Department Report for October 6, 2022 – 2 PM meeting
1. Docket No. PZ-2022-00181 DP/ADLS: ERS – Old Meridian & Main Mixed-Use building
The applicant seeks site plan and design approval to develop a new mixed-use building, with approximately 22,000
sq. ft. of commercial space, 266 apartments, 22 condominiums, and a parking garage for approximately 582 vehicles.
The site is located at 1017 West Main Street. The site is zoned C-2/Mixed Use District. Filed by Chad James, PE of
HWC Engineering on behalf of the owner, Edward Rose Properties, Inc.
Site Context:
This site is bordered by The Signature project to the north (zoned C-2), the Olivia on Main project to the west (zoned
UC/Urban Core), a multi-tenant retail building to the SE along Old Meridian St. (zoned UC/Urban Core), Rosewalk on
Main Senior Living to the east (zoned UR/Urban Residential, and R-1 (Residential) zoned land to the south, all owned by
Carmel Clay Schools. Please see the Petitioner’s Info Packet for additional information.
Project Details:
• Mixed Use building is proposed with first floor commercial (split between retail and residential amenity uses)
fronting onto Old Meridian Street/Main Street intersection, 22 for-sale condominiums fronting onto Main Street, a
5-story parking garage wrapped by 266 residential apartment units, two interior courtyards for amenity areas, as
well as a large public plaza facing the round-a-bout intersection.
• Vehicular access is through the west side of the building on Old Meridian Street as well as the north side from
Main Street. A 12’ wide asphalt trail has been provided for emergency access to the back or south side of the
building. This access path was designed in partnership with the Carmel Fire Dept. and the Engineering Dept.
• Building materials: brick (3 colors), fiber cement siding and panels (5 colors), stone – building base material/
banding/accents, aluminum storefront, glass, and metal awnings and railings
• Parking garage materials: stamped (brick pattern) pre-cast concrete panels
• Building height: 5 stories and 60’ tall to top of parapet, Parking Garage is 4 floors at 36’ tall; up to 75’ allowed.
• Parking (Please note there are no parking requirements in the C-2 district): 582 garage spaces,10 on-street (Main
St.), 4 adjacent to retail at south entrance, and 6 spaces adjacent to move-in area at SW corner of site.
• Short term bike parking: 9 racks (18 spaces) are shown within the public plaza – this satisfies the retail short term
requirements (9 spaces). However, the multi-family use requires at least 22 short term racks (44 spaces) based on
the number of bedrooms. Petitioner, please provide an updated plan showing the additional 13 required
short-term racks.
• Long term bike parking: All floors of the garage have long term, secured bike parking. 217.5 long term spaces are
encouraged per the UDO (0.5 per bedroom – 435 bedrooms). Petitioner, please provide counts of how many
bikes each secured area in the garage can hold, as well as what type of rack is proposed.
• Pedestrian access: 10’ wide concrete sidewalk along Old Meridian Street and Main Street frontages is provided.
5’-6’ sidewalks are provided around the remainder of the development.
• Pedestrian access: 12’ wide asphalt path around the south portion of the building – emergency accessible.
• Lighting plan: Lighting cut sheets for proposed fixtures needed.
• Landscaping will be provided along Main Street, building base, and primarily in the amenity courtyards.
• Signage plan: Blade signs, first floor retail tenant signage on wall and canopies, and parking garage identification
is proposed.
DOCS Comments/Concerns: Please provide/address bolded items above.
Recommendation:
The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item
with the following conditions:
1. Final approval letters needed from: Urban Forestry, Engineering, Utilities, Transportation Systems, Fire, and
Information Systems
2. Petitioner works with DOCS Staff to complete review process in Project Dox.
