HomeMy WebLinkAboutCPAAC Minutes 06.21.22Carmel Public Art Advisory Committee - Minutes 1 Tuesday, June 21, 2022 – 6:00 p.m. 2 Caucus Room, City Hall, One Civic Square 3 4 5 6 MEETING CALLED TO ORDER 7 8 Julia Saltsgaver called the meeting to order at 6:04 p.m. 9 10 MEMBERS PRESENT 11 12 All Committee Members Present: Julia Saltsgaver, Karen Poyser, Kelvin Okamoto, Cathy Strawn, Donna 13 Tutwiler, Luci Snyder, Dru Doyle, Jill Reese and Bill Cooler. 14 15 Additional Attendees: Henry Mestetsky (Executive Director, Carmel Redevelopment Commission), Nancy 16 Keating (Artist, Cosmic Flow I & II), and Chief Deputy Clerk Jacob Quinn were in attendance. 17 18 MINUTES 19 20 Minutes from May 17, 2022, Regular Meeting were approved unanimously by those also present at the May 17, 21 2022 Regular Meeting. 22 23 COSMIC FLOW I & II - PRESENTATION AND REVIEW OF INTAKE FORM 24 25 Nancy Keating (Artist) presented the pieces, followed by a multimedia presentation by Henry Mestetsky 26 (Executive Director, Carmel Redevelopment Commission). Afterward, the two answered committee questions. 27  Installation is planned for Spring 2023, on the new Carmel City Center Parking Garage - 50 Red Truck 28 Road (Primarily for CPD Headquarters use). The City does not own this lot. 29  The Carmel Common Council approved funding for the parking garage, including planned artwork. 30  The Street Department will maintain the completed artwork. 31  Why this design? It represents the never-ending flow of energy through the universe. 32  The bold, bright colors and white and silvery orbs will flow through the black background like the cosmos. 33  Constructed of glass, primarily from Kokomo. The benefit of glass is the effect of light striking. 34  Not recycled glass, as recycled glass cannot be colorized. 35  Designed to be seen from afar, with up and down lighting enhancing the pieces. 36  Another project of the artist: Community Mosaic Mural 37  The City sought out the artist, and no other artists were considered. 38 39 Committee Comments 40  Beautiful, cohesive colors, durable 41  Different medium, which is positive and unique…an asset for Carmel 42 43 Intake Form 44  9-0 votes on all questions, thus unanimously recommending the acquisition and location of Cosmic Flow 45 I & II to the Mayor. 46 47 116TH STREET MONON GREENWAY TUNNEL MURAL - STUDENT MURAL PROJECT - QUICK 48 UPDATE AND SLIDESHOW 49 50 Julia read the artist’s bio. 51 The next step is the presentation and review of the intake (Carmel High School Art Department and Carmel 52 Clay Parks and Recreation). 53 54 ELECTRONIC PARTICIPATION POLICY 55 56 The proposed Resolution has been approved by all other City of Carmel committees, was drafted by 57 Corporation Council, and meets minimum State guidelines. 58 59 Key points: 60  At least 50% of attendees of a meeting must be in person 61  Voting member must… 62  Annually attend over 50% of meetings in person; 63  have audio and video when attending virtually; 64  not attend more than two meetings in a row virtually; They can attend more virtually, but not as a 65 voting member 66 67 Please coordinate with Holly (copying Julia and Karen on emails) if you need to attend virtually. 68 69 Vote: 9-0 70 71 PUBLIC ART TOURS 72 73 Donna Tutwiler and Karen Poyser 74 75 Donna and Karen attended a preliminary meeting with Carmel Community Relations and Economic 76 Development employees on 6/17/22 to discuss public art tour options and implementation. Plaques, trolleys, 77 walking tours (both guided and self-guided), and a private tour were discussed, as these are available in other 78 cities and towns with public art. The next meeting will be in one month. 79 80 If any members of the CPAAC would like to attend the meetings, they are welcome. Rather than the CPAAC 81 charter being changed to oversee public art tours, the CRED would like CPAAC to volunteer in tour 82 development and as tour guides. 83 84 OTHER BUSINESS 85 86 Next meeting: Sophia Square Project Update 87 88 ADJOURNMENT 89 90 Julia Saltsgaver adjourned the meeting at 6:55 p.m. 91
