4. Docket No. PZ-2022-00190 ADLS Amend: Ozwell Fitness & Wellness Center
The applicant seeks design approval for a building addition and remodel to the former Williams Comfort Air
building for a new fitness facility. The site is located at 1077 3rd Avenue SW. It is zoned I-1/Industrial and is not
located within any overlay district. Filed by Shawn Jones of CEC Inc. on behalf of the owner, Gemi Ozdemir.
Project Overview:
The Petitioner proposes to remodel the existing building by tearing down the two-story portion and adding back a one
story addition in its place. Adjacent to this property on the east is the Monon Greenway. Beyond the Monon Greenway to
the east is Carmel City Hall and the Kawachinagano Japanese Garden, zoned C-1/City Center. To the north is the Kirby
Business Park, zoned I-1/Industrial. South of this building are two small office buildings, zoned I-1/Industrial. West of
this site is the Primelife Enrichment Center and the Carmel Ice Skadium to the northwest. Both properties are zoned I-
1/Industrial. Please see the Petitioner’s Information packet for more details.
Unified Development Ordinance (UDO) Standards this project MEETS:
I-1/Industrial:
• Permitted use: Commercial Recreational Facility, Indoor
• Minimum Front Yard: 15’ required, 185’ proposed
• Minimum side yard: 5’ required, about 109’ north
proposed and 23’ existing south
• Minimum rear yard: 15’ required, 15’ proposed east for
new dome enclosure (previously approved under Docket
No. 2021-00183 ADLS Amend)
• Maximum Lot Coverage: 90% allowed, 78.1% proposed
• Maximum Building Height: 60’ allowed, 18.5’
previously approved for dome, 22’ existing for
main building, 18’ for new addition
• Vehicular parking: 46 spaces required; 79
provided (1 space per 200 sq. ft. of floor area)
• Bicycle parking: 4 spaces required; 8 spaces (4
racks) provided
UDO Standards NOT MET, therefore variances are required or more information is needed:
• Signage proposed facing southeast, not towards a right-of-way.
Site Plan, Parking and Engineering: The overall site plan and site circulation will not change. The new addition will be
in the same location as the existing two-story building portion. No parking spaces are removed to add the addition. 46
vehicular parking spaces are required and 79 are existing.
Active Transportation: Four short term bicycle parking spaces are required, and eight spaces are proposed. The spaces
will be located directly adjacent to the front door. Long term bicycle parking is highly encouraged. Petitioner – please
provide an update on the possibility of including long term bicycle parking.
Architectural Design and Lighting: The design of the new building addition will be done in stone and brick, light/white
in color. It will complement the existing portion of the building that remains. Windows will be around the entry as well as
clerestory windows added to the new roofline. The new roof will be angled on part and be gray/black in color. The other
part will have a parapet wall to hide new electrical and HVAC equipment. Sconce lights will be installed all around the
façades of the new addition.
Landscaping: The Urban Forester has provided the Petitioner with the approved landscape plan on file. The Petitioner is
required to make sure the site is compliant with this plan and that any dead or dying trees/plants are replaced.
Signage: This site faces one public street; therefore, one sign is allowed. There is an existing ground sign along 3rd Ave.
SW, however, the Petitioner stated this sign will be removed. Wall signs are proposed, and a variance will be needed
for signage that does not face a street right-of-way.
Recommendation:
The Department of Community Services recommends the Commercial Committee Approves this item this evening,
subject to variance approval for additional signage.
