RE:Hayden Run Landscape Plan
Dear Scott,
Per our phone conversation on January 7, 2002,you had comments requesting additional landscaping on
our Ilaydcn Run.Landscaping Plan. After reviewing the current landscaping plans and the landscaping
requirements, I found the below information.
Carmel Perimeter Buffer Landscaping Requirements per 100 Linear Feet:
3 Shade Trees
3 Ornamental Trees
3 Evergreen Trees(or 9 shrubs)
9 Total Trees
Hayden Run Perimeter Buffer Landscaping Requirement:
6,200 L.F. / 100' x 9 Trees = 558 Trees
Hayden Run Current Landscaping Plan: 275 Trees
Hayden Run Home Landscaping: 22 Shrubs(7 trees)
3 Trees
1 Boulevard Street Tree
11 Total Trees x 70 total lots—770 Trees
Total Hayden Run Landscaping: 1,045 Trees (275+770)
Centex will install a total of 1,045 trees,which is 487 trees over Carmel's landscaping requirements.
Please take this into consideration when reviewing the Hayden Run Landscaping Plan.

RE: Hayden Run Primary Plat, 131" St. &: Towne Rd.
Per the August 21 Planning Commission meeting, a question was raised BS to the street lights ownership
and HOA cost. Since the street lights are part of the common areas, they will be maintained by the HOA as
per the previously submitted covenants and restrictions and Centcx wiJ1 commit to revising the COVeTlllDts
languase to meet the street light maintenance requirements of the Planning Commission. The street lights
will be installed by Ciuergy under a typieallO year contract with the HOA. We propose approximately 6
to 7 street lights at the s1reet intersed:ions. Cinergy's monthly service rate is approximately $33 per light
per month. Therefore the BOA bill for 7 lights is $231 per month or $2,772 per ycu.
Anothec concern. at the meeting was the Right-of-Way acquistion concern along 131 n S1reet. With the
revised site plan indicating the en1rance shiftl.ng approximately 260' to tile west, Right-of-Way will no
longer need to be aoquired from Mr. Peter Miller on the north side of 131"' Street for a passing blister_The
Right-of-Way on Mr. Deitch's parcel on the north side of 131"' Street will probably not need acquired fora
passing blister since the parcel is cur.rently being proposed for development in which Right-of-Way
dedication will be probably be required for the proposed project. CllIrent1y, Mr. Kleinman's parcel along
our west property line is proposed for development in whioh Right-of-Way dedioadoJl wlll probably be a
requirement along 131"' Street.
Attached to this letter is the revised "Exhibit A - Open Space Schedule" indicating the site plan revisions.
20.52 acres of open space is proposed which is 41.06% of thc site al10wing under the open space ordinance
fonnuJa a pennitted density of 1.39 units/acre. The new site plan indicates 68 lots at 1.36 units/acre
density below the allowable permitted density of 1.39.

RE: Review of Open Space and Landscape Plan for Hayden Run
Dear Jim:
My comments on the Open Space and Landscape Plans are as follows:
1. On the Open Space Plan, a note says that the common areas are to be protected by
conservation easements. These easements must be shown on the final plat plan,
and referenced in the subdivision's covenants and restrictions. The specific
details of their care, maintenance, and allowed (and restricted) activities must be
listed.
2. Two crabapple (Malus) varieties - 'Robinson' and 'Snowdrift' that are listed on
the landscape plan are not recommended to be planted in this area because disease
susceptibility. Please choose alternatives for these two plants from the attached
Indiana Urban Forest Council's recommended Crabapple list.
3. Red Maples (Acer rubrum) species are not recommended because of over planting
and other weaknesses. Please select another shade tree species as an alternative.
Sugar Maple, American Beech, Native Oak species (except Pin Oak), American
Hornbeam, and American Linden would all be acceptable alternatives.
4. The landscape plan shows a perimeter of approximately 6,200 linear feet.
According to Appendix A of the Carmel Zoning Ordinance, buffering
requirements for this development are listed as 3 shade trees, 3 ornamental trees,
and 3 evergreen trees (or 9 shrubs) per 100 linear feet. That would require 186
plants of each type (558 total) to meet the minimum buffering requirement. There
are currently listed only 270 trees listed on the plan. To meet the remaining 288
tree requirement, the Department would consider the installation of native species
3 gallon container seedlings with tree protectors to help prevent being mowed.

