Introduction and Welcome 2. Approval of September 15, 2020 Minutes: Motion: Jill Reese, 2nd Cathy Strawn, unanimous approval 3. Ordinance Regulating CPAAC a. Introduced to the city council for review and discussion: 2nd Council meeting on November 16 b. Proposed changes: review at least 60 days prior to purchase rather than 60 days prior to installation; weighs in on art itself; can waive 60 day notice; advice to mayor; two possible votes--art and then location; evaluate donated art itself. c. Send comments to city councilor that appointed you to have them make an amendment suggestion. Jill Reese wants to tighten up the language. Any public art over $5000, including those not in roundabouts. d. Is this to include any art purchased with public funds including Carmel Redevelopment Committee: Mayor Brainard states that this will cover all City of Carmel government entities but does not include county, library, and schools since separate boards and not municipal entities e. Suggestion: anything in city right of way since under city purview; weigh in/advise on whether or not to purchase a piece of art 4. Waiting to Cross sculpture a. 1970’s period piece b. One of only three of Black individuals available in the Seward Johnson collection c. Some in the Carmel Black community understand there will be present and future sculptures by artists of this community d. Stop sign would be changed e. CPAAC to think about this 5. Asian Indian sculpture a. No sculptures of East Asians or Asian Indians in Seward Johnson collection b. This would be commissioned to the Seward Johnson Atelier to be done in the Seward Johnson style c. Carmel Asian Indian community willing to donate to have the sculpture represent at family d. City of Carmel to come back to CPAAC when more information is available 6. Open discussion on sculptures a. We need to have a formalized statement of plan for moving forward with sculptures including locations, themes, artists and ethnicities b. Why the two initial minority ethnicities: Mayor Brainard stated that the Black and Asian Indian, along with Chinese, are the largest minorities in the city c. Why Seward Johnson: Mayor Brainard states that City of Carmel has largest collection of Seward Johnson and the two proposed would keep the same style and feel d. CPAAC is split on the two proposed items, which have been approved for purchase by City Council 7. Murals in Monon Greenways tunnels by Carmel Clay Schools (CCS)/Carmel High School: presented by Michael Klitzing (Carmel Clay Parks & Recreation Executive Director & CEO) a. Very preliminary plans presented b. 4 tunnels: under 31 shows CCS excellence; under 465 shows Carmel; under 116 shows nature; under City Center Drive shows arts c. Additional information: sunset date will be set since will not last forever; City Center tunnel first; each tunnel showing community diversity; will take 3-4 years to complete d. CPAAC supportive of idea e. Suggestions are to include University HS and to get input from the Carmel Arts Council and paint by number concept so community members can volunteer to participate 8. Committee Role & Process a. Get City of Carmel email addresses so that we can communicate between meetings 9. Carmel Comprehensive Land Use Plan: a. Mark O’Neall of Greenstreet ltd held an informational webinar with CPAAC members on September 22 b. Comprehensive plan update required by state every 10 years on public land use plan for the next 20 years c. Committee input to be gathered for submission to Mark O’Neil by early November 10. New Business: No new business 11. Next Meeting – November 17, 2020 5:00 PM Microsoft Teams a. Action Item: City of Carmel to provide city addresses so that official conversations can be held between meetings. Each CPAAC member to accept and set up email address and begin all CPAAC discussions using this email address. b. Reese to revise ordinance language, provide to committee and council leadership prior to Council’s next meeting, November 16. c. Saltsgaver to draft public art plan content outline to committee and Greenstreet
