Committee Members Karen Poyser, Kelvin Okamoto, Cathy Strawn, Donna Tutwiler, Christina Thomas, Bill 11
Cooler and Deputy Clerk Jennifer Stites were present. Dru Doyle attended virtually. City Councilors Jeff Worrell 12
and Tim Hannon, and Sharon Kibbe from the Mayor’s Office were in attendance. Jill Reese and Julia Saltsgaver 13

Minutes from the July 20, 2021, Regular Meeting were approved – 7 votes in favor - 0 opposed.18

PRESENTATION OF INTAKE FORM BY ARLON BAYLISS20

Arlon Bayliss presented a Sculpture for the Roundabout at Illinois Street and Zotec Drive. Discussion was held 22
on the cost of the project. Dr. Hannon explained the total cost is $500,000. $250,000 to be paid by Zotec, 23
$$250,000 to be paid by the city via a TIF Bond. The committee expressed the desire to have landscaping to 24
compliment the sculpture, pulling colors from the piece. Sharon Kibbe was asked to schedule a tour of the Bo-25
Mar facilities. Donna Tutwiler suggested a brochure or QR code at each piece of public art in the City. The 26
committee discussed creating public art tours via trolley or bicycle. Karen Poyser reviewed the intake form. 27
Location of Sculpture was kept as presented. Acquisition of Sculpture was approved – 7 votes in favor – 0 opposed 28
– 2 absent. 29

UPDATE ON SOPHIA SQUARE MURAL PROJECT31

Subcommittee meeting held on 6/18/21 to review 15 artist submissions. Members who attended subcommittee 33
meeting; Kelvin Okamoto, Donna Tutwiler, Karen Poyser and Dru Doyle. The submissions were narrowed down 34
to 5 finalists. The subcommittee will meet before October 9th to narrow the submissions down to 3 finalists. 35

Karen Poyser referred to the Brickhead Human article in the Current. 39

DISCUSSION ON VIRTUAL MEETING ATTENDANCE41

Karen Poyser reviewed the City Ordinance putting virtual attendance rules in place for City Council. The 43
committee would like to follow the virtual rule template provided by the state. Committee will review rules and 44
vote at a future meeting. 45
