Tuesday,June 7, 2022 Meeting Minutes
Location: Cannel City Hall Caucus Rooms,2nd Floor, 1 Civic Square,Cannel, IN 46032

The Commercial Committee met to review the following items:
1. PZ-2022-00067 ADLS Amend: Tesla Supercharging Station at GetGo Gas Station.
The applicant seeks design approval for an electric vehicle charging station. The site is located at 11505
Illinois Street.It is zoned PUD(The Bridges Z-550-11). Filed by Sarah Honeycutt of GPD Group on behalf of
Tesla.
Petitioner: Jordan Rine
This will be our second supercharger station in the City of Cannel. This one will be hosted by the GetGo Café
Convenience Store in The Bridges Development,adding 8 charging posts to support growing electric vehicle
ownership in the City.
We are planning to address the 3 comments from Staff: Lighting,Trashcans,and Landscaping. We are planning
on updated plans to comply with those requests.
Lighting: We are relocating one existing light post.The charging station will be located in the NE corner of site.
When we install charging posts,the chargers the customers plug into sit behind the curb,and GetGo's light post is
exactly where the charging post would be. So we are moving the light post 3 or 4-ft east,closer to the road, so it
shouldn't have any significant impact on the lighting or the safety of the project.
Trashcans: There is a request to add a trashcan near the site. We think that the most logical place would be on the
Northern end where there is a small existing landscaped island that has space to accommodate a small concrete
footer and a new trashcan. We will work with GetGo to add this. It takes 20-30 minutes to charge, so we do want
to encourage customers to get out of the car and go in buy something. There is a trashcan by the door as well. We
are hopeful that there will not be a trash issue in general.
Landscaping:Making sure that any landscaping that we add complies with the Landscaping plan that was
approved with the main PUD. Rachel: Also,to do your best to add whatever landscaping you can around the
transformer area for screening.Jordan: We will work with the landscape architect and update our plans
accordingly to soften that. It is in an existing landscaped area with already existing bushes and shrubs around so
we can make it less visible. Will update plans to soften and make it less visible.There are some maintenance
clearances for the purposes of servicing the equipment, so there can't be stuff right up against it,but I think it's
only a couple of feet, so we should be able to create a nice landscape screen.

He covered all our concerns. We are glad to have another charging station in the area. This area will be good for
it,Illinois Street slopes down so you won't see the chargers when you are driving down the street,but once you
get in there it is easy to find. Plus if you have a Tesla,you can use their app to find stations.They will be tucked
into the existing landscaping in the hill and won't be an eye sore.If additional landscaping and trashcan are added
it would be great. We are supportive of this.

Committee Comments:
Kevin:Are you adding parking or does it exist.Jordan: The parking exists.Kevin: Can they give up the 8 spots?
Rachel: Yes,they can.They are over-parked. Depending on which way you look at it,they either have an excess
of 37 spaces or 14 spaces. So,the use of 8 spaces won't impact parking.
Dubbie: Looks like there is terrace seating at the GetGo,patio tables with umbrellas, so in my opinion that would
be the only visual vantage point where you would care about what you are looking at,but between landscaping
and necessary screening if you choose to have it(I am not advocating),to me that is the only vantage point where
it would even be an issue. I did ask about underground burial of the equipment,they said that is not an option.
Hill: Since you brought it up,can you explain for the record,why is it not feasible to put it underground?Jordan:
Yes, it comes back to the equipment clearance,just like any piece of commercial equipment we need to have
access and it would probably cost more than the entire rest of the project to engineer a full structure underground.
If required it would be done,but not required per any code or ordinance. We will screen it and once it's there it is
like any other kind of transformer.
Kevin: Make a motion to approve with two contingencies, one that you work it out with our UF,no negotiation
what he says you plant,and that you work it out with Staff as far as the aesthetics of the trashcan.Jordan: Just to
clarify there is an existing landscaping plan in the PUD for the whole development, is that what he will
recommend?Kevin:No,he will recommend what he wants you to surround it with, it has zero to do with the
existing landscaping.It will exceed it,because this is a new item which allows us to amend the previous plan.
Rachel: We always want you to check that nothing has died and if something has died it should be replaced.
These would be arborvitae or something that would eventually grow tall and screen the area.Jordan: We don't
own the property, so we will have to work with GetGo for approval.
Discussion by Kevin: have we ever considered a fence?It would be an instant screen and easy to maintain. Would
that be an option for you?Jordan: We are open to that.We could do a screening fence,potentially from one or
two sides,doing a full enclosure is something we try to avoid because it just ends up taking a lot of space and we
have to re-orient equipment to make sure we maintain all those access areas. Kevin: If it was three sided would
that work for you?Rachel: Possibly.Jordan: Are there specific ordinances or requirements regarding screening
equipment?Rachel: It's an either/or,but I will need to double check The Bridges PUD to see if there is something
specific.Jordan: We will comply with any of that. Alan: Will this be an issue with the Forester?Rachel: We will
work it out.Alan: Alright, it is up to them.
A Motion made by Kevin Rider and seconded by Jeff Hill to approve Docket No.PZ-2022-00067 ADLS
Amend subject to complying with the Urban Forrester and Staffs requirements and recommendation on
the equipment screening and trashcan of their liking.
Approved 4-0.
2. Docket No.PZ-2022-00069 ADLS Amend:Juniper on Main-Deck expansion.
The applicant seeks design approval for an expansion of their outdoor seating area on the west side of the
building.The site is located at 110 E. Main Street. It is zoned B-1/Business and is in the Character Sub-Area
of the Old Town Overlay.Filed by Corrie Sharp(Meyer)on behalf of Kenny Keltner.
Petitioner: Corrie Sharp(Meyer)
Kenny was not able to be present due to a family health emergency,so I am standing in for him.He is the owner
of Juniper on Main property,and his son operates it. They want to expand a wood deck to the north along 1st Ave
and continue the aesthetic as it wraps around the building. He is planning on adding four 2-top tables,three 4-top
tables and one 6-top table for a total of 26 persons.There was a question about the actual width of the lawn area
compared to drawing and drawing is correct. There is adequate space for the 12ft-wide deck.

It is a simple wood deck.We are ok with landscape width. The deck will be at the same height as the exiting one,
so you will be able to walk across. Kevin: the waiting areas area going to connect across. Rachel: It will have

railing that matches the exiting railing. The fence will be gone,and it will fill in this space and follow the same
railing and spindle pattern.It will have some string lights hung-up across the top. 12 feet by 34.There will still be
some grass area up there at the top,they will not impact the icicle parking racks up there.Corrie:we double
checked the sign locations,and the sign will not need to be moved. Rachel:No landscaping will be changed.We
addressed the signage question. They received a Variance for lot coverage for the existing conditions—more so
around the existing condition that was already there—and when they added the big patio out front. Because this is
a wood deck it will not count against their lot coverage so they can do this without negatively impacting what is
there or the existing variance. We are in support of adding this.

ADLS Amend.

3. WITHDRAWN: Docket No.PZ-2022-00070 ADLS Amend:Jiffy Lube—Mural/Public Art.
The applicant seeks design approval to change out the existing mural/public art currently applied to the north
façade of the Jiffy Lube building. The site is located at 1270 S. Range Line Rd. and is zoned I-1 within the
Cannel Drive/Range Line Rd. Overlay Zone.Filed by Julia Muney Moore of the Arts Council of Indianapolis
on behalf of the owner, Steve Sanner.
