V Petitioner: DB Klein Construction, LLC—David B. Klain 1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the community because: The moderately sized duplexes will fulfill an overlooked housing need with the community. The focus on these duplexes is to provide newly constructed modern living units that are financially achievable within the city limits of Carmel for all demographics. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: The moderately sized residential units in these duplexes will allow for more spacing between each of the units and create a more appealing building mass along the street. The spacing will also allow for nice greenspace for the residents to enjoy outdoor living within a beautiful quiet street. The buildings will include large outdoor patio spaces with privacy fencing between the patios of adjoining units.The value of the surrounding properties will be positively impacted by the investment being made in an architecturally pleasing design that allows for rental rates in Carmel to be affordable for all demographics. All of the properties will be managed and maintained by local ownership. All landscaping will be maintained by the building owner so that we can ensure that the lawns and landscaping are always maintained nicely and professionally. The overall focus on quality maintenance and upkeep will continue to drive values up throughout the community. 3. The strict application of the terms of the Unified Development Ordinance to the property will result in practical difficulties in the use of the property because: The current minimum lot standards only allows for larger residential units which would be beyond the financial means of the target market, unless the building materials and construction was substantially cheapened. DECISION It is therefore the decision of the Carmel Board of Zoning Appeals that Development Standards Variance Docket No. it-232'?—DC Ir43 V is granted, subject to any conditions stated in the minutes of this Board, which are incorporated herein by reference and made a part hereof.
