Dear Mike,
RE: MERCHANTS POINTE
As I mentioned to you Tuesday evening, once I obtain Gary's signature and have it
notarized, I will drop off the secondary plat for your review and signature. Later Tuesday
evening I was advised that there is a normal thirty-day review process before it goes before
the Board of Public Works. If that is correct, I would like to request a waiver of the thirty
day period so that the plat can be considered during the June 20th Board of Public Works
meeting.
My request is based upon our need to close on the Borders' site by July 17, 2001. The tide
insurance company cannot complete its work until the plat is recorded. In addition, we
would have filed the plat sooner; however, we were working through some issues regarding
our tax increment financing district and how it relates to the 116th street right-of-way
dedication. Although not everything has been resolved, we felt it was time to have the plat
filed and recorded.
As soon as you are able to sign the mylars, please call me and I will pick them up to deliver
to Dick Hill.
I would gready appreciate your assistance in this matter.
If you have any questions; please call me.
Sincerely,

Indianapolis. IN 462XO
Dear Mr. Warrenburg:
We have reviewed the revised plans submilled to this office on April 4, 20tH. The requested revisions are
acceptable and the dr<l\\'ing submilled will be appro\'ed, contingent upon approval by Cannel Utilities.
We have approved the commencement of storm se\ver construction. The following requirements must be
completed for approval of remaining infrastructure construction to commence:
I. Minimum of 5-sets of cerlified construction drawings_
2. Certified Enginccr's Estimates for 100'% of the cost of labor and materials for:
. Strcets
. Curbs
. Water Mains
. Sanitary Sewers
. Storm Drainage in dedieatcd right of way (if not ineluded with streets)
. Monuments & Markers
. Street Signs
. Asphalt Path in dedicated right of way.
3. Individual Performance Guarantees are required in the amount of the Engincer's Estimate for the
above named improvements. Performance Guarantees may be Performance Bonds or Irrevocable
Lellers of Credit. Monuments & Markers and Street Signs costs are nonnaHy substantially less than
other required improvements. Certilied or Cashier's Checks are acceptable Performance Guarantees.
I f these checks are utilized, 1 \\'Quld suggest the checks be made payable to "The Cit}' of Carmel or
(I/ot al/tI) the UI/tler C0/1I/UII/I'''. This will assist the developer when the checks are returned to the
bank after the Performance has been released.
4. Payment of Water and Sanitary Sewer Availability (acreage) Fees in the total amount of $34,14X.OO
calculated as follows:
Watcr - 14.37X Acres (1]) $1.01O.00/Acre = $14,522.00
Sanita.'~' St'wc.' - 14.17R Acres ([/) $ L365.00/ Acre = $19.626.00
Total $34,14X.OO
11 is difficult 10 determine if the proposed irrigation system will encroach upon dedicated right of way or
easelllents. We may h:l\'e to review this in detail to determine if Consent to Encroach Agreements ancl/or
Board of Works apprO\'als will be requircd. We \\ouldnot permit any cncroachment in the dedicated right
of way unt i I a fler const mct ion of the proposed 116111 Strect i mpro\'ements are completed.
I am enclosing a copy of our Street Sign Standards. I am also enclosing a recap sheet concerning
Conncction Fec rcquircmcnts for the indi\'iduallots.
