Thompson refreshed Commission on his proposal by making a brief presen.tat:ton stating
there would be 16L single family residences on approximately eighty acres. The --
request for rezone is to allow a difference in frontage, instead oC 120' to 150'
it would allow 100' frontage. All property around is zoned S-2 and this is a lower
class than new Master Plan anticipates.
HELMUTH moved that Docket No. 2-73Z be considered and forwarded to the Board of.
Trustees with favorable recommendation. RAGAN seconded.
The Land Use and Zoning Committee report was then read.(Placed at end of minutes)
The motion carried with a unanimous vote of Aye cast by the seventeen members present.
5A. Commission to reconsider Architectural Design, Signs and Lighting for "Lowe's of
Carmel", a retail business, located approximately five-hundred feet east of the
intersection of Keystone Avenue and 96th Street, adjoining Dan Young property.
After being denied at the February meeting it returned to the Industrial and Commercial
Committee for discussion. Filed by Wade Dupree.
York read the Industrial and Commercial Committee report. (Placed at end of minutes)
YORK moved Lowe's of Carmel Architectural Design, Signs and Lighting as submitted
with changes made be approved. SPENCER seconded.
There vas some question as to whether the motion was legal at this time, due to
the six month waiting period before an application can come up again after denial. _
Motion ruled out of order.
SPENCER moves (under the portion of the rules, #2 on page !i, you must have a
unanimous vote) to reconsider application. ALDERSON seconded and the motion to
reconsider the application passed with the unanimous vote of Aye being cast from
the seventeen members present.
York stated the petitioner rechecked and could put brick on the west as well as on
the front of the building. Alderson asked what kind of substance. A. Brick
Veneer. Litzsinger questioned the color of metal on the other sides of the building?
A. White and blue. The brick'Is to be buff color.
YORK moved that Lowe's of Carmel Architectural Design, Signs and Lighting as submitted
with changes made on the brick be approved. BROCKMAN seconded and the motion carried
with the vote of Aye cast by sixteen members and one Nay vote cast by Litzsinger.
6A. Commission to reconsider Docket No. 34-72P, Preliminary Plat application of
Brookshire, Section VI, located south of 126th Street, west of the Brookshire Golf
Co'irse. Public Hearing held at the November meeting and the application was
referred to the Subdivision Committee for study and a report at the December meeting.
Application was tabled for thirty days until the January meeting at which time it
was tabled another thirty days until review by the Special Committee. Report was
given at the February meeting. The application was denied, referred to the Policy
and Procedure Committee and to be put on the March agenda. Filed by Lumber Mart.
Spencer gave a Policy and Procedure report after questioning a large percentage,
they chose to have this reconsidered. At the February meeting it was unanimously
decided to reconsider this application at the March meetirg.

5A. Lowe's of Carmel(again) :
John Kyle asked the Plan Commission to reconsider the Architectural Design, Signs
and Lighting application because the petitioner had decided to withdraw.
SPENCER maned to recend the action of the Plan Commission which had approved the
application for Architectural Design, Signs and Lighting. GAIVT seconded and the
motion carried with the unanimous vote of Aye being cast by the seventeen members
present.
John Kyle then stated, "Lowe 's of. Carmel, Inc. being a subdivision of Lowe's
Companies. Inc. do hereby request that their applications for Architectural Design
Signs and Lighting be withdrawn because after a thorough investigation the applicant
has found that the lands for which zoning was requested are not fit and suitable
in the discretion of Lowe 's for the operation of its proposed business thereon."
7A. Application to consider Change in Development Plan for "Pheasant Run Medical Complex",
located at the southwest corner of 116th Street and 116 S. 31 . At the February meeting
it was referred to the Industrial and Commercial Committee for report back at the
March meeting. Commission to assign Docket No. and set Public Hearing date. Filed
by John Battershell.
John Battershell_ and Nick Ricous made a brief presentation stating there is a
change in the original development plan because of the difference in location, size
of the buildings and they are asking for permission to construct two buildings
using septic systems until the sewers are available.
Public Hearing set for April 17, 1973 at 7:li5 PM, Docket No. 7-73M.
8A. Commission to consider Final Plat application of Stonehedge, Section II, Jocated
south of 116th Street an west of U.S. 31 . Sent to the Subdivision Committee in
February for report at the March meeting. Filed by Thomas Wilson, Co.
Paul McMillan was present for the petitioner. He stated that storm sewers for
Rockberry Road and Thornberry Court have been added to plans and drawings. The
bonds have been submitted and also bonds for completion of the stream location.
Also at the Committee meeting he did submit a copy to and from the school board
saying they would participate wjrth the school program.
Subdivision Committee report on file . Streets were approved by Fred Hohl and. the
Streets are all agreed upon the acceptance of Oxford. A letter in the file from
Oxford to Wilson, Co.
A letter dated March 20, 1973 from Fred Hohl was read and placed in the permanent
file.(Placed at end of minutes. )
Letters dated February 13, 1973 from Dave Anderson to the Building Commissioner, dated
March 12, 1973 from Paul McMillan to Dave Anderson and dated March 15, 1973 from .Dave
Anderson to Paul McMillan were read and placed in the permanent file. Thomas D. Wilson,
Co. will provide for schools as suggested by the School Board.
STEPHENS moved that wit% all items as corrected, the Second Section of Stonehedge he
approved. Brockman seconded and the motion carried with the unanimous vote of Aye
cast by the seventeen members present.

