I am attending another meeting in this building and am sorry for
the irregularity of sending a MEMO, but I wanted you to consider
the following points concerning this particular variance:
1 ) The sheer volumn of traffic, both east and west on 116th
Street demands all the help we are able to give it. 116th
Street is a major E/W route and will probably be expanded
to more lanes. In the meantime, please utilize accel/decel
(1, lanes and passing blister.
�� PSI closes its 116th Street entrance because of the sheer
i danger of attempting to use it. (just west of Rosemead)
\IV 3) As a public official, I plead with you to make the entrance
to Rosemead Commons as safe as possible.

Please find enclosed one set of prints for the primary plat of Rosemeade Commons
revised per the T.A.C. meeting of October 17, 1991. Revisions and/or comments are
as follows:
- A sign detail has been added to the landscape plan.
- A request to reduce the Hawkins Legal Drain will be forwarded to the
County Surveyor during the secondary plat process.
- As discussed during T.A.C., the developer is committed to preserving as
many trees as possible during the construction process and will also
investigate any conflicts between existing trees and any improvements.

Dear Wes:
This letter is to confirm to your Department and make a matter
of record the concerns Engineered Cooling Systems, Inc. expressed at
the public hearing pertaining to the Rosemeade Subdivision primary
plat. As your department records show, Engineered Cooling obtained
Board of Zoning Appeals and Department approval in January, 1991 to
expand its current facility. Such facility is a manufacturing
enterprise that does emit noise from time to time, truck traffic for
deliveries and other activities associated with manufacturing.
Whether the petitioner for Rosemeade should consider that at this
juncture and establish sound barriers, mounding, setbacks or other-
wise, we simply call to your attention so that we are not asked to
address this issue in the future.
We also want to express our concern that the J.W. Hawkins legal
drain is maintained in that it services not only our property but
also a substantial portion of Gradle Industrial Park.
I would ask that you include this correspondence in the
Department 's file so that Engineered Cooling Systems, Inc. is on
record with the Department expressing its concerns about the pro-
posed subdivision.

I have reviewed the plans for this project and have the following comments.
1. It is recommended that the drainage facilities for this site become regulated
drain if this site does not become annexed.
2. Runoff from this site flows into the J.W. Hawkins & the Fertig regulated drain.
Therefore, a letter requesting permission to outlet into the regulated drain
needs to be sent to Kenton C. Ward, Hamilton County Surveyor.
3. All drainage, utility and road easements should be shown. According to IC 36-9-
27-33(e), regulated drain easements may be reduced from the 75' requirement to
not less than 25' from the top of each bank of an open ditch and 15' from the
center line of any tiled drain. A non-enforcement request must be submitted to
the Drainage Board.
4. Please forward a copy of the drainage calculations to our office.
5. For the retention area, please show 100 year flood and bottom elevation, as well
as, emergency spillway and flood routing.
6. SSD is recommend in swales with less than 1% slope.
7 . SSD laterals should be stubbed above ground for easy identification. Include
riser detail.
8. Please include a lake cross-section showing a safety ledge.
9. Show invert and top of casting elevations.
10. Please provide an outlet detail.

Dear Dave:
Please find attached three copies of the primary plat for Rosemead Common
revised per your comment letter of July 29, 1991. Revisions and/or comments are
as follows:
The temporary turn around on Rosemead Court has been removed. The
street has been shortened and a permanent cul-de-sac is now shown.
The right-of-way along 116th Street has been increased to a 75' half per the
comprehensive plan. As a result, we felt it was necessary to eliminate one
lot. Our total lot count is now 18.
The right-of-way around Block "B" has been enhanced for clarity.
Plans have been sent to Fire Chief Couts, Randy Powell, Kent Ward, and
John South for their review and comments.
Building setbacks have been dimensioned.
The 100 year floodplain along Carmel Creek has been added.
Monumentation has been added.
This project is outside the County Engineer's jurisdiction, so he has no need
to comment.
Covenants and restrictions to be supplied by developer.
Landscape plan is enclosed.

Upon review of your submitted materials, I have found the following items will

access), as I read that section, it states "where the Plan Commission finds
it to be appropriate, the extension of proposed streets to the
boundary.", could be applied in this development. I would strongly
suggest the extension of Rosemead Court to the property line. I
commend the engineer in showing the Temporary turn-around but the
actu treet should be extended to the west property line.
