1.10 INTRODUCTION (Exhibits 1, 2, 3 and 4)
This proposed development is located approximately 2,630 feet south of the North line of the
Northwest Quarter of Section 35, Township 18 North, Range 3 East. "Springmill Lake"
subdivision consists of 44 lots for single family detached dwellings. The 25 acre parcel contains
an existing lake, the location of which severely limits the land use alternatives for the site.
Additionally, the residence located at 12223 North Springmill Road (currently owned by Mr.
Dennis L. Bottamiller) will remain undisturbed and will platted as lot 19. The residence located
at 12121 North Springmill Road (currently owned by Mr. Donald W. Bottamiller) must be
removed from its present foundation and located upon another lot in Springmill Lake. The metal
clad building and related appurtenances will be removed from the site.
The development has 984.13 feet of frontage along Springmill Road, which shall be utilized for
access to the site. Circulation within the development shall utilize 50 feet wide publicly
dedicated right-of-ways with 30 feet wide local streets and 26 feet wide cul-de-sac streets. The
streets will be dedicated to Hamilton County for maintenance by the Hamilton County Highway
Department. The existing zoning classification for this site is S-2. The development standards
for this classification will be met for this proposed development with the exception of the three
requested variances: 6.3.3 - street extensions, 6.3.7 - cul-de-sac street lengths, and 6.3.22 -
deceleration lane taper length&passing blister.
1.20 ADJACENT LAND USE AND ZONING (Exhibit 2)
The land use surrounding the site consists of the following:
North: William's Creek Farms subdivision. The zoning classification is presently S-2.
South: The land is presently owned by Mr. Stanley Valinet and is currently used for agricultural
production. The zoning classification is presently 5=2.
West: The land is presently owned by the estate of the late Otto Frenzel and is currently used
for agricultural production.. The zoning classification is presently 5=1.
East: The land is presently owned by Meridian Associates who operates a commercial catering
and banquet establishment currently known as the Ritz Charles. The zoning classif-
ication is presently B-6.
1.30 COMPREHENSIVE PLAN
According to the "Amendment to COMPREHENSIVE PLAN UPDATE City of Carmel/Clay
Township 1991" (Ordinance No. D-697 - Effective July 15, 1991), this parcel is classified as
Medium Density Residential ("MDR"). The proposed development having only 1.76 dwelling
units per gross acre conforms to this MDR classification which suggests using 2 to 4 dwelling

