Honor history and flavor of Home Place; inter-urban railway; Steel base is 5 sided lantern…similar look to a home; 48
Light inside base; Railroad spikes; Medallion on each side: Home Place symbol, Pleasant Grove Church steeple, 49
steam engine symbol, military symbol to represent all branches, and Carmel Parks symbol; Lights on base to light 50
up hawk; Scale determined once landscaping is completed to avoid sculpture being improperly sized; Hawk: red 51
tail hawk, wing span 6-8’, and cast bronze; Support of residents - reached out to older residents and community 52
meetings; Dr. Hannon - was brought before Home Place Advisory Committee; Artist met with Arlon and Mayor - 53
sizing, lighting; Honoring Depot Stop in Home Place; Jill - lighting and safety questions to Jeremy Kashman: 54
standard lighting package of 8 lights at all RAB; each crosswalk lit; lighting on sculpture, and each column to be 55
lit; Dru - plaque or information; timeline - JK hardscape spring 2023, Ryan - completed 2024; No trees in 56
roundabout; Artist also did created bike racks in Art District 57

PRESENTATION OF INTAKE FORM ON RELOCATION OF “MORNING SUN” ROUNDABOUT SCULPTURE TO 65
RANGE LINE ROAD AND LOWE’S WAY 66

Jeremy Kashman presented to the group the proposed location at Lowe’s Way and the reasons: 1) to put it near artist’s 69
other sculptures, and 2) to eventually have a uniform theme down Range Line Road. 70
Jill - already purchased; not happy with the appearance or location, concerned with cost of relocation, being moved 71
to where CPAAC had suggested initially; perhaps the City should sell it 72
Cathy - concurs about cost and the previous vote on location; this doesn’t sit well with her 73
Councilor Hannon expressed hope the sculpture would remain at its current location until after the 2024 municipal 74
election. 75
Bill - who is requesting relocation - Mayor - per request of citizens, and working on range line design image to be 76
more uniform 77
Jeremy - Cost is foundation, lighting, landscaping, and moving; Amount was rounded up and would be necessary 78
for any similar sculpture to be installed 79
Bill and Luci - both appreciate the sculpture and enjoy its current location 80

Final Resolution: unanimously do not support relocation (0-7) 82

Cost of moving; frustration that the Committee had asked it to not be placed at its current location when 84
previously discussed; and pass the current location often and like seeing it there. 85

DEFINING ART DISCUSSION - PALLADIUM LIGHT SHOW 87

Jon Oberlander, Corporation Counsel, fielded questions from the Committee and explained the City’s view that the 89
projectors were intended/viewed to be a technology purchase versus an art purchase. At least 4 in attendance on the 90
Committee believe the purchase of the projectors and the content to be displayed should have gone through the CPAAC. 91
A lengthy discussion ensued of what is art, art vs. artistic, art that is within the scope of the Committee, art that 92
should/should not be within the scope, and the timing of project presentations to the Committee. 93
The Committee would like projects to come to them sooner, knowing this would mean incomplete intake forms at a first visit 94
and the project returning for a final vote on whether they support it. 95
Fine-tuning the ordinance to further define the scope of the committee was encouraged and unanimously agreed upon. A 96
subcommittee to word a new ordinance was created, with Bill Cooler and Luci Snyder volunteering membership. They 97
would like to work with Councilor Worrell and Jon Oberlander on this endeavor. 98
The Committee made tentative plans to update the Intake Form and create an additional form just for relocations. 99
