passed out handouts that provided answers to Staffs 7 questions listed in the Dept. Report
• Question #1: Can a window be added to the rear of the building?We have 2 windows on the sides of the
buildings, so that the back wall would be the bed wall.Relocating existing side windows on the back wall
interrupts the only remaining bed wall,presented rear Elevations. We prefer to leave the windows on the sides of
the end units, so we don't loose that bed wall.
• Question #2: Can some additional brick be added on the second floor balconies and second floor rear
elevations?There's no structural foundation to hold up the brick along the rear elevation. The sides are all brick
except for the roof top.
• Question #3 Please consider more variation in the details between units such as shape of windows, details around
windows and entryways. Handout showed variations in the front architectural details. The front door details and
front window details have been updated,and with the roofs and building offsets there will be enough variation.
Staff had not seen these updated elevations yet,but thought they were an improvement.
• Provided updated elevations to show 4-, & 5-unit townhomes to answer Question#4.
• For Question#5,we would prefer to have individual mailboxes and not a mailbox kiosk. We will work with the
Postmaster in the location of the mailboxes.
• Question #6: 1 shade and 1 ornamental tree for every 2 townhomes is required. Question #7:Add a tree near
each back corner of each townhome building and in between driveways where room allows. Presented an updated
landscape plan, the required street trees will not count towards the required landscaping for each building. Each
building will have 5 trees.We added two trees in the rear corners of each townhome building. The homeowner
may elect to place a certain tree in a certain location,either in the front or rear.
• Presented a parking summary, per PUD parking requirements,a minimum of 2 parking spaces per dwelling, in
addition 1 off-street parking space per seven attached dwellings shall be provided.210 total spaces are required
per the Jackson's Grant Village(JGV)PUD.We are proposing 283 total parking spaces. This doesn't include the
available on-street parking.
• We can commit to adding No Parking Signs in the alleys,as requested by the PC members
• We are proposing to have a gable style roof for the clubhouse. We didn't want the surrounding townhome
homeowners looking down at a flat roof,and the gable style roof will tie in with the future retail roofs as shown in
the PUD.
• The JGV HOA will be a separate HOA with their own amenities and will not have access to the Jackson's Grant
(JG)pool.
• Presented floor plan, the 2,500 sq.ft.JGV clubhouse will have a workout facility,restrooms,pool table,
entertainment area,and an outdoor pavilion area.For 71 units,we believe a pool is not needed.
• Provided a Tree Preservation Area(TPA)violation activity log from October 2021, the Urban Forester noticed
multiple violations and encroachments. We identified and contacted 8 JG homeowners in violation of the TPA. 3
letters were returned to us(sender).We did a walkthrough of the TPA with the Urban Forester.
• We can commit to adding TPA signs in JG where the homes back up to the TPA and adding TPA signage in JGV

Department Report: Alexia Lopez:
• The Petitioner submitted new elevations and landscape plan, so Staff will need more time to review the revised
plans that were submitted at tonight's meeting
• The Petitioner has met the minimum architecture requirements of the PUD. The Committee will need to decide on
any new color pallets and if they want to include the additional architecture requirements by Staff, such as
additional brick under the second-floor balconies and second-floor rear elevations,more windows in the rear,and
more variation in the details between units.
• The Petitioner will need to provide the color renderings and elevations for the 4& 5 townhome units.
• Staff recommends that this is continued to the August 2 Residential Committee for further review and discussion
Committee Comments:
Carrie: Can you provide a brick design on the rear wall if a window can't be added?John McKenzie: There's not a great
way in putting up a brick design since this rear wall is siding,and not a foundational wall,but some kind of detail can be
placed here to break up the facade.Alexia Lopez: The 4-5-unit townhome buildings will have a larger rear wall.Can you
use a thinner brick material along the rear elevation?John McKenzie: There's a way to cut the brick in half.It's hard to
get cut brick,and its very labor intensive.
Sue: How long are the driveways?Doug Wagner: They vary.Not all of them are 16-ft long. 14 of the 52 townhome
driveways will be able to provide 2 parking spaces. Each dwelling unit will have an attached two car garage.28 off-street
parking spaces will be available by clubhouse and diagonal parking along Springmill Road. There will be 85 commercial
parking lot spaces.A total of 283 parking spaces will be available,where 210 parking spaces are required by the PUD.
Christine: Will the landscaping match what you are showing in the elevations?The landscape plan doesn't show exactly
what you are showing on the elevations.John McKenzie: We work with the homeowner on the landscape plans to make
them unique and we will meet the landscaping standards of the PUD.
Christine: What colors will be used?Is that decided by the homeowners?John McKenzie:Presented color pallet of the
3-unit townhomes in Hamlet. We have not decided our colors for the 4-& 5-unit townhomes.Doug Wagner: We offered
the homeowners in the Hamlet 3 types of brick and colors. Carrie Holle: We should set a color pallet for these townhome
units.
Carrie: Will the townhome owner be allowed to plant certain trees?Can they place a firepit on the sideyard?What about
a fence?Doug Wagner: The HOA will have to approve any addition request,and likely they wouldn't approve a firepit
on the sideyard. Carrie: I would like to see tree planted on the end units in the interior of the neighborhood.Doug
Wagner:Note,street trees will be planted every 40-50-ft between the sidewalk and curb around the entire property,
references site plan.
Christine: How many of the 8 violators of the TPA are now in compliant?Carrie: We want to know what steps will you
take to keep JGV in compliant if you can't keep JG in compliant?Doug Wagner: We have 8 homeowners who make up a
grounds committee. Most of the violators are mowing areas that don't have trees and making it part of their yard.We have
notified all of the 8 homeowners in violation.Larry Moon,who spoke at the last meeting was unaware of these violators
or the process we have in place. Sue: Do we know if there were any significant trees cut or removed in the TPA?Doug
Wagner: That will be difficult to do,but we don't think that any large trees were removed,just smaller tree saplings.We
can commit to place TPA signs in JG in the rear yards that abut the TPA. I will work with the Urban Forester on the
signage and identifying any future violators. Sue: Bring in an example of what the TPA sign will look like at the next
Committee.Alexia Lopez:The Urban Forester is watching the progress of this. We want this area to be preserved and
like the idea of adding TPA signage.