units per gross acre. The site having ready access to Springmill Road consequently offers an
efficient means to numerous support facilities of a recreational and commercial nature. Likewise,
utility service facilities are readily available; although, a temporary sanitary sewer lift station
must be installed until Clay Township Regional Waste District constructs its proposed 18"
sanitary sewer interceptor line. Water is available from an existing 20" Indianapolis Water
Company main located along the east side of Springmill Road. Telephone and electric service is
available from existing overhead lines located along the east side of Springmill Road. Gas
service is available from an existing 8" Indiana Gas main located along the west side of
Springmill Road. Letters have been received from each utility indicating available capacity to
serve this project.
1.40 UTILITY SERVICE DISTRIBUTION
Utility services will be distributed utilizing underground delivery systems. Telephone and
electric services will utilize transformers and buried cables to serve individual lots. Gas and
Water services will utilize buried pipe systems. Demand and consumption rates for these services
will not adversely affect present capacities.
1.50 DRAINAGE (Exhibit 3)
Storm water management will utilize a system of inlets, pipes, subsurface drains and swales
discharging into a reconfigured 4.85 acre retention pond. The storm water will then have a
controlled release rate from the pond and will utilize a system of pipes and inlets that will
discharge into William's Creek. The Developers intend to make the storm drainage improvements
a regulated urban drain. The Hamilton County Surveyor's office has been supplied with the
drainage calculations and a proposed set of construction plans for their review, comments and
approval. Upon receiving drainage comments from the Hamilton County Surveyor, we will then
notify the Indiana Department of Natural Resources (DNR) of our proposed work and apply for
the necessary permits required by DNR.
1.60 SOILS (Exhibit 5)
Three soil classes are present on the site: Brookston, Crosby and Miami. The major obstacle to
overcome from a soils perspective is proper drainage. Subsurface drains should facilitate
adequate drainage, and comments from the Hamilton County Soil and Water Conservation
District, (SCS), support this concept. During construction adequate soil erosion measures will
occur which will comply with (327 IAC 15-5) administered by the Indiana Department of
Environmental Management, (IDEM), and subject to comments made by SCS. Such measures
could include, but are not limited to, the use of siltation traps in major swales and around inlets,
use of ground covers to stabilize steep banks, and straw bales within swale flowlines.
T 11.70 WETLANDS (Exhibits 1, 6, and 7)
In order for this development to a) conform to S-2 zoning requirements, b) comply with platting
requirements, and c) balance the earthwork disposition necessary for proper site drainage, the
configuration of the existing lake must be modified. The existing lake on this site is designated a
PUBGh wetland area according to the National Wetlands Inventory Mapping prepared by the
U.S. Fish and Wildlife Service, please refer to Exhibit 1. Similarly, William's Creek is
designated as a R2UBH wetland area.
Exhibit 6 is a "Waiver of Section 401 Water Quality Certification" issued by the Indiana
Department of Environmental Management. Authorization to proceed with construction has been
obtained from the U.S. Army Corps of Engineers, Louisville District as described by Exhibit 7.
1.80 STREETS AND TRAFFIC (Exhibit 8)
As indicated earlier, access to the site shall be from Springmill Road. All county highway
standards will be met concerning pavement widths, thicknesses, improvements to existing
Springmill Road, and alignment at the entrances, except for the requested variance 6.3.22.
American Consulting Engineers. Inc. have performed an analysis of traffic operations of the
roadway system in the vicinity of the site and their report is included herein as Exhibit 8.
1.90 LANDSCAPING (Exhibits 3 and 4)
Twenty (20') feet wide common areas are provided adjacent to the proposed 45' half Right-of-
Way along the east side of Springmill Road in order that the homeowner's association may
uniformly maintain the landscape improvements contained therein. Additionally, Landscape
Maintenance Easements (LME) and Signage Easements are provided elsewhere for the same
purpose.
One entry impact structure will be provided for each of the two subdivision entrances along
Springmill Road as illustrated by Exhibit 4. The "brick and limestone signage" portion of the
entry impact structures shall be aligned parallel with Springmill Road; whereas, the "brick and
wrought iron fencing" portion of same shall be aligned parallel with Pintail Court and Mallard
Court, respectively. As depicted by Exhibits 3 and 4, these entry impact structures will be
visually enhanced by a) planting shrubs, flowers, and trees, b) placing sod and establishing
permanent grass vegetation, and c) installing lighting and irrigation systems. Landscape
construction plans have been delivered to DOCD for consideration and review.
Each lot will have a minimum of three(3)street trees.
Along the north and south property lines of this parcel are lines of existing trees. The developers
will use their best efforts to preserve these on-site tree lines; subject, however, to storm water
drainage considerations.

SOILS REPORT
CrA—Crosby silt loam, 0 to 3 percent slopes. This nearly level, deep somewhat poorly drained
soil is on slight rises on broad, undulating till plains. This soil has a seasonal high water
table, moderate shrink-swell potential, high frost action and slow permeability. Large
sanitary absorption fields can help offset slow permeability when the water table is
lowered with subsurface drainage.
MmB2 —Miami silt loam, 2 to 6 percent slopes, eroded. This gently sloping, deep, well
drained soil is on rises on till plains and along drainageways and streams. The main soil
features that affect engineering uses are moderate frost action, moderately slow
permeability, moderate shrink-swell potential and low strength. Erosion is a hazard
during construction.
Br— Brookston silty clay loam. This deep, very poorly drained, level, soil is in broad
depressions on till plains. Soil features that affect engineering uses are seasonal high
water table, high potential for frost action, moderate shrink-swell and permeability.
This soil has a severe limitation for septic fields.

