General "Rosemeade Commons" is a proposed 19 lot subdivision of 10.98 acres in Carmel, Hamilton County, Indiana. It is more specifically located north of 116th Street approximately 1600 feet west of Rangeline Road, just east of Carmel Creek. B. Existing Conditions 1. The site has a somewhat gentle roll to the terrain with slopes ranging from 1% to 6%. The land is currently wooded and is zoned R-1. R-1 zoning also adjoins the property to the east, west and south, with I-1 to the north. 2. Soils maps from the United States Department of Agriculture Soil Conservation Service identify Crosby, Miami and Brookston soils on the subject tract. Crosby is associated with deep, somewhat poorly drained soils with slow permeability. Miami is associated with deep well drained soils with moderate permeability. Brookston is associated with deep, very poorly drained soils with moderate permeability. 3. There is an existing 8" water main located in the Indiana Seal site located north and west of the site. There is also an existing 12" sanitary sewer from Clay Township Regional waste located approximately 120 feet west of the site. 4. Existing on-site drainage consists of surface flow to the southwest. Offsite drainage consists of approximately 8.5 acres from the east and northeast and together with the onsite drains to Carmel Creek. C. Proposed Conditions 1. The proposed subdivision is in compliance with R-1 zoning requirements. 2. The comprehensive plan places the site in planning subarea eight. Development for this portion of the planning area is recommended to be transitional. The circulation plan proposes 116th Street as a primary thoroughfare. The internal street system consists of one entrance on 116th Street with streets being 30' in width, with the exception of cul-de-sacs, which will be 26' in width. 3. The proposed subdivision falls within the Hamilton County Sheriff and Carmel Fire Department jurisdictions. Schools are within the Carmel-Clay School District. 4. Domestic water will be provided by Carmel Clay Utilities via an existing 8" line in the Indiana Seal Site. 5. The proposed site lies within the Carmel Clay Utilities district, however the nearest sanitary sewer is part of the Clay Township Regional Waste District and is located approximately 120 feet west of the site. The Carmel Board of Works has already relinquished their sewer service hold at the Board of Works meeting of July 15, 1991. CTRW has also stated their intent to serve the site. Whenever feasible, natural vegetation will be retained, protected, and supplemented. 2. The duration of time which an area remains exposed will be kept to a practical minimum. The area will be stabilized as quickly as practical. 3. Temporary vegetation or mulching will be used to protect exposed area during development. 4. Permanent and final vegetation or structural erosion control devices will be installed as soon as practical under the circumstances. 5. Sediment in runoff water will be trapped by the use of such methods as slotted riser pipes, debris basins, and silt traps until the disturbed area is stabilized.
