The applicant seeks the following development standards variance approval: 1. Docket No. PZ-2022-00187 V UDO Section 5.02.B Accessory structure at least 25-ft behind primary structure required; 64-ft in front of house requested. The 10-acre site is located at 10404 Ditch Rd. General Info & Analysis: The Petitioner seeks approval to construct a barn accessory structure on a 10-acre site. It will be located north of the creek, and it will sit approximately 64 feet in front of the front line (front façade) of the house. The new house will be built south of the creek. This requested setback for the barn is a variance of 89 feet. The barn will be located approximately 395 feet northeast of the house. The zoning regulations require that an accessory structure sit at least 25 feet behind the front face of a home (primary structure). Please see the Petitioner’s info packet for more detail on the variance request. The barn will have a footprint of approximately 63’ x 26’, and it will be just under 18 feet tall. The barn design and architecture are shown in the BZA Info Packet. The colors and materials will complement the main house. The Carmel Engineering Dept. is reviewing the construction documents for the site under stormwater permit SW-2022000031. They have also requested the dedication of street right of way and the installation of the multiuse path (or payment into the Non-Reverting Thoroughfare Fund), for the UDO’s requirement for compliance with the Transportation Plan. The Petitioner addressed all planning/zoning review comments. The Planning Dept. supports the variance request. Findings of Fact: Please refer to the Petitioner’s Findings of Facts included in their BZA Info Packet. Recommendation: The Dept. of Community Services (DOCS) recommends positive consideration of PZ-2022-00187 V, and with adoption of the Findings of Fact submitted by the Petitioner.