Re: Waiver of Section 401 Water
Quality Certification
Applicant: Bottamiller Enterprises
Hamilton County
This office has reviewed information submitted by the applicant, in a letter
dated September 17, 1992, requesting Section 401 Water Quality Certification. The
applicant proposes to make minor modifications to the shoreline of a borrow pit in
Hamilton County, Indiana.
Based on the information available, it is the judgment of this office that the
proposed project will not cause a significant impact to water quality provided that
conditions set forth by the State are incorporated into the project.
Therefore, subject to the following conditions, this office waives Water Quality
Certification:
•
1. Physical disturbance of banks and riparian vegetation, especially large
trees which provide shade to the water body, should be limited to that
which is absolutely necessary to the conduct of the project.
2. The contractor performing the actual operations must comply with
Section 311 of the Federal Clean Water Act and with 327 IAC 2-6
(formerly Indiana Stream Pollution Control Board Regulation 330 IAC 1-

3. Deposition of dredged or excavated materials and all earthwork
operations will be carried out in such a manner that soil erosion and
sediment runoff to any nearby watercourse are controlled and minimized.
The use of straw bale barriers, silt fencing, or earthen berms around
disturbed areas is recommended to prevent soil from leaving the
construction site. Information and assistance regarding control of
construction-related soil erosion are available from the Soil and Water
Conservation District (SWCD) offices, co-located with the local field

office of the USDA Soil Conservation Service (SCS) in each county, and
the regional field offices of the Indiana Department of Natural
Resources' Division of Soil Conservation, whose administrative office is

temporary dikes or bulkheads for separation and retention of settleable

concerning a proposal to place 8, 192 cubic yards of fill material in an
isolated pond to facilitate the development of the Bottamiller
Subdivision in Indianapolis, Hamilton County, Indiana. We have reviewed
the information you submitted in order to determine whether a Department
of the Army (DA) permit will be required under provisions of Section 404
of the Clean Water Act.
The discharge of dredged or fill material into headwaters or
isolated "waters of the United States, " including wetlands, that affect
less than 1 acre, was authorized under the provisions of 33 CFR 330,
Appendix A, Nationwide Permit No. 26. The revised plans which you
submitted indicates that the project would impact less than 1/2 acre of
the isolated pond. Therefore, an individual DA permit will not be
required provided you comply with the enclosed General Conditions and
you obtain a site specific Water Quality Certification (WQC) from the
Indiana Department of Environmental Management (IDEM) . You can write to
IDEM at:

If IDEM fails to respond to your request for authorization within
60 calendar days, the WQC is considered waived. The responsibility for

the date of this letter.

PLACEMENT OF DREDGED OR FILL MATERIAL
IN WETLAND AREAS
1. The Department of the Army Regulations concerning the effects on wetlands relative to
Permit procedures are stated in 33 CFR Section 320.4(b), as published in the Federal Register,
Volume 47, No. 141, on 22 July 1982.
2. These regulations are applicable to the following wetland types:
a. Those serving as natural biological functions including food chain production,
general habitat, nesting, spawning, rearing, and resting sites for aquatic or land
species.
b. Those serving as sanctuaries, refuges, or aquatic environment study areas.
c. Those effecting natural drainage characteristics, sedimentation patterns, salinity
distribution, flushing characteristics, current patterns or other environmental
characteristics.
d. Those shielding other areas from wave action, erosion, or storm drainage.
e. Those serving as storage areas for storm and flood waters.
f. Those being prime natural recharge areas (prime recharge areas are locations where
surface and ground water are directly interconnected).
g. Those serving as natural filtration processes to purify water.
3. No permit will be granted to work in wetlands as identified above, unless the review
indicates that the benefits of the proposed alteration outweigh the damage to the wetlands resources,
and the proposed alteration is necessary to realize those benefits. The review of such areas will
include the following:
a. The effect on the individual wetland area under consideration, and the cumulative
effect when combined with other filled areas on the complete and interrelated
wetland area.
b. The necessity of the proposal when located in or close proximity to the wetland
area.
c. Whether feasible alternatives are available.
4. The initial information necessary to constitute a complete application involving fill in
wetland areas is as follows:
a. A site plan labeling and delineating the total wetland area and the portion thereof
to be filled. Should also show adjacent water bodies such as rivers, channels, or
lakes.