. ou~standing flower display. To others they are a maintenance headache with constant base sprouting. Some crabapples can be: '
plagued witb diseases like apple scab and also be defoliated by Japanese beetles. But by choosing your crabapple cultivars wisely,
you can be assured of healthy trees.
A 1997 publication of Purdue Cooperative Extension by Cliff Sadof, Department of Entomology and Paul pecknold, Department
of Botany and Plant Pathology outlined crabapples resistant to apple scab and 1apanese beetles in rndianaand also those species
not recommended. Note that some of the popular street tree species like Snowdrift crabapple are on the latter list. .
Keep in mind, also. that crabapples come in all shapes and sizes. They are ideal under power lines and in narrow grow spaces.

Dear Dennis:
This letter is in response to your revised Primary Plat filing for Hayden Run. The following comments need to be
addressed and plans updated accordingly:
1. Previously I had indicated that the minimum. width of the common area as 75 feet per SCO 7.6.3 (2).
This is the specification for Natural Open Space. However, I overlooked your application identifying
the open space as being Designed Open Space. The standard for Designed Open Space as a Greenbelt
requires a minimum width of 100'. See SCO 7.9.5.
Please submit a revised Primary Plat with the above-mentioned changes. We can address this at the Subdivision
Committee as you have already submitted plans for distribution to the Plan Commission for the meeting on July 17.
In addition I would like to sit down with you and discuss alternatives to the 100' greenbelt (i.e. more useable open
space areas, extension of the walking trails, modification of the Open Space Report, etc.). Please give me a call to
set up a time we can discuss this matter in greater detail.

I have reviewed the plans for this project and have the following comments.
1. The outlet for this site is the l.W. Brendle Regulated Drain. Because of the shallow
flowline depth of this drain in relation to the surrounding watershed, the County
Surveyor will require the ditch to be dredged. Other proposed proj ccts expressing
interest in the watershed have also been notified about this requirement.
2. The storm sewer system for this project falls under this office's jurisdiction and will
be required to become regulated drain and comply with the standard requirements for
regulated drain..
3. Please label the open ditch as the Brendle Drain.
4. The proposed sanitary sewer manhole must be 30' minimum from the open ditch.
The pipe itselfmay be IS' from the ditch. See enclosed detai19S~].
5. The regulated drain easement for the existing open ditch continues north following
two field tiles. Please revise the plans. They incorrectly stop the easement at pond
#3.
6. The drainage easements for stonn sewers, including SSD are required to be IS' per
half (30' total).
7. Ate there any offsite drainage areas that drain onto this site?
8. Please provide an overall drainage report for this project.

RE: Hayden Run Subdivision, Primary Plat Application
Dear Dennis:
This letter is in response to your Primary Plat filing for Hayden Run. The following comments need to be addressed
and plans updated accordingly:
1. The department is requesting the provision of a stub street along the west property line further north of
the one proposed. This will be at the discretion of the Plan Commission per SCO 6.3.3 and 6.3 .21.
2. Submit elevations/plans of proposed signage. Ifnot addressed with the primary plat this will require
future ADLS Amendment approval. (It would be helpful to have this identified on the landscape plan
to review for conflicts)
3. Place access and maintenance easement over area on lots 2-5 and 58-61 to address maintenance of
private drive (remove these from right-of-way). The maintenance of these areas should also be
reflected in the covenants and restrictions.
4. The minimum lot width is 50'. Revise plans accordingly.
5. Submit copy of the proposed protective covenants and restrictions.
6. Verify the minimum width of the common area as 75 feet per SCO 7.6.3 (2).
Please submit a revised Primary Plat application with the above-mentioned changes/additional information. The
Primary Plat has been placed on the July 17, 2001 Plan Commission Agenda. Information packets for Plan
Commission members need to be in our office for distribution no later that noon on Friday July 6. If you have any
additional questions please do not hesitate to call.

