HomeMy WebLinkAboutMinutes HO 10-24-22 Department Report: Angie Conn: • We did receive 3 letters of concerns about the visibility from the ally to the street • The Petitioner has addressed all of our comments and concerns • We received a draft of their Pedestrian Access Easement(PAE)from the Petitioner • Staff recommends approval with the Conditions the Petitioner will pay into the Stormwater Fund,and provide DOCS a copy of the recorded PAE,and adoption of the Findings of Fact submitted by the Petitioner Board Comments:Jim Hawkins: • I have read the concerns from the neighbors about the sight lines.Angie Conn: I provided an illustration of a 10- ft vision clearance triangle on their site plan.Refers to site plan. Keith Hinkebein: We are committing to not have any structures within this 10'xl0' area.Can we include part of the 4-ft sidewalk in this area?Refers to site plan. Jim Hawkins: Does this meet the sight line requirements?Keith Hinkebein: The fence(currently shown on the site plans)will not be built along the sidewalk. • Can the Petitioner commit to no landscape plantings outside the fencing area along the ally? Keith Hinkebein: There's no room to put any plantings in this area. Approved 1-0 with the Conditions listed in the Dept. Report along with no plantings along the ally area that would obscure the sight lines. (V)Balcius Roof Material Variance. The applicant seeks the following development standards variance approval: 7. Docket No. PZ-2022-00200 V UDO Section 3.64.C.7 Metal not listed as an allowed roof material, Metal roof requested. The site is located at 220 1st Ave NE(D. Wilkinson Addition,Lot 27.) It is zoned R3/Residence and Old Town Overlay,Character Subarea. Filed by Matt Huffman of Old Town Design Group on behalf of Mindaugas Balcius,owner. IPetitioner: Matt Huffman: • We built their home in 2019,and the plans showed the roof material as being asphalt shingles • Since then,the homeowners decided to change the roof material to metal. We did not realize a variance was needed, and we are here now to seek that variance approval. • The metal is a black matte,and this material will increase the longevity of the roof Public Comments:None Department Report:Angie Conn • Planning Staff is supportive of the black matte metal roof.It will be complementary to the existing house architecture that is sleek and modern in design. • Staff recommends approval of this Variance request with the adoption of the Findings of Fact Board Comments:None Approved 1-0.