I. INTRODUCTION
The studied site consists of approximately 25 acres which is being
developed into 44 individual lots for single family dwellings . This
site is located on the east side of Spring Mill Road between 116th
Street and Dorsey Street in the City of Carmel , Indiana . The site
will provide two access points onto Spring Mill Road separated by a
distance of approximately 700 feet .
American Consulting roadway is to traffic

H. DRIVE GEOMETRICS
The proposed design of the access drives includes a northbound
declaration taper and an additional 12-foot lane connecting both of
the drives for the safe movement of turning vehicles into the site.
The radius of the corners for all the approaches is 40 feet, which
will provide a very comfortable turning radius into the site. With
the proposed land use of single family housing, a very low volume of
trucks will utilize these intersections . Spring Mill Road in this
area is of a relatively flat grade providing an excellent sight
distance, and is 24 feet wide providing two 12-foot lanes . The posted
speed limit on Spring Mill Road is 40 MPH.
III. TRAFFIC CONSIDERATIONS
The existing traffic counts at the intersections of 116th Street,
Dorsey Street and 131st Street with Spring Mill Road were provided
duby
the City of Carmel . These volumes for the A.M. and P .M. peak
are shown in Figures 1 and 2 . The Institute of Transportation
Engineers ' Trip Generation manual was used to calculate the trip
generations for the proposed site. Due to the small nature of this
site, the current traffic volumes were not increased for a growth
factor. This site should develop as soon as all necessary approvals
are obtained . The generated volumes were then distributed to the
roadway system and assigned to the various points of concern in the
study area . The trips were assigned and distributed to the roadway
system based on the existing percentages at the intersection of Dorsey
Street. These volumes are illustrated in Figures 3 and 4 . The
generated trips are then combined with the existing volumes to provide
a total traffic volume at the intersections , which is shown in Figures
5 and 6 for the two studied time periods .
The level of service (LOS) criteria for unsignalized intersections are
stated in general terms and are based on delay ranges . The LOS
criteria are shown in Table 1 . Level of Service for four-way stop
controlled intersections are not specifically defined but the Highway
Capacity Manual illustrates approximate capacities for a LOS "C" . The
comparison of the existing and the full build-out LOS for each of the
affected intersections are shown in Tables 2 through 4 .