Dear Dennis:
I have reviewed the plans for this primary plat and have the following comments:
. Please provide soils map on the primary plat.
. Soils are Brookston silty clay loam in the drainage swales and along the east side
of the property and Crosby silt loam fills in the rest of the property. Both soils are
poorly to somewhat poorly drained, have high water tables, low bearing strength,
and frost heave. Retaining the natural drainage swales as common areas is
recommended for minimizing future drainage problems for the proposed homes.
. Existing drain tiles from the west and north will need to be maintained.
. I would recommend extending the common area through lots 10 and 15 to
maintain the existing drainage way.
. Is the storm sewer needed south of lot 19? A swale with tile drain could be
extended to the pond.

This letter serves to ac)(nawledge n!lCeipt of a transmittal containing the plans for the Hayden Run
Subdivision. After reViewing the plans. the Highway Department has the following comments:
1. An ApplIcation for Proleat RevIew needs to be complete~ and the appropriate review fees for a
Primary Plat paid, before any approvals will be granted from this office. I have enclosed a blank
form for your Use.
Please note that decorative signs, sprinkler systems. trees. landscaping mounds, light poles or
other such amenities are not permitted In the right of way.
Please label the curb return radius at the entrance.
Please Include the 25 MPH design speed on the cover sheet
The entrance lane will need to be a minimum of 16' wide from the back of curb to the back of
curb.
Please dimension the aceelldecellane at the entrance.
A stub street to the Fortune property is needed.
Include a street cross section on the Prtmary Plat.
Sub surface drain Is required under the curbs.
A 2' non-access easement is needed behind the right of way fot 131 It street.
All offsite utility work will need to be placed beyond the future right of way.
The sanitary sewer In front at lots 2-5 will need to be behind the right ot way of the Interior street.
The eyebrow that is fronting lots 2-5 and 68-61 will need to be labeled as common area. The right
of way for Black Hawk Run will continue parallel to the curb across the front of the eyebrow.
Continuous curbing will be required acrosS the common areas.
The east bound travel lane of 131" Street will need to be widenecl3' across the entire parcel.
A passing blister is required along the north side of 131$1 Street at the entrance. Right of way will
neec\ to be purchased for the Installation of the blister.

RE: Review of Open Space and Landscape Plan for Hayden Run
Dear Jim:
After a preliminary review of the Open Space Conservation Report, Landscape Plan and
Primary Plat Plan for Hayden Run, my comments are as follows:
1. Please review"Exhibit B" (attached)of the revised Residential Open space
Ordinance. More detail is needed in several areas, including labeling woodlands and
use of designed open space sections.
2. A conflict appears between a labeled tree conservation easement and a drainage
easement(graded swale?) at the rear of lots 59—66. They can not occupy the same
surface area. That is why utilities and other easements must be labeled on the Open
Space Conservation Map. .
3. The Stultz Legal Drain crosses the property and it is not labeled on the Open Space
Map, or Landscape Plan. The Hamilton County Surveyor's Office has jurisdiction
over this drain. If this drain is covered under Federal jurisdictional waters or
wetlands, it is a primary conservation area. Indiana Department of Environmental
Management and the Indiana Department of Natural Resources may have
jurisdictions as well.
4. The woodlands evaluation and tree preservation plan in the Open Space conservation
Report is not adequate(sec 7.7). Industry Best Management Practices should be used
for tree conservation areas on this parcel and for adjacent woodland areas.
5. Common areas and Conservation easements must be permanently defined in size and
use by covenants and restrictions. These documents must be submitted, reviewed,
and approved per Carmel's Residential Open Space Ordinance, Section 7.11
6. Perimeter buffering requirements for this subdivision are subject to Design Standard
"B" found in the Commission's Bufferyard Guidelines—Exhibit"C" (attached). The
current landscape plan does not meet this standard.

