The applicant is requesting approval of a Primary Plat to allow the construction of single family detached
homes. Please see the informational packet prepared by the applicant for an overview of this project.
This proposal has a total of 51 residences. The property is zoned R1, which has a maximum density of
2.9 units per acre. The primary access to the site is from 146th Street. Internal streets will connect to a
stub from the Copperwood Subdivision (to the west), and stub into the undeveloped property to the east.
The public hearing for this item was held at the March 21 st Plan Commission meeting. Concerns
indicated by the Plan Commission included site layout and buffering. Remonstrators voiced concerns
regarding the proposed location of Stafford Lane, buffering, and the location of sewer lines.
Staff does not support this site layout, and feels a redesign could better serve the City, the applicant, and
the neighbors. Staff strongly suggests exploring all options that would permit the entry road from 146th
street to be moved to the west. This would eliminate conflict with the neighbors to the west, and provide
better buffering from the commercial use to the east. Is there a way to phase development so that a
redesign can be accommodated in the future?
Outstanding concerns and requests include:
1. Staff requests to see elevations of all 4 sides of the proposed residences (4 sided elevations
of existing similar products are acceptable).
2. Update on landscape plan approvals.
3. Update on connectivity of roadways and sewers through the project to adjacent sites.
4. Petitioner has not addressed Engineering comments made in the Feb. 15th TAC review letter.
5. Note that the petitioner must commit to required upgrades to 146th Street along the project
frontage. These upgrades can be constructed or funded (for future construction). The
petitioner is required to coordinate with City Engineering to determine these improvements
(or cost thereof), and commit to construction or funding prior to approval. This commitment
must be recorded.
The Department recommends that the Subdivision Committee continue the request to the May 4th
meeting to allow additional time for the petitioner to resolve all outstanding issues.
