The Commercial Committee met to review the following items:
1. TABLED TO AUGUST 2: PZ-2022-00034 ADLS Amend: Circle K Rebrand—College Plaza.
The applicant seeks approval for signage and brand modifications/updating. The site is located at 10598
College Ave. It is zoned B-1/Business and is located in the Homeplace Business Sub-Area Overlay District.
Filed by Amy Leska of Corporate Identification Solutions on behalf of the owner.
2. TABLED TO AUGUST 2: PZ-2022-00036 ADLS Amend: Circle K Rebrand.
The applicant seeks approval for signage and brand modifications/updating.The site is located at 545 S.
Rangeline Road. It is zoned B-1/Business and is located in the Rangeline Road Overlay District.Filed by Amy
Leska of Corporate Identification Solutions on behalf of the owner.
3. Docket No.PZ-2022-00080 ADLS Amend: Tom Wood Jaguar Land Rover Volvo—Service Addition.
The applicant seeks site plan and design approval for a 16,569 sq.ft. building addition. The site is located at
4620 E 96th St. and is zoned B-3/Business. It is not located within any overlay zone. Filed by Roger Ward
with Roger Ward Engineering on behalf of Tom Wood.
Petitioner: Kevin Buchheit with Creek Developers,Graham Marshall from Roger Ward's office
The existing building sits at about 960 feet north of the north edge of E.96th Street,the addition sets back about
another hundred feet. The addition will come off to the East off the NE corner of the existing building. The finish
colors will match what is already there.A portion of the parking on the East side of the structure will be
rearranged,changing the aisles from an E-W to a N-S orientation. They are removing some of the parking lot light
poles where the building is going to be extended. We appreciate the Staff Report analysis,agree with it,and hope
you take the recommendation to approve this ADLS Amend tonight.
Department Report: Rachel Keesling
Materials were covered well.This is a new building addition that will be going over existing asphalt and parking
area. They will reorient the parking spaces so that they don't lose very many(about 30),but they will also add
some back, so lot coverage percentage remains mostly unchanged. They will be having a new underground
contention area under part of the parking lot so that will help with additional water retention. I think the other half
of the site goes down to the river,which is on the West side of this site. The building is very simply designed, it
will match the existing. Instead of using precast concrete panels they will be using concrete block with EIFS over
it as a faster way to make this addition happen as it is a needed service component for their business. This is very
far back off of 96th Street, so making it mostly hidden from public view. It is not in an overlay,there are no
architectural requirements here and we appreciate that they have designed the building to match the existing. We
recommend approval tonight.

• Do they meet our parking requirements? Rachel—Parking is fine,and they also still have another
section of parking that was not in this recalculated area of parking spaces.
A Motion made by Jeff Hill and seconded by Dubbie Buckler to approve Docket No.PZ-2022-00080 ADLS
Amend.
Approved 3-0,Absent- Rider.
4. Docket No.PZ-2022-00120 ADLS Amend: Meijer EV Charging Station
The applicant seeks design approval for an electric vehicle charging station. The site is located at 1424 W.
Carmel Drive. It is zoned B-2/Business and is not located within any overlay zone.Filed by Rosana Ciprazo of
Black and Veatch on behalf of Meijer Stores.
Petitioner: Rosana Ciprazo—Project Manager with Black and Veatch
Presenting the proposed build of the Electric Charging Stations for Electrify America. It will be installed in the
existing Meijer parking lot.There will be a total of 6 EV Charging Station stalls installed along with their
appropriate equipment. The equipment will consist of 1 utility transformer, 1 switchboard,3 power units,and
6 dispensers along with a light pole.The modifications will provide opportunity for patrons of Meijer to charge
their vehicles if they need to while they shop,as well as for the public.
Department Report: Rachel Keesling
This EV Charging Station will be located directly across form the existing Tesla EV Charging Station. On the
South end of the Meijer parking lot just East of their gas station. I think this is a perfect niche for these kind of
thigs to go in. The Tesla station was installed back in 2017 and it has been successful.Now this charging stations
will be more generic for anyone, instead of specific to Tesla.They will be extending the parking lot island to
safely install their equipment in the middle and then they will be adding landscaping to go around it. They will
have a fence around their items,and they will also be adding a new light pole in the middle for their 6 chargers.
There will be minimal signage on them,and we are generally in support of this project. In the report we mention
the Meijer store has had a bad track record of keeping up with the landscaping around their property. We want to
take this opportunity to put Meijer on notice,not Ms. Ciprazo and her EV Charging Stations, but as part of that
deal letting them know that it is noted that Meijer is not taking care of their existing landscaping.I have explained
to Ms. Ciprazo,that we would like her to give us Meijer's specific contact information and also share our
Department Report and the Letter of Grant regarding this project specifying that if they want to move forward,
they need to come into compliance with keeping their lot beautified.Jeff Hill—are we seeking voluntary
compliance?Rachel—Yes. I believe Darren Mindham has been trying to work with them,but we need another
push. We recommend approval tonight,we believe that these chargers will be good for the community and
available to all. We would like to approve the chargers with the condition that the Meijer site works on bringing
their landscaping into compliance.

I want to make sure we are not causing a parking concern by losing parking spaces. Rachel—We are not,Meijer
is very much overparked in that they have built 3 out lot buildings now within their own parking lot and they still
have plenty of parking.
Is there any signage for these or the Tesla charging stations out on any of the roads,right?Rachel—not on the
roads. Right in front of them it will be signs that are 3sf or less that say Electric Vehicle Charging Spaces.