7. Ponds used as part of the Open Space requirements shall be landscaped, preferably
with native plants.
8. The Landscape Plan is lacking adequate details. Landscape plans must include
planting details and notes (planting and material specifications), and at least a list of
the species to be used. The number of species used should keep the diversity to at
least 15%.
9. The playground should be more easily accessible. It may be required to be handicap
accessible since it is located in a common area. Easier access should be provided.
The playground could be moved to an area away from ponds (further North in
Common Area#5), and possibly adjacent to some limited parking.

OPEN SPACE CONSERVATION PLAN
PREPARATION GUIDELINES
A. The Open Space Conservation Plan shall be submitted as a map and written report,and made a part of
the Primary Nat application.
1. The Open Space Conservation Map shall be a 24x 36 inch plan,and include the following:
a. Title block,north arrow and scale;
b. name of project and date of preparation;name of preparer, contact information;
c. project boundary,including all adjoining parcels within 600';
d. existing roads,buildings,utilities and natural features;
e. delineation of all Open Space Priority Areas (Section 7.5);
f. delineation of woodland classification areas (Section 7.5.E)including edges and sampling
points;
g. proposed roads, lots, stormwater management facilities, community buildings and utilities;
h. proposed project open space and common areas;
i. written project construction sequence summary.
2. The Map shall also identify and describe the construction techniques and conservation practices
that will protect open space areas during construction of the project.
B. The Open Space Conservation Report shall be bound, 8.5 x 11 inch format,addressing the following
areas:
1. General Project Information
a. The name of project and date of preparation;
b. The name of preparer,contact information;
c. A completed Open Space Schedule form;
d. A site context plan(11"x 17"), scale and north arrow and title block, and showing the site
boundary, existing roads,proposed road and lot layout, stormwater management facilities,
location of Open Space Priority Areas, location of project open space.
2. Open Space
a. A written, itemized description of all Open Space Priority Conservation Areas,
b. Written descriptions of other proposed project open spaces;
c. Written and photographic description of the composition and conditions and review of
woodland evaluation criteria;
d. Written and graphic description of afforestation and/or reforestation plans.
3. Maintenance and Operation Plan
a. An estimate of staffing needs;
b. Insurance requirements;
c. Define the means for funding the operation and maintenance costs of the project open space
and any common facilities on an on-going basis. Such funding plan shall include the means
for funding long-term capital improvements as well as regular yearly operating and
maintenance costs;
d. Plans for regular and periodic operation and maintenance responsibilities for the various
categories and types of open space;

Perimeter Buffering
A. Perimeter buffering shall be located along the side and rear lot lines of a lot/parcel and shall extend
the entire length of the side and rear lot lines.
B. Where residential or other buildings back onto a public thoroughfare,bufferyard plantings be
provided per paragraph shall occur outside of the public right-of-way.
C. Perimeter buffering shall not be located within any portion of a dedicated public street right-of-
way,private street right-of-way, or County legal drain easement.
D. Existing vegetation may be used to achieve project buffering if (i)the vegetation located upon
the subject parcel is of a quality and state of health to achieve buffering, and, (ii)the vegetation is
proposed to be preserved using accepted best management practices for tree protection during
construction.
E. BUFFERYARD DETERMINATION.To determine the applicable bufferyard requirements:
(1) Use the TABLE FOR BUFFERYARD DETERMINATION to identify the land use category of
the proposed project use.
(2) Use the TABLE FOR BUFFERYARD DETERMINATION to identify the land use(s) of the
adjoining property(s), or identify the street classification adjoining the proposed use by
referring to the Official Thoroughfare Plan of Cannel Clay Township.
(3) Determine the bufferyard(s) required on each boundary(or segment thereof) of the subject
parcel by referring to the TABLE FOR BUFFERYARD DETERMINATON.
