Department Report for October 6, 2022 – 11 AM meeting
1. Docket No. PZ-2022-00184 DP/ADLS: Old Meridian Street Apartments
The applicant seeks site plan and design approval to develop a new mixed-use building, with approx. 7,250 sq. ft. of
commercial space, 275 apartments, 10 condominiums, and a parking garage for approx. 425 vehicles. The site is
located at (proposed address of) 12895 Old Meridian St., between Grand Blvd. and Main Street. (The current address
is 0 Old Meridian Street.) The site is zoned C-2/Mixed Use District. Filed by Josh Allen of Cross Development.
Site Context:
This site is bordered by The District PUD (Z-587-14) to the west (Avant Apts.), UC (Urban Core) district to the north
(multi-tenant commercial building) and south (Home 2 Suites Hotel and VFW), and R-1 (Residential) zoned land to the
east and SE, all owned by Carmel Clay Schools. Please see the Petitioner’s Info Packet for additional information.
Project Details:
• Mixed Use building(s) is proposed with first floor retail fronting onto Old Meridian Street, a 6-story parking
garage wrapped by 275 residential apartment units and 10 for sale condominiums (split between two buildings),
two interior courtyards for amenity areas, as well as a rooftop amenity area for all residents.
• Vehicular access is through new roads leading into the garage from both the north and the south side of the
building. A 12’ wide private walking trail is located beyond the road for emergency access on all sides. These
elements were designed in partnership with the Carmel Fire Dept. and the Engineering Dept.
• Building materials: brick (3 colors), fiber cement panels (3 colors), stone surrounds and medallions, EIFS cornice
and details, wood trellis, aluminum storefront, glass, and metal cornice, awnings, and railings
• Parking garage materials: pre-cast concrete (painted) with thin brick applied to the outer pilasters and the two
center bays for design integration with the rest of the building. Metal mesh screens over windows.
• Building heights: Building A (west side of garage by Old Meridian St.) is 5 stories and 67’6” tall to parapet,
Building B (east side of garage) is 59’3 to parapet, Parking Garage is 6 floors 65’ tall; up to 75’ allowed.
• Parking (Please note there are no parking requirements in the C-2 district): 416 garage spaces and 9 on-street
• Short term bike parking: 2 racks shown on south side of the building – satisfies retail short term requirements.
However, the multi-family use requires at least 20 short term racks (40 spaces) based on the number of bedrooms.
Petitioner, please provide an updated plan showing the additional required short-term racks.
• Long term bike parking: Bicycle parking rooms are located on every floor of the buildings. 194.5 long term
spaces are encouraged per the UDO (0.5 per bedroom – 389 bedrooms). Petitioner, please provide more
detailed information about how many bikes each room can hold, and what type of rack is proposed.
• Pedestrian access: 16’ wide concrete sidewalk along Old Meridian Street – however it is interrupted by raised
planter beds and concrete stoops. Additional work is needed to ensure accessible routes.
• Pedestrian access: 12’ wide asphalt path around the east half of the building – emergency accessible.
• Lighting plan: streetlights and building accent lights will be installed. Lighting cut sheets for fixtures needed.
• Landscaping will be provided along Old Meridian Street and around the eastern half of the building (on either
side of the emergency accessible walking trail).
• Signage plan: two blade signs proposed, first floor retail tenant signage on canopies, parking garage
identification, as well as “Bike Spa” and Carwash identification.
DOCS Comments/Concerns: Please provide/address bolded items above.
Recommendation:
The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item
with the following conditions:
1. Final approval letters needed from: Urban Forestry, Engineering, Utilities, Transportation Systems, Fire, and
Information Systems
2. Petitioner works with DOCS Staff to complete review process in Project Dox.