8 t. Commission to consider Architectural Design, Lighting and Signs for a savings
and loan office building in Keystone Square Shopping Center, directly west of
Marsh Supermarket. Referred to the Industrial and Commercial COmmi_ttee for report
at the February meeting. Filed by First Federal Savings and Loan.
Industrial and Commercial Committee reports the architecture ?:1i1l match that of
the. Union State Bank. They request the petitioner return for parking, area lighting
and signs with sign lighting, if any. .

lighting to be approved at a later date. HASTON seconded and the unanimous vote
of Aye T,=as cast by the fifteen members present.

1B. Petition to change Zoning Ordinance from R-2 to B-3 on proper,:;T located at 711
South Range Line Road, between Range Line Road and Pawnee, directly south of
Mohawk Road, Lots one and two, in the Newark Addition. Commission to assign
Docket No. and set Public Hearing date and time . Filed by John L. Salter, Jr.
Public Hearing is scheduled for March 20, 1973 at 8:15 PM. Docket No. 5-73Z is
assigned.
2B. Commission to consider Final Plat application of Stonehedge, Section II, located
south of 14.6th Street and west of U.S. 31 . Filed by Thomas D. Wilson, Inc.
Holt briefly discussed the petition which. consists of thirteen lots on 5.13 acres.
Referred to the Subdivision Committee with the re uest they look in depth at the
water situation, schools and. investigate Rockberry Road.
3B. Commission to consider Special Exception application for an office building,
located directly north of Gradle Drive, south of the existing Morgan Pharmacy
and west of Range Line Road. .Zoned B-L . Filed by Bob Edwards Construction
Company
Petition held for viewing at a later date.
4B. Commission to consider Special Exception application and Architectural Design,
Signs and Lighting application for "louse of Ideas", a small furniture business,
to at.ed. at 1 030 South Range Line Road. 7i1 ed? by Raymond and Mary Jane Jordan.
Industrial. and Commercial Committee reported the N entrance was to be eliminated,
the proposed. warehouse is not to be included in the plan. The Committee suggested
a covenant the warehouse be used only -for additional storage and not for sales.
They stated there is not sufficient parking and a Variance would be needed. as
the width of the lot eliminated parking on the S side and should be included in
the Variance. The sign shall be set back thirty feet from the decel lanes.
YOH.'< moved. the petition be forwarded to the Board of Zoning Appeals with a favor-
able recommendation_. AND :PSON seconded and the unanimous vote of Aye was cast by
:the fifteen members present. Petition to be forwarded to the Hoard. of Zoning
Appeals with recommendations.

Indust'.'i al and Commercial Committee reported the Committee objected to the lights
and the metal. building. Entrance lights are recommended. • Approval of the signs
were those only on top of.' the building.

Petitioner stated five pole lights • in front will deflect the entrance light down-
ward..
Ii.t.zsinger requested pe rmi ssion to turn the gavel and chair over to the V-President
so he• could make some comments that would not be coming from the chair.
Litzsinger stated he and some of his neighbors have grave concerns over the
development- of this corner including Dan Young and the metal. buildings. -He
questions tha large metal buildings. of Dan Young and that proposed by Lowe's. He
feels we are getting a great number of metal buildings which seem to detract from
the area. He further stated many things go through the Plan Commission at a late
hour without thorough study. A n tuber of people are taking the attitude it has
been done before so it can be done again. He feels we should stop and take stock
of what this community is going to look like from all angles. The Plan Commission
does and must sit in judgement on the architectural design of proposed buildings.
Kyle stated he feels the petitioner has a right to construct any type building
he wishes. He requested the Plan Commission pass on the signs and lighting at
this time .
YOE_i moved the Architecu,ra:l Design, Signs and Lighting be accepted. SPENCER
seconded and the vote of. Aye was cast, by ten members present and five Nay votes
were cast by Anderson, Hinshaw, Litzsinger, Marsh and Reed. Petition is not
accepted..
6B. Commission to consider Chance in Development Plan for "Pheasant Run Medical
Complex", located at the southwest corner of 116th Street and U.S. 31 . _ led
by John Battershell.
The petitioner is planning a unit of six buildings. They are asking to construct
the first two at the present time. They will be on septic until such time as sanitary
sewers are available. A total of six small buildings are. planned to house doctors
and dentists.
The Building Commissioner stated -the •original approval was with sanitary sewers.
They are now asking for temporary approval on septic and Trill change over to sewers
as soon as they are available.
Referred to the Industrial and Commercial. Committee. The Committee was asked to
compare the surrounding properties when they investigate.
