COMMENTS CONSTRUCTION PLANS 12. A seven -page Plan Certification form is enclosed with this letter. This form was created with the desire to streamline the plan review process. We request that you please complete this form and return it to the Department of Engineering as soon as possible. Thank you for returning the seven -page Plan Certification form. We understand per your statement that a completed form will be submitted with the complete construction set and Secondary Plat submission at a later date. 13. Please revise the entrance to the geometry and dimensions previously discussed and to specifications prescribed by the Plan Certification form. Thank you for revising the entrance geometry and dimensions. 14. We assume you have coordinated construction with owners of the Marathon and Buckeye Pipelines. Thank you for contacting the Marathon Ashland and Buckeye Pipeline Companies and beginning coordination of this project with the two companies. 15. Please provide complete information for the twin drainage structures shown beneath West Road and provide detail for extending the structures. We understand per your statement that the West Road drainage structure has been discussed by the Langston/Henderson and the Department of Engineering with final approval pending Based on additional review, the Department provides additional comment: 1. On the proposed primary plat, a break is shown in the asphalt path. On the construction plans, the asphalt path will be expected to continue along the full length of the West Road frontage. These comments represent the Department of Engineering's second review of the primary plat for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. I would have assumed it better to formalize the agreement with a clear understanding of the improvements, which would be evident with development of construction plans and documents. Is there a standardized form for this, or maybe copy from another development that we could look at? Please let me know. We may still need to review the width of the bridge as the design progresses. It appears to be of sufficient width to accommodate a 24 -foot roadway, a 10- foot path and still have 10 -feet extra. Engineering will approve the concept of the bridge on the Primary Plat subject to further review as the project progresses into the Secondary Plat stage. As it relates to Engineering's input on approval of the Primary Plat, we still require the following: A revised Primary Plat so that we may confirm that the items raised at TAC and discussed at our last meeting have been incorporated into the Primary Plat. A response to the TAC comments, including submission of the completed Plan Certification form. Where do you stand with the DOCS on formalizing the commitments for the Thoroughfare Plan improvements and credits thereto? I would expect that this commitment needs to be in place prior to obtaining final Primary Plat approval. We are looking at using CON /SPAN structures. We have not finalized engineering for the structures but have run preliminary calcs to determine 1 sizes according to the criteria set forth. The West Road structure will be somewhere between a 12 FT. span x 6.5 FT. rise and 20 FT. span x 7 FT. rise. The total estimates at this point are $99,000.00 on the low end to $155,000.00 on the upper end. We are still proposing to work from the existing east side right of way (assumed to be 16.5 feet) to sufficient distance west to accommodate the 10 FT. pathway. The total length would be aprox 44 feet with 16.5 feet being east of the centerline of West Road. The East side would be made with a straight wing wall that could be removed to allow for future expansion on the East side. We will probably use angle wing walls on the West side. The onsite structure will also be a CON /SPAN structure to maintain uniformity. Please let me know if this scenario is acceptable. We would like to be able to say that engineering agreement has been achieved. The City appreciates the offer to completely replace the structure under the street. As it relates to the costs incurred east of the centerline, the City would reduce the amount of your full commitment equal to the value of the work east of the centerline of the roadway. Before the City makes a decision on the type of structure, the City will need to review the structure that is being constructed within the development. The City typically constructs ConSpan structures on the perimeter streets. In this case, a ConSPan structure may not be necessary. What is proposed within the development? The City could accept a concrete box if it is sized appropriately and installed correctly. Wing walls will have to be a consideration on both ends of the structure whether temporary or permanent. To this end your department has asked that we supply funding for 1/2 of the drainage structure improvement. This funding once in place does not accomplish the end result of widening the road adjacent to the project at the time of the project. The complete reconstruction of the drainage structure would require 2 additional right of way on the East side of West Road. In order to accomplish the widening on the West side we propose to you that the drainage structure be replaced from the existing