Statement of Development Standard Variance Request
A Development Standards Variance request has been filed by The Old Town Design Group, LLC
on behalf of Mindaugas and Amy Carroll Balcius for their property at 22015t Ave NE, Carmel, IN. It is
zoned R3/Residential and Old Town Overlay, Character Subarea. The custom home's final design plan
resulted in Old Town Design Group's request for a variance from the UDO's development standards as
metal is not listed as an allowed roof material (UDO Section 3.64.C.7). The zoning ordinance allows for
asphalt, wood or slate shingles. The initial design plans for the Balcius home showed an asphalt shingle
roof, however the client's later upgraded to a high -end standing seam metal roof. We are seeking
variance approval for the roof material.

Dear Carmel Board of Zoning Appeals Hearing Officer:
We have filed a Development Standards Variance request on behalf of Mindaugas and Amy Carroll
Balcius for their property at 22015t Ave NE, Carmel, IN.
The final design plan for the client's custom designed home resulted in a high -end standing seam metal
roof. The Unified Development Ordinance in Section 3.64.C.7 does not list metal as an allowed roof material.
We are seeking the above development standards variance approval to allow the metal roof. After the
initial design of this home, the Owners upgraded to have a standing seam metal roof installed instead of the
asphalt shingle roof as their initial design plans showed. The black matte metal roof is dark in color comparable
to the asphalt shingle roof originally planned. The high -end metal roof is long lasting, durable, low maintenance,
and increases the energy -efficiency in the home, which were all important factors to the homeowners in
designing their home. We believe it is an attractive addition to the architecture of the home as well. The home
was designed to be consistent and compatible with the existing homes in the area. The custom designed home
has elevations that are attractive and will be a good fit for the neighborhood, keeping in line with the quality of
The Old Town Design Group, LLC's construction.

FINDINGS OF FACT SHEET - DEVELOPMENT STANDARDS VARIANCE
CARMEL ADVISORY BOARD OF ZONING APPEALS

The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
the variance of the roof material seeks to elevate the design and overall quality of the home. The high -end
standing seam metal roof provides longevity. durability. and is an attractive addition to the home.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially
adverse manner because:
the metal roof adds to the value of the property, the black matte color of the metal roof is similar in color
to black asphalt shingles and adds to the attractive architecture of the home_ The home was designed to
be compatible with the neighborhood in which it is located.
3. The strict application of the terms of the Unified Development to the property will result in practical difficulties in the
use of the property because:
it would not allow the Owners to obtain the lonaevitv. durability. environmental impact and low -maintenance
properties that a metal roof offers while also providing Increased energy efficiency in the home. Metal roofs
ro utinely last 2-4 times long er than shing led roofs while also p rovid ing p rof itab ility, p rote do n a o n e.
The upgrade to the black matte standing seam metal roof is compatible to other homes in the neighborhood.
Lastly, the Owners have a substantial investment in their home.
DECISION
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket No.
is granted, subject to any conditions stated in the minutes of this Board, which are
incorporated herein by reference and made a part hereof.
