The applicant seeks site plan and design approval to construct a multi-building, mixed-use project with a 10 unit townhome building, a 227 unit multi-family building with an integrated 402 space parking garage, and 7 live/work units. The site is located at the northwest corner of Third Ave. SW and Industrial Drive, with a current address of 210 3rd Ave. SW. The site is zoned C-2/Mixed Use District. Filed by Rick Hahn of Buckingham Co. Site Context: This site is bordered by Johnson Addition subdivision to the north (zoned R-2), the Railyard mixed-use project to the northeast (zoned C-2), Merchants’ Bank headquarters to the southeast (zoned C-2), and various industrial businesses to the south and west (zoned C-2). Project Details: • Variance approvals: Maximum Lot Coverage – 80% allowed, 85% approved by PZ-2022-00086 V and Reduced Right of way widths approved by PZ-2022-00089 V at the Board of Zoning Appeals meeting on July 25, 2022. • Vehicular access: two entry/exit points on the south side of the mixed-use building on Industrial Dr. A 12’ wide Fire Dept. access lane is provided on the north side of the townhome building, via 3rd Ave. SW. The proposed lane was approved by the Board of Zoning Appeals on July 25, 2022, through PZ-2022-00088 V for hardscape materials to be installed within the bufferyard. This lane was designed in partnership with the Carmel Fire & Engineering Depts. • Building materials: cast stone, brick, fiber cement siding and panels, EIFS, glass, and metal awnings and railings • Building height: 2 story townhome building at 24’ tall (top of parapet), up to 35’ allowed. • Building height: 6 stories and 75’ tall for the mixed-use building (top of parapet); up to 75’ allowed. • Parking (Please note there are no parking requirements in the C-2 district): 402 garage spaces and 12 on-street (Industrial Dr.) spaces provided. • Short term bike parking: 20 racks (40 spaces) are shown around the buildings. The UDO requires 19 racks (37 spaces) based on the number of bedrooms. (0.1 space per bedroom – 367 bedrooms total) • Long term bike parking: Two secured rooms with 168 spaces are provided at the NW and NE corners of the 1st floor of the garage. 183 long term spaces are encouraged per the UDO (0.5 per bedroom – 367 bedrooms total). • Pedestrian access: 5’ wide concrete sidewalks are proposed around the building on the west and south. The north and east have larger, more “park-like” paths. As mentioned above, the north path also serves as the emergency Fire Lane. A new public plaza is proposed at the northeast corner of the site, and will be the “front door” for the three proposed buildings – townhome building, mixed-use building, and an office building on 3rd Ave. SW. • Lighting plan: Lighting cut sheets for proposed fixtures needed. • Landscaping: Street trees will be provided along Industrial Dr., the buffer at the NW corner will be filled with trees and shrubs to screen the adjacent single-family homes. The final Landscaping plan has not yet been approved. • Signage plan: Blade signs, first floor retail tenant signage on wall and canopies, and parking garage identification is proposed. The final sign plan has not yet been approved. DOCS Comments/Concerns: • Please provide/address bolded items above. • Design comments: o Please change proposed EIFS building material on West façade ground level to stone and brick. o Please update the interior elevations to have more color for added interest as previously discussed. Recommendation: The Department of Community Services (DOCS) recommends the Plan Commission Hearing Officer Approves this item with the following Conditions: 1. Resolution of Docket No. PZ-2022-00225 A, Appeal of Director’s Acceptance of Buckingham AT&T Carmel Midtown application, 2. Petitioner works with DOCS Staff to complete Project Dox review process, which culminates in final sign off from all City Departments and bolded items above addressed.