CARMEL CHURCH OF CHRIST - SCIENTIST
The petitioner is seeking approval (Special Use) to construct phase I of a church facility located
on the south west corner of 116th and Haverstick. Filed by Virginia Kerr.
Fred Parker, Virginia Kerr, and Wendel Tucker appeared before the committee on behalf of the
Church.
All TAC members have not received copies of the plans—this will be a preliminary review;
petitioner will need to appear at the next TAC meeting of April 26.
COMMENTS:
DOCD, questioned the lot lines. Depending on the record of the property, this may be
a subdivision which would require plant commission's approval.
- City Engineer, concern regarding sewer access within the Haverstick ROW, also the
lateral will need to be placed within a 15' easement (if adjacent to the ROW). Board of
Public Works approval required for two commercial curb cuts along Haverstick as well
as sewer and water availability. Approval can be in form of letter from BPW to City
Engineer's office. Water service lint needs to be placed with a 15' easement from 116th
Street to the property in question. Randy Powell requested copy of storm calculations and
recommended that PVC not be used within the conveyance system--show depth of 100
year storage within the basin on the plan. Permission will be needed to tie storm sewer
into the school's system.
- Soil & Water Conservation, John South stated more erosion control needs to be shown;
need to protect inlets; need to show stabilized construction entrance on the plan; sprinkler
will be needed for the basement if over 1500 sf.
SPRINGMILL LAKE
Appearing for Springrill Lake were Don, EImer & Denny Botammiller; 11/Eke Little and Mike
Terry, ASLA, and Jim Nelson, attorney.
Springmill Lake project will be located at 12121 Springmill Road. Both existing and future
homes will be maintained and incorporated into the project which will include 44 single family
homesites on 25 acres; two road cuts required and 2 variances 6.3.3 length of cul-de-sac and stub
street requirement.

As of the time of this writing, April 6, 1993, no accord has been reached regarding the
name of this development between the developers, the Hamilton County Sheriff Department and
the Carmel Communications Center.
The subdivision name of "Sprinjnull Lake" is used for purposes of this Primary Plat
Support Document informational booklet and because this same name has been used for some
time regarding correspondence for this development. Additionally, the Technical Advisory
Committee(TAC) comments refer to this project as Springmill Lake.
Between the time of this booklet submittal to DOCD, April 6, 1993, and the scheduled
public hearing date of April 20, 1993, the developers will attempt to resolve this development

As you can readily observe, the addition of the offsite drainage area to the East (a portion of the
Ritz Charles Parking lot) causes the 100 year retention requirement of the proposed lake to peak at 7.59
acre-feet of storage. Because the top-of-bank elevation varies around the proposed lake, we have selected
elevation 856.0 as the elevation on which to conservatively base our potential storage capacity on. At
elevation 856.0 there will be 22.4 acre-ft of storage available which therefore results in only 34% of
storage capacity utilized during a 100 year storm event.

The purpose of this letter is to address some issues that came up during the March 24, 1993
Carmel/Clay Technical Advisory Committee meeting and to respond to items contained in your March
19, 1993 letter to me.
Enclosed please find revised construction plan Sheet 404, Entrance Plan & Details, dated 22
MAR 93 for you review and consideration. We are requesting to construct two standard subdivision
entrances along Springmill Road. The lengths of acceleration and deceleration lane tapers will be 100' in
length parallel to Springmill Road and the 12' wide deceleration storage lane will likewise be 100' in
length. We believe the approval of this request will result in a net savings of approximately 511 square
yards of the deep strength pavement material and assuming a unit cost of $10.00/SY for this type of
pavement, then approximately$5,110 can be saved to offset some of the $12,430.00 contribution amount
requested within the Agreement to Improve Roadway Adjacent to New Development.
Additionally, this Sheet 404 also contains revised Right-of-Way cuts at the entrances based on a
35' triangular area and a revised Section 404/A detail addressing comments 2b. and 6c of your March 19
letter. Enclosed please find revised details from construction plan Sheet 801, Standard Details: detail
Section 801/A, Pipe Underdrain Detail, and Underdrain Lateral Detail have been revised per items 2 a&
b.
We are pursuing a variance with DOCD regarding the street lengths of Pintail Court and Mallard
Court exceeding the 600' maximum length. The topography of the site by virtue of the existing lake and
remaining residence severely limits land use alternatives.
The storm drainage system will be a regulated drain. We are still waiting on construction plan
comments from the Hamilton County Surveyor's office.

am still somewhat confused regarding item 8, "Castings in the roadway shall be 1/4" below top of
pavement." There are no storm or sanitary sewer solid lid castings located in any of the streets. Would
you like this statement added to the standard specifications anyway?
I have passed along the Agreement to Improve Roadway Adjacent to New Development
document to the developers. They appear to be willing to enter into this agreement with the County. We
will need to work closely with your office to coordinate our Springmill Road R/W improvements with
those of the County so that no hazardous "ridges" occur if our improvements are constructed prior to the
resurfacing of Springmill Road.

