I have looked over the plans I have and I am still gong to stand by what
I said in our conversation yesterday. The addresses that will be
assigned to the three Parkwood West buildings are as follows:
Building "C" 250 W 96th St
Building "A" 300 W 96th St
Building "B" 350 W 96th St.
The two future out lots depending on where they sit and how they face
could either have W 96th St addresses or N Meridian St. I will need to
see a secondary plat that shows the out lot buildings before I can
assign an address for these. They will also be assigned suite numbers as
will the 5 story buildings if there is going to be more than 1 tenant in
the buildings. The suite numbers will be assigned by the permits
department once they get a layout of the tenant spaces in every
building.
If you need anything else, please do not hesitate to call.

Thank you for returning my phone call. I understand from your voice
message that you have already assigned addresses for the proposed
buildings in Parkwood West. As you indicated, the addresses are 250,
300, and 350 W. 96th for the office buildings.
I also understand from your message that you had previous conversations
with Blair Carrnisino regarding these addresses that you have assigned. I
apologize again if these discussions are redundant regarding the
building addresses. I have not been able to locate any records of
correspondence pertaining to the addresses in our files.
As I indicated in my voice message, our preference would be to have
addresses for the buildings of 100, 200, and 300. We would also prefer
to have address of less than 100 for the two outlots between the
proposed offices and Meridian Street. However, we certainly understand
the need to have the addresses work within the emergency response system
for the City of Carmel and also fit within existing addresses in the
surrounding area.

Please call me again to discuss the possible options for addresses for
these buildings.

Dear Mr. Reynolds:
The City has received your comment letter and drawings dated May 30, 2006 based upon the City review
of May 10,2006.
The comments from the City review have been satisfactorily addressed with the following exception:
Please continue to work to address the comments concerning storm water quality and alternative
transportation detailed in the May 12,2006 letter from Amanda Foley and Karen Ryg.
The above comments are based upon the Engineeting Departtnent's second review of Phase I construction
plans. We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in the delay of the review process.
It is critical that our office be made aware of all modifications made on all plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notifY us of any changes and specifically state any
changes, including changes resulting from Plan Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Departtnent approval. Also, all
Board of Public Works and Safety approvals and any other governing agency approvals (if required) must
be obtained prior to Engineering Departtnent approval.
The Departtnent of Engineering reserves the right to provide additional comments based upon subsequent
reviews.

Dear Board Members:
Mr. Aaron M. Reynolds, of Duke ~Ity Corporation has requested approval of two curb cuts to seMI '*
Parlcwood West development as well as a temporary constnJction entrance. The attached exlubit outlines the
proposed location of the curb cuts and temporary construction entrance.
The curb cuts are on the north side of 96'" Street and will be constructed as a pan of the 96'" and Springrnill road
project. The main entrance is located approximately 650' east of the intersection of 96" Street and Springmil).
The second entrance, which will also serve as the temporary construction entrance, is located approximately 525'
east of the main entrance.

The Parlcwood West project was approved approximately five ye&IS ago. It is a 36-acre site located in t1ie
southwest quadrant of the intersection of Meridian Street and Interstate 465. The project includes building three
multi-stol)l office buildings and two parldng garages.
The Department of Engineering recommends that the Board approve the proposed curb cut contingent upon
satislilction of the following requirements:
· If the temporary consllUction entrance is constructed ahead of the road project, the Developer shail
comply with Carmel City Code 6-227(bX3), 6-227(bX5), 6-227(aX8), and 6-227(bXIO).
· The Developer understands that approvalls granted for the curb cut access only. All other items of worti
shown on the attached exhibit are subject to review and approval by the Depar1ment of Engineering and
other Depar1ments of the City as pan of a separate approval process.

Just to let you know all plan issues per our comment letter have been completed to our satisfaction. We are
incapable to send an allocation letter due to testing requirements downstream, therefore IDEM cannot issue, a
permit, which we require to complete the application. Again all other issues have been completed excluding the
executed IDEM Permit. Thanks again and please call with any questions in regards to Parkwood West if you
need any clarification.

Although the plans have not been certified. it appears that there are no outstanding issues. I believe that yoy
received all 01 your Board approvals today and you do not have to post bonds for any work in the right-ol-way.
Amanda has indicated that she has issued a permit for earth disturbing activity.
Yes, you may start your site preparation work, as these other issues are resolved. On future projects. this will not
be the case. You will need to have both approved drawings and a earth disturbing permit prior to starting any
earth disturbing activity. I think this is a special case in that this project was approved previously.

Thanks lor your comments in the email and in our conversation this morning. I just spoke with Jon Sheidler at
Wool pert and they are working to address the lew comments that you have identilied that still need to be
addressed. They are planning to send the revised plans to both yoursell and Crossroads when they are complete
with the minor revisions.
One question still is - Can we proceed with site preparation work while Woolpert is still addressing the minor
comments? We have selected a contractor and we are ready to proceed with site clearing and grading. I believe
the comments lor the storm system are relatively minor and I believe we will have no issues in addressing them.
Please let me know II we would be permitted to proceed with the site preparation with these lew comments still
pending.

I have reviewed the Crossroads letter dated May 20. 2006. I agree in that the majority of the comments
are no longer valid as we agreed to "grandfather" this project from the new drainage standards as i(was
approved some time ago. However, the following comments still need to be addressed prior to final plan
approval:
Item 6
Item 7 & 8: I would assume that the old plans indicated a spillway or some type of flood route for the
underground (and any above ground?) detention systems. The spillway does not have to conform to
Section 302.11 of the Storm Water Technical Standards Manual.
Item 9
Items 18-24: These discrepancies should be resolved prior to installing storm pipes.
I would expect that when these items are addressed. the Department would be prepared to approve the
drawings.

I just received this from Woolpert. Based on our previous meeting. I believe many of these comments go
away as we discussed the compromise of revising the detention system to accommodate the site only
and reduce the 10 year developed runoff to a rate that was lower and to a level that we could achieve
with some "simple" modifications to the previously approved system. Please let me know what if any of
these comments are in need of being incorpofi3ted.
