Nelson STAFF CONTACT: David Cunningham, AICP LOCATION: Site is located on the east side of Springmill Road at 12121 North Springmill Road, Carmel ZONING: S-2 Residence PARCEL AND PROJECT SIZE: 25 Acres/44 lots = 1.76 density CURRENT LAND-USE SUBJECT PROPERTY: Vacant\Two existing single family homes and 4 acre retention pond CURRENT LAND-USE ADJACENT PROPERTIES: North: Single Family Subdivision - Williams Creek Farms South: Vacant & Zoned S-2 Single Family Residence East: Business - Ritz Charles West: Large tract single family homesteads COMPREHENSIVE PLAN ANALYSIS: The 1991 Comprehensive Plan calls for this area to develop as Medium Density Residential (2 - 4 units per acre). THOROUGHFARE PLAN ANALYSIS: Springmill Road is classified as a Collector, the traffic analysis had determined specific improvements to Springmill Road. EXISTING TRAFFIC CONDITIONS: Refer to conclusions of the Traffic Analysis Report. UTILITIES (letters of service): Project falls within the Clay Regional Sewer District and the Indianapolis Water Service areas Page 2 of 2 Staff Report (Primary Plat) Continued PROJECT NAME: Springmill Lakes Subdivision DOCKET NUMBER: 32-93 PP STORM WATER MANAGEMENT (Drainage Plan): Conceptual Plan on file. SOILS MAP(S) AND CONDITIONS: On file. SIGNIFICANT ENVIRONMENTAL FEATURES: Existing lake on property, being incorporated into design of subdivision lots and street plan. Existing tree line along north and south property lines to be preserved during construction phases of project. EXISTING AND PROPOSED COVENANTS OR COMMITMENTS: On file. SITE VIOLATIONS: Refer to the Department. TAC COMMENTS: On file PUBLIC COMMENTS: None MISCELLANEOUS COMMENTS AND NOTES: The petitioner appeared before the Commission last month for the Public Hearing but due to the petitioner being unable to obtain additional right-of-way at the south entrance and across from both entrances to allow for the full length installation of the decel lane at the south entrance and the passing blisters at both entrances. A Public Hearing for the additional variance of section 6.3.22 has been advertised for the May 18, 1993, Plan Commission meeting. The petitioner appeared before the Plat Committee on May 11, 1993 and staff would ask for that recommendation to be read into the official record. STAFF COMMENTS/ RECOMMENDATION: The Department recommends denial of the variance of section 6.3.3 and approval of the Plat and the other variances of section 6.3.7 & 6.3.22.