4.50 STATEMENT REGARDING NEED FOR SECTION 6.3.22
VARIANCE
Section 6.3.22 of the Subdivision Control Ordinance of Carmel, Indiana regulates the
need for and dimensions of subdivision entrance acceleration / deceleration lanes & tapers as
well as passing blisters.
The apparent existing 2 rod wide Right- of-Way (33.00 feet) of Spring Mill Road is
inadequate in width to accommodate the standard dimensions of the deceleration lane and taper
for the Mallard Court entrance. Attempts to negotiate obtaining the necessary Right-of-Way for
installing said deceleration lane and taper with the present land owner of the property located to
the south of Springmill Lake have been unsuccessful and appear likely to remain so. Likewise,
the existing Springmill Road Right-of-Way is inadequate in width to accommodate the standard
dimensions of the passing blisters for the Mallard Court and Pintail Court entrances. Attempts
to negotiate obtaining the necessary Right-of-Way for installing said passing blisters with the
present land owner o the property located to the west of Springmill Lake have been unsuccessful
and appear likely to remain so.
As a result of the foregoing, the developers are therefore petitioning for a variance from
Section 6.3.22 of the Subdivision Control Ordinance of the City of Carmel, Indiana, permitting a
reduction in length of the required deceleration lane taper and variance to permit the elimination
of passing blisters.
4.60 STATEMENT REGARDING STATUS OF HAMILTON
COUNTY SURVEYOR'S UPDATED DRAINAGE
COMMENTS
As of the time of this writing, April 6, 1993, no response has been received regarding
requests made to the Hamilton County Surveyor's office for a letter updating comments (or
stating none are required)to the current Primary Plat documents.
Included herein is the comment letter dated September 18, 1992, that Mr. Steven T.
Cash, Plan Reviewer for the Hamilton County Surveyor's Office wrote in response to our original
primary plat conceptual plan submittal. Also included is the response to these same comments by
Earthscape Engineering Corporation dated October 9, 1992.
The current Primary Plat plan sheets 100 and 101 incorporate these comments and are
further revised to reflect conditions revealed by detailed drainage calculations. Additionally, a
copy of the land title survey and a set of construction plans (which include storm sewer plan &
profile drawings and an erosion control plan) have been delivered to the Hamilton County
Surveyor's office for review and comment.
We believe that the information submitted to the Hamilton County Surveyor is sufficient
for their approval; furthermore, we will of course modify our construction plans per the Hamilton
County Surveyor's comments, if any, and resubmit same for plan approval prior to commencing
site construction.

I have reviewed the plans for this project and have the following comments.
1. It is recommended that the drainage facilities for this site become regulated
drain.
2. Please include a site location map.
3. Please show the soil types found at this location.
4. Erosion control is needed.

7. According to IC 36-9-27-33(e), regulated drain easements may be reduced from the
75' requirement to not less than 15' from the center line of any tiled drain.

10. For the retention area, please show normal pool, 100 year flood and bottom
elevations, as well as, emergency spillway and flood routing.

13. Please show the road names on the plans.
14. Please include a lake cross-section. We recommend a safety ledge.

19. It should be noted that it is realized that the plan submitted was a conceptual

Relative to the comments itemized within your letter, I am addressing them within the contents of this
correspondence. Also,please find enclosed a copy of the latest primary plat plan for your review.
The items listed below describe our response to your comments:
Item 1. I have submitted to the owners of this property your request that the drainage facilities for this

