They had not been placed in the file yet, and they are only conceptual landscape plans. This site is covered under B-8 zoning and the bufferyard requirements found in 26.04, which state: 26.04.01 The requirements of this Section shall apply to all Special Uses, Subdivision Plats, properties containing multi-family uses, and properties within all Business, Manufacturing, and Industrial districts, unless other buffer or perimeter planting standards are specified within an individual district or zone. The front requires a minimum 30' wide greenbelt with a planting screen that shall screen parking areas, etc., and the bufferyard requirements a minimum of a level "A" planting (3 shade trees, 2 ornamental trees and 9 shrubs per 100 linear feet) around the other sides of the perimeter. The plans show shade trees, ornamental trees, and shrubs, and a proposed reduced 15' buffer in front. Landscape plans must also have the plant species labeled, a plant schedule, graphic planting details, planting notes, plus utility and drainage easements. It also appears as if the front sidew' . t and not within the right-of-way. Both ornamental and shade trees are shown anted directly over a storm s ne in the front and possibly in the back, though no elevations are shown an there is a rama IC amount of fall on this lot. If you are planning to build retaining walls, they need to be shown on the plan as well. Any pavement that is presently in place where landscaping is proposed, will have to be removed and top soil put back in. I can not approve conceptual landscape plans. The ordinance states that "A landscape plan shall be submitted concurrent with the site plan." The largest four trees on the block are located on this plat, and no attempt has been made to work them into the site design. The plan that has been submitted shows the site clear cut, with major grading issues that as of yet are not explained or resolved. The ordinance also requires a 30 foot greenbelt across the front, facing the residential across the street, the petitioner would like to reduce that to 15 feet and place parking in it. I am opposed to what I have seen so far. The only submission that has gotten to me is an architectural site plan that shows very inadequate landscaping.
