The department is willing to review/approve the Firestone generator at parkwood crossing west. It will be considered mechanical equipment that must be screened with a suitable wall or fence, and/or landscaping. You will have to send your proposal to all departments that may want to see this proposed change, such as the city forestry dept, Duke Energy, planning/zoning, building permits dept, and so on. We offer the following comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: • Street and Right of Way—96th Street,City of Carmel jurisdiction;Springmill Road,currently Hamilton County Highway jurisdiction;U.S.31/1-465,INDOT jurisdiction. • Storm Sewer—Hamilton County Surveyor's Office/City of Carmel. • Regulated/Legal drains—Hamilton County Surveyor's Office • Water—Currently within Viola Water Indianapolis Service Area. However,please contact John Duffy,Carmel Utilities,regarding future implications regarding this issue. • Sanitary Sewer—Clay Township Regional Waste District 3. Board of Public Works and Safety Approval Requirements: • Commercial Curb Cuts(96th Street). It appears that there is one curb cut associated with Phase I construction. Please provide an exhibit or exhibits that show the location of all proposed permanent curb cuts and acell/decel lanes if applicable;appropriate dimensions including drive width,overall width at the street,acell/decel dimensions,radii,etc.;and location of opposing existing curb cuts on the south side of 96th Street. The exhibit should be 8 '/2 x 11 or of a size that can be reduced to 8 '/s x 11 such as 8 '/2 x 14 or 11 x 17. • Temporary Construction Entrance(96th Street). Same requirements as for the Commercial Curb Cut. If temporary construction entrance approval has not been granted previously,Board of Public Works and Safety approval will be required prior to start of construction. • Dedication of additional right of way and acceptance. It is our understanding that all required right of way has been formally dedicated,i.e.96th Street with the City of Cannel and Springmill Road with Hamilton County. • Any permanent improvement to be installed within dedicated right of way. • Consent to Encroach Agreements for any permanent improvement to be installed within dedicated easements and/or right of way I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory Committee. All written requests to be place on the Board's agenda must include the appropriate Docket Numbers and the date(or dates)of approval by the Plan Commission and/or BZA. 4. TAC Review/Drawings submitted for approval: DEPARTMENT OF ENGINEERING • ONE CIVIC SQUARE, CARMEL, IN 46032 OFFICE 317.571.2441 FAx 317.571.2439 EMAIL engineering @carmel.in.gov We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. The design engineer must certify all drawings submitted for final approval. Assuming dual jurisdiction with the Hamilton County Surveyor's Office, this office will require seven-sets of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by the City Engineer and then forwarded to the Hamilton County Surveyor's Office for approval. After approval,distribution will include two sets to the City of Carmel Engineering,two sets to the Hamilton County Surveyor,one set to the Developer, one set to the Engineer and the final set to the Contractor. 5. Please be advised that any installation of signs,walls,irrigation systems,etc.within dedicated right of way and/or easements under the jurisdiction of the City of Carmel will,with the exception of irrigation systems,require Consent to Encroach Agreement approval by the City of Carmel Board of Public Works and Safety. Consent to Encroach Agreements for irrigation systems may be approved by the City Engineer. 6. I am including copies of the following with this correspondence: • Commercial Project Approval Procedures. • Permit Data, Contacts,etc. • Commercial Permitting Procedures. BONDING REOUIREMENTS 7. Upon initial review,it appears the following bonding requirements will apply to this project: Engineer's Estimates/Performance Guarantees • Erosion Control It appears that this phase of construction will require Performance Guarantees only for Erosion Control. Please contact Amanda Foley, Storm Water Administrator,regarding this issue. The amount of the Performance Guarantee is based upon a Certified Engineer's Estimate(not actual bids or quotes)for 100%of the cost of labor and materials to construct required improvements, which is to be provided by the design engineer. The Engineer's Estimate shall be detailed and include unit costs,quantities,materials and types of materials,etc. Please reference the enclosures for more detailed explanation of our procedures. Right of Way Permit and Bonding Any work in the dedicated right of way of 96th Street will require an approved Right of Permit from the City of Cannel and shall be accompanied by a License&Permit Bond in an appropriate amount. The bond amount is determined by the number of instances of work in the right of way at $2,000.00 per instance. Please contact our Right of Way Manager,Fred Glaser,to arrange right of way permitting and bonding. 