right of way on the east side of West Road to a sufficient distance for the widening and the 10' walkway on the West side of West Road. We have discussed with The Hamilton County Surveyors Office their criteria for replacement of the structure. I understand that you have been forwarded an E -mail also. Our engineers opinion is that the existing structure meets the criteria except that it is outdated and too narrow. The existing structure opening is 6' wide and 4' tall. We propose to use 7' wide x 6' tall pre -cast concrete box culvert. The east side of the new structure (at the existing right of way line) would be the bell end of the culvert which would allow for future extension of the structure when the thoroughfare plan right of way becomes available. The existing guard rail would be put back in place on the East side of West Road in the interim. We would anticipate that funding for whatever is replaced past the 1/2 way point to the East would be forthcoming from the City of Carmel. Upon seeing the plans and speaking with the developers we are in full support of the community and the related waivers. Living across West Road from the subdivision, we particularly support the notion of the community having only one entrance. If the southern cul -de -sac were made into a second entrance we would have concerns with the glare of car headlights and potential traffic conflicts associated with vehicles entering and leaving the community. I did want to forward a few thoughts for you to consider in my absence. I think we all saw Jerry's message yesterday regarding the premature consideration of incomplete petitions. I echo that statement, and the related feedback I have seen so far. It appears the department is recommending that ~Has been continued to May 4. ~ Recommend approval. ~. )3ecommend approval. Y Shelborne PUD. I agree with the department that this should be continued to May 4 because of several important outstanding issues. . There is a much description of recreational uses (paths, playground, public space, etc.) than last time we saw this. . One question--we need to be we balance the rec paths with tree preservation. The path network in the common area might be too extensive. . We will need to decide the window and porch issue. In each case the PUD standards are slightly below city guidelines. If I had to choose one over the other, I would chose for the second widow over the extra 2 feet of porch depth, but why not get both? ~ Crook PUD. Same basic comments as with No.4. ~ Aramore PUD. I agree with the department that this should be continued to May 4 because of several important outstanding issues. . Are there applicable design standards that the department could use to compare with those included in the the PUD? . I really didn't see a landscape plan. . I think there needs to be more buffering and landscaping along 98th street. ,7. Stafford Lane. I agree with the department that this should be continued to May 4. . I agree with the department and the neighbors--the entrance road design is unacceptable. The current design unnecessarily affects Copperwood to the west. It also bisects the common area. They need to back to the drawing board. 8. Woods at Lions Creek. I agree with the department that this should be continued to May 4 because of several important outstanding issues. . I believe this is the first request we have seen for a gated community since we approved the new gate standards. The department should review in detail how the proposal meets (or fails to meet) each criterion. The petitioners have not asked for a gate/private street waiver, but I believe that will still be necessary? I also think we need a comparison of the city's design guidelines with what is being proposed. Yes, I know this is a high end development, but let's check, not just assume, that the city standards are exceeded in every case. A summary statement from the department to that effect would suffice. . I don't think I have seem a design before where individual lot owners actually share a portion of ponds. Do they really want this? . Likewise, there is no access to the main common area pond. Should there be? . The main common area runs along the gas line. They really don't do much with this. Should/could there be some kind of minimal gravel path installed that could then link up the common area in Sellwood to the south? . The gate/cul-de-sac and access waivers are all tied together. I don't have a problem with the other two (frontage and thoroughfare). Sut we need to be sure there are commitments for landscaping and buffering for the lots affected by the thoroughfare waiver. 9. Michigan Road Overlay. As the attached article from the LSJ indicates, Zionsville also seems to be going in this direction. I think the dept's rational for a gradual transition makes sense. I would support moving this forward. 10. 