HomeMy WebLinkAboutCPAAC Minutes 08.18.20 RevCarmel Public Art Advisory Committee Tuesday, August 28, 2020, 5:00 p.m. Microsoft Teams Meeting Minutes In Attendance Committee members: Julia Saltsgaver, Cathy Strawn, Kelvin Okamoto, Karen Poyser, Dru Doyle, Jill Reese, Bill Cooler, Donna Tutwiler, Christina Thomas City of Carmel: Mayor Jim Brainard City Councilors: Jeff Worrell, Timothy Hannon, Laura Campbell City Employees: Jeremy Kashman Minutes 1.Introduction and Welcome 2.Approval of July 21, 2020 Minutes: Motion: Cathy Strawn, 2nd Kelvin Okamoto, unanimous approval 3.Committee Role & Process a.Open door laws must be followed b.Meeting notice at least 48 hours in advance c.No private emails on discussion- hold comments until meetings 4.Review Current Updated Submission Information- Morning Sun (formerly Pulpo) a.Updated submission form received b.Sharon Kibbe recently reached out to the Methodist Church for reaction- nothing heard back yet c.Discussion to move to Rangeline and Lowes Way instead- Mayor Brainerd considered that location but with a lot of private money in the present proposed location, the city is trying to encourage more investment there d.What architectural designs will be around the proposed location: the replacement for Monon Square may be traditional on the south side and more contemporary on the north side e.Can sculptures be relocated? Yes. f.Dru- wants 6th street location as proposed; also Lowes Way is vehicular and bike only g.Mayor Brainerd noted that Clay Terrace changes may come with requirement for roundabout sculpture and TIF h.Will table decision until receive church input and Wilson building response i.Midas has out of state ownership and most likely has no input interest 5.Annual Report to Carmel City Council: Julia Saltsgaver gave a presentation to City of Carmel Council Monday August 17, 2020. Tim Hannon said to look for external best practices and provide to council for resolution to change. Presentation from Julia provided as Attachment 1. 6.New Business: No new business 7.Next Meeting – September 15, 2020 5:00 PM Microsoft Teams Action Items: get feedback from Methodist Church and from the Wilson building for the Morning Sun sculpture placement ATTACHMENT 1 Carmel Public Art Advisory Committee Report to City Council - August 17, 2020 1.Regard to Councilor Worrell – sponsored ordinance that created the Committee 2.Committee roster – thanked the councilors for a good array of perspectives, expertise relative to public art, real estate development and public/civic space development and management a.Reappointed Members i.Kelvin Okamoto ii.Cathy Strawn iii.Karen Poyser – co chair iv.Julia Saltsgaver – co chair b.New committee members i.Dru Doyle ii.Jill Reese iii.Bill Cooler iv.Donna Tutwiler v.Christine Thomas 3.2020 Activity a.Orienting new members b.Meeting via Micro Soft Teams c.Now Reviewing one submission i.slated for new roundabout on Rangeline Road on the south perimeter of the arts and design district ii.Morning Sun (formerly Pulpo) by Brad Howe – also designed placements on Rangeline on north and south end of arts and design district iii.Very helpful to receive materials in advance; city staff and leadership participation – Mayor, Councilors & Jeremy Kashman; appreciate all who participated in July meeting iv.Next meeting is August 18 via Micro Soft Teams – focus on orientation of new members and further input regarding Morning Sun