8. We have engaged Crossroad Engineers,PC to review all drainage plans and drainage calculations submitted to this office for review. We will share Crossroad's comments as they are received. If you have not already done so,please provide a set of drawings and calculations to Crossroad Engineers, PC. Please contact Crossroad Engineers,PC to obtain a drainage review checklist. The Department of Engineering would expect the subsequent design to be in accordance with those standards. PROJECT COMMENTS A seven-page Plan Certification Form has been enclosed. This form was created with the desire and intent to streamline the plan-review process. We request that you please complete this form and return it to the Department of Engineering as soon as possible. Additional comments will be provided by the Department of Engineering after the Certification Form is returned. Please treat each item on the form as a requirement of the Department of Engineering. Providing a"no"or "N/A"response to any of the items does not relieve the Developer of the responsibility of meeting the requirements of the Department of Engineering. The Department of Engineering will make the final determination as to the acceptability of any"no"or"N/A"responses. 9. For subsequent submittals,please provide drawings on 24"x 36"plan sheets. The City will only approve 24"x 36"drawings. 10. Please add the following note to the construction plans: "STREETS MUST BE CLEANED AT THE END OF EACH DAY AND/OR AS REQUESTED BY THE CITY." 11. Sheet C400: If the proposed water line beneath 96th Street is not directionally bored,the open cut will require Board of Public Works and Safety approval. The street cut must be repaired in accordance with City standard street cut patch detail. 12. Please provide a statement that the building pads location and elevations are in keeping with the previously approved Development Plan. 13. It is the assumption of the Department of Engineering that only Phase 1 is to be reviewed at this time and therefore we will provide comments for Phase 1 only. 14. On the cover sheet,please revise the title to"Parkwood West Phase 1." 15. Please remove Sheet C500,the landscape plan,from the plans submitted to the Department of Engineering for approval and from the index on the cover sheet. The Department of Engineering does not approve the landscape plan. 16. Sheet C700—Please remove the extruded concrete curb detail. The City no longer allows extruded curb. 17. Please reduce the width of the entrance that is currently 70 feet wide to a maximum width of 46 feet, which includes an 18-foot ingress lane,and 18-foot egress lane,and a 10 foot median. 18. Please indicate the centerline radii of the horizontal curves in the elliptical street. 19. The Department believes the right-of-way has been dedicated. Please label accordingly. 20. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required submittals for primary plat,secondary plat, and construction drawings be made. The digital files must be submitted to the Department of Engineering prior to approval of the construction plans. 21. The City has adopted a new paving policy. Please revise any notes, specifications,and details to accommodate this policy. The language of these policies must be added to a specification sheet on the plans. 22. The City has adopted a new curbing policy. Please revise any notes,specifications,and details to accommodate this policy. The language of these policies must be added to a specification sheet on the plans. 23. This project is subject to the Cannel Stormwater Management Ordinance,which was adopted February 6,2006. The above comments are based upon the Engineering Department's initial review of Phase I construction plans. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that our office be made aware of all modifications made on all plans being re-submitted, particularly if any such changes are considered"new"or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission,BZA or other committee meetings. All bonds and performance guarantees must be posted prior to Engineering Department approval. Also,all Board of Public Works and Safety approvals and any other governing agency approvals(if required)must be obtained prior to Engineering Department approval. As we discussed, this project originally received approval from the Carmel/ Clay Plan Commission on May 15, 2001 (ADLS Docket #37-01). There have not been any proposed changes made to the previously approved plans since the approval was obtained. There have been improvements made with regards to the supporting site infrastructure in preparation for the proposed office buildings in Parkwood West. These improvements include: · Sanitary sewer mains · Sanitary sewer lift station · Utility relocations · Ongoing improvements to 96th Street. With these infrastructure improvements nearing completion, Duke Realty Corporation is now prepared to proceed with more substantial construction on the site.