96th and Westfield Plan. This obviously is a hornet's nest. Fairly complicated and politically charged. Our house at 4037 Oakleaf Drive is directly in back of your new proposed development, and I request a formal opinion/review on the potential issue of water run off from the construction of proposed Pond #1 that lots 8-14 will back onto in the plan that we received from you on February 24, 2006 (Certified Mail 7004 0550 0000 0628 9688). The base of the pond is at a higher elevation than our basement and I believe that we will have a major issue with water draining toward our house and an unacceptable capacity for the sump pump to handle 24 hours a day 365 days a year as a result of the construction of the pond assuming the pond backs up to our lot. If the pond does not back up to our lot then this should not be a problem for any lots in Austin Oaks since there are no houses north of us on our side of the street on Oakleaf Drive. However, it is not clear from your map or from the geography of the land near lots 14 and 15 whether these two lots back up to our lot and where the pond will actually exist. I formally request that if a pond is constructed, it does not back up to our lot to avoid major issues for both of us. I look forward to clarification of where the proposed Pond #1 is actually planned and the potential issue of water runoff toward our basement at the Public Hearing at the Carmel Plan Commission on March 22, 2006. Because of the dual jurisdiction between the City of Carmel and the Hamilton County Surveyor, we will require a minimum of eight-sets of drawings for approval after all issues have been resolved. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees/Engineer's Estimates Individual Performance Guarantees will be required for the following subdivision improvements: . Interior Streets . Curb & Gutters . Water Mains . Street Name Signs (do not include traffic control signage) . Interior Sidewalks (builder's lot sidewalks in right of way) . Exterior Sidewalks/Asphalt Paths (concrete sidewalks/asphalt paths in right of way adjacent to common areas and/or perimeter streets) . Perimeter Street Right of Way Improv6ments if applicable (right of way pavement including accel/decellanes, passing blister, pavekent widening, milling and re-surfacing, stone shoulders, thermoplastic striping, etc.) If applicable, Storm Sewer/Drainage and Monument & Marker bonding will be under the jurisdiction of the Hamilton County Surveyor's Office. Erosion Control bonding will be posted with the Hamilton County Surveyor's Office unless otherwise noted. Samtary sewers are under the jurisdiction of the Clay Township Regional Waste District. The amount of the Performance Guarantee is based upon a certi~ed Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the enclosures for more detailed explanation of our procedures. Right of Way Permit and Bonding Any work in the dedicated right of way of West Road will require a Right of Way Permit. If the work is included in the scope of work ofa posted Performance Guarantee, the Performance Guarantee may be used to satisfy the Right of Way Permit bonding requirements and no additional bonding will be required. If it is not included, a License & Permit type Right of Way bond will be required in the amount of $2,000.00 per instance of work in the right of way. Any open cut in the pavement of West Road wiIJ require separate Board of Public Works and Safety approval. 10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. We will share Crossroad's comments as they are received. If you have not already done so, please provide one Set of plans and calculations to the Department of Engineering and one set to Crossroad Engineers, PC. Please contact Crossroad Engineers to obtain drainage review checklist for consideration in developing secondary plat and that design effort. AVAILABILITY AND CONNECTION FEES 11. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to the start of construction activities. Availability Fees are based upon total platted acreage for the development at the current rate of$1,010.00 per acre (Water Availability Fee). Based upon the primary plats indicated acreage, the following Water Availability Fees would apply: 59.057 Acres @ $1,010.00/Acre = $59,648.00 Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees are paid when the infrastructure has been complete, satisfactory test results obtained and the subdivision has been released for permits. Water Connection Fees are paid on a per-lot basis. . If an irrigation system is planned for this development, additional Water Connection Fees will be assessed based upon the recommendation of the Director of Carmel Utilities. COMMENTS - CONSTRUCTION PLANS 12. A seven-page Plan Certification form is enclosed with this letter. This from was created with the desire to streamline the plan review process. We request that you please complete this form and return it to the Department of Engineering as soon as possible. Please revise the entrance to the geometry ~hddimensionspreviously discussed and to specifications prescribed by the Plan Certif\cation form. We assume you have coordinated constructIOn with owners of the Marathon and Buckeye Pipelines. Please provide complete information for the twin drainage structures shown beneath West Road and provide detail for extending the structures. 13. 14. 15. These comments represent the Department of Engineering's initial review of the primary plat for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. All bonds and performance guarantees must be posted prior to Engineering Department approval of construction plans.
