DEVELOPMENT PLAN PROCESS
The following is a chronological listing of the steps required for developing a subdivision. This
process is necessary for creation of a new lot, or group of lots, or complete subdivision.
1. Initial discussion with staff regarding applicable subdivision standards,
condition/capacity of infrastