HomeMy WebLinkAboutCPAAC Minutes 03.16.21 rev 1Carmel Public Art Advisory Committee (CPAAC) Meeting Minutes March 16, 2021 The March 16, 2021 CPAAC meeting was called to order by co-chair Julia Saltsgaver at 5:00PM and took place virtually via Microsoft Teams with the following present: 1) CPAAC members Ms. Saltsgaver, Christina Thomas, Dru Doyle, Donna Tutwiler, Jill Reese, Bill Cooler, Cathy Strawn, and Kelvin Okamoto; 2) City employee Sharon Kibbe; 3) City councilors Jeff Worrell and Tim Hannon; 4) Carmel Clay Parks and Rec. Director Michael Klitzing; and 5) Guests Jen Bubp, art teacher at Carmel High School and mural consultant John-Michael Polley George Zhang with Omni Productions was present to coordinate the Facebook livestream. 1. Meeting Minutes Jill Reese agreed to take minutes. City of Carmel employee, Jennifer Stites, will begin keeping CPAAC meeting minutes in June, 2021, so CPAAC member(s) will need to keep minutes until then. Revised Minutes submitted by Kelvin Okamoto and Jill Reese from the January 19, 2021 meeting were unanimously approved upon motion by Donna Tutwiler, seconded by Dru Doyle. Minutes from the February 16, 2021 meeting submitted by Kelvin Okamoto were unanimously approved upon motion by Donna Tutwiler, seconded by Dru Doyle. 2. City of Carmel Report No report from the City of Carmel this month. 3. Update and Review - Monon Mural Project The CPAAC revisited the Submission for the mural project for the Monon tunnel that is a collaboration between the Carmel Clay Parks and Recreation and Carmel High School Art Department and students with the help of private sponsors and volunteer mural consultant John- Michael Polley, whom Ms. Bubp has enlisted to help. CHS art teacher Jen Bubp described progress that has been made since the CPAAC’s last discussion of this Submission. Ms. Bubp reported the CPAAC’s prior feedback with the CHS National Art Honor Society students. Student Caroline Hammons revised one of the designs previously submitted, and this new design was provided to the CPAAC for review. The concept of the newly revised design is “light to dark” or “day to night.” Mr. Polley described for the CPAAC the plan to translate the design into a digital format and to apply it to the arched tunnel surface with a target date for completion by July for CarmelFest. Mr. Polley explained in detail with the help a shared PowerPoint slide presentation how the design will be vectorized for application in 22 paint-by-number wall sections with software and using Sherwin Williams material. He and Ms. Bubp will also teach the students this digitization process. A vinyl wrap will be applied to the ceiling portion so that students will not have to be on scaffolding. Mr. Polley reported that the tunnel surfaces are in good shape and also explained how they would be prepped. Mr. Polley suggested the CPAAC could choose the maximum 7 colors for the design. He also suggested sponsor plaques and sensory interactive 2 elements to the tunnel. Experienced students and adults will do the main painting work (3 students and 1 or 2 adults per section), but community volunteers can also help. A budget is to be determined, and sponsors are sought. The CPAAC committee members and other attendees gave constructive comments and positive feedback. It was reiterated that this art placement would likely have a 5-year duration and that all involved should be so advised. Co-chair Ms. Saltsgaver felt that, with the added details provided by Ms. Bubp and Mr. Polley, the Monon Mural Project Submission was complete. As the committee agreed, she called for a motion to approve the Submission considering all the new details provided. Jill Reese moved that the Submission be approved, and Donna Tutwiler seconded the motion. The motion was unanimously approved. The CPAAC declined to select the color palette and suggested that task was better accomplished by Ms. Bubp and the CHS students. However, Ms. Bubp was encouraged to come back to the CPAAC with updates if she wishes. 4. Communications and Community Input Ms. Saltsgaver reported the following. Jennifer Stites set up a Facebook group page for the CPAAC, and virtual meetings are currently viewable from that Facebook page. Ms. Stites also set up a general email address for community input. Ms. Stites will monitor the CPAAC email inbox and forward all emails to the CPAAC co-chairs. Discussion was held regarding future process for distribution of emails. It was agreed that the co-chairs would collect and distribute all emails received to the committee prior to each monthly meeting unless there was a pressing issue indicating a need for earlier distribution. Ms. Saltsgaver read 2 emails from Carmel community members received since the prior meeting, both dated March 8, 2021--one from Mary Boustani regarding her positive opinion of the 106th & Ditch roundabout art and one from David Garner regarding his general positive opinion of all public art in Carmel. Ms. Reese pointed out that the meeting minutes are still not linked to the CPAAC web page. Ms. Reese also wanted to know whether the public should expect to find future meeting agendas posted/made electronically available along with the materials to support the agenda (for example, proposed meeting minutes and proposed art intake submissions to be discussed). Ms. Saltsgaver felt it was reasonable and appropriate to do so as did Councilor Jeff Worrell. Mr. Worrell suggested that Ms. Stites be approached to execute that procedure. Ms. Saltsgaver stated she would contact Ms. Stites to make her aware and there was general agreement as to this plan. 5. Public Art Discussion Points The subcommittee consisting of Ms. Reese, Ms. Poyser, and Ms. Doyle presented a revised list of discussion points to use for future art intakes when advising the Mayor as to whether the City should acquire public art. Ms. Saltsgaver suggested that the discussion points be inserted into the current intake form to provide the basis for the CPAAC’s public art review. Ms. Reese and Ms. Tutwiler agreed. Ms. Saltsgaver agreed to contact former CPAAC secretary Mr. Okamoto to get 3 the current version of the intake form and to coordinate editing the form to include the new art review discussion points. Mr. Cooler raised the issue of identifying the parameters of public art that might fall within the purview of the CPAAC ordinance. That is, what is public art for purposes of the CPAAC ordinance, and do landscaping or fountains, for example, fall within the definition of art required to be reviewed by the CPAAC? Mr. Hannon suggested that the CPAAC look at what other similar public art commissions have done. Mr. Hannon also stated that, while there already exist city departments with expertise in landscaping (streets and engineering departments), that does not necessarily preclude a possible role for the CPAAC in reviewing items that touch on those areas. Ms. Tutwiler added that landscaping and lighting around public art are analogous to a proper frame around a painting. Ms. Saltsgaver suggested that a subcommittee might work to flesh out the definition of public art. Mr. Cooler agreed to take on creating such a subcommittee. 6.