If the owners provide us with a land title survey and description we forward copies of same to
you for your records.
Item 6. Topographic information has been added to the primary plat documents. In addition I have
also included an 11" x 17" drawing showing the offsite storm sewer line required for
controlling the retention pond elevation.
Item 7. Please note that the easements have been changed to minimum 15'widths on the primary plat
documents,per your request.
Item 8. Of course,pipe sizes types and lengths will be included on the construction plan sheets titled,
"Storm Sewer Plan&Profiles,"which will be submitted for your review and approval. As you
can readily observe, the primary plat sheet is becoming extremely cluttered with data
requested by all approval agencies. I have therefore included herewith a copy of the Storm
Sewer Data Table which provides the information you request.
Item 9. Final drainage calculations will be submitted with the primary plat submittal. However, Mr.
Joe Sharp of Paul I. Cripe, Inc. has provided us with the drainage calculations which were
used for the design of the Ritz Charles restaurant. According to Mr. Sharp, the existing 24"
dia. RCP storm pipe coming from the Ritz Charles and discharging into the Bottamiller lake
was installed on a 0.45% slope and has a downstream invert elevation of 853.00 ft. The
existing lake normal pool is 855.5 ft. For this pipe, the Ritz Charles parking lot contains 6.3
acres and the total offsite contribution is 18.3 acres. This equates to a ten year discharge Qi0
=25.2 cfs. The 100 year discharge, Q100, for the 18.3 acres requires 5.25 Acre/ft of storage,
which translates into a 1.05 ft.rise in the lake level. We believe that the flow discharging from
this pipe will be the primary source of offsite watershed that will impact our site.
Item 10. The enclosed primary plat shows the proposed normal pool elevation, as well as, emergency
spillway and flood routing.
Lake bottom elevations are difficult to determine at this time due to the fact that this lake is an
existing borrow pit and I am told that in the center it is quite deep(possibly 30 feet). It is our
intent to balance our earthwork fill requirements with the cut material derived from the
roadway cuts and the lake cuts on the east and west ends. We would like to maintain at least
eight(8) feet of depth from the proposed normal pool based on 4:1 slopes from normal pool
to the bottom. We will be filling the lake on the north and south shorelines to accommodate
requirements made by DOCD and other agencies. We have been in contact with both the US
Corps of Engineers and IDEM regarding wetlands permits.
The 100 year pool elevation will be added to the primary plat and to the construction plans as
soon as the final drainage calculations have been completed. These will be forwarded to you
for your review. Because we are lowering the proposed normal pool to 852.0 (-3.5 ft.) from
the existing normal pool elevation, and because the onsite & offsite watershed is relatively
small compared to the lake area, I foresee no problems with the proposed 100 year pond
elevations.
Item 11. All perimeter and interior drainage swales have been designed for a minimum 1%slope.

Item 12. All non-lake oriented lots shall have access to a subsurface drain. These drain access locations
are shown on the enclosed primary plat plan. As there are no "common"rear yard subsurface
drains, we propose not to use formal SSD risers; rather, end caps will be installed on the 4"
dia. SSD pipes and they will terminate below grade with fence post markers above grade.
Additionally, we recommend that the developer mark the locations of same in the fresh
concrete as the curbs are being poured to aid in future location.
Item 13. Road names will be included on the plans when we receive them from the owners.
Item 14. Again, for the same reasons previously outlined in Item 11 above, it is difficult to include
typical lake cross-sections at this time.
Item 15. Please see the Storm Sewer Data Table enclosed herein and further referenced in Item 8 above.
Item 16. An outlet has been provided for for this lake. The proposed outlet elevation is 852.0 ft and will
follow the routing shown on the primary plat and the 11"x 17"drawing transmitted herewith.
Item 17. Please refer to the discussion contained in Item 9 above.
Item 18. Building pad elevations are shown on the primary plat documents. They are minimum
elevations at eight(8)inches below the bottom of the wooden sill plate for the residence.. It is
anticipated that there will be no"slabs-on-grade"type housing in this subdivision,but rather it
is anticipated that the housing will either be constructed with crawl spaces or basements.
