2i. Docket N. 69-01 PP; Hayden Run Subdivision
The applicant seeks approval to plat a seventy lot residential subdivision on 44.9 acres.
The site is located on the south side of 131 st Street approximately one half mile west of
Towne Road. The site is zoned S-l/Residential.
Filed by Dennis Olmstead of Stoeppelwerth & Associates, Inc, for Centex Homes.
The applicant is proposing a 70-10t subdivision under the ROSO ill plating requirements ofthe
CarmeVClay Subdivision Control Ordinance.
As the plan commission may recall the Department changed its recommendation last month on
this item and requested that the item be sent back to the Subdivision Committee. The applicant
was in agreement and returned to committee. At that meeting the Department advised the Plan
Commission that several properties in that area were in the planning and the issue of
conformance with the Thoroughfare Plan needed to be addressed in greater detail. Please find
attached a map of the ~eneral area. The map identifies the properties under development (pre-
platting) between l26t Street on the south, l4l8t Street on the north, Towne Road on the east,
and Shelborne Road on the west. It also identifies the concept ofthe collector streets in light
blue. As you can see, these lines run along the quarter sections making their construction and
feasibility difficult ifnot impossible due to the physical characteristics of the land and the
multiple property owners who would be involved. The layout is the concept. The red and blue
dashed lines on the map identify where these collector street may be constructed in practice.
While the location ofthese lines is not set in stone, they provide for connectivity between the
arterial grid streets identified in the Thoroughfare Plan (Towne, Shelboum, l26th, 1318\ and l4l8t
Streets). The function of these streets is not to shuttle traffic from areas to the far north to the
south or vise-versa. They are designed to provide a hierarchy within the area to move residents
ofthe future homes within this area out to the arterial roadways noted above. Over the next
several months the Department will be discussing this area with the Plan Commission many
times as the proposed subdivisions file for Primary Plat approval. The goal of the Department is
to work with the developers prior to filing to ensure that the developments maintain the
connectivity displayed in the layout that has been devised based on the Thoroughfare Plan.
The Department will have several aerials and photos of streets in the community that serve the
same function as the street proposed on the map. These will be available at the meeting and
perhaps a separate informational item could be forwarded to the Subdivision Committee for
discussion at their next meeting regarding this overall area.
The Subdivision Committee returns the Primary Plat to the full commission for consideration
with favorable recommendation.
The Department recommends that the Plan Commission approve the primary plat as
amended (copy of final layout contained in packet sent out with agenda).
