CARMEL PLAN COMMISSION
DEPARTMENT REPORT
OCTOBER 18, 2022
3. Docket No. PZ-2022-00188 OA: Street Typology Amendments.
The applicant seeks to amend the Unified Development Ordinance in order to update references to certain street
types to match the Street Typologies and Thoroughfare Plan in the updated Carmel Comprehensive Plan. Filed by
the Department of Community Services on behalf of the Carmel Plan Commission.
Please view the informational packet for the proposed ordinance amendment.
Additional notes about the Ordinance:
The proposed UDO amendments are primarily technical in nature to revise sections throughout the UDO where
development standards either reference or are differentiated by specific street types. For example, larger
perimeter bufferyards are required along larger street types, or the intersections of 2 types of streets in some
zoning districts may require a corner architectural feature. Because planning and engineering staff will use the
Thoroughfare Plan Map in the Comprehensive Plan to determine the street type of proposed developments, then
it is important that the street types in the ordinance match the street types shown on the map.
Recommendation:
The Department of Community Services recommends the Plan Commission sends this item to the Residential
Committee on November 1, 2022 with final voting authority.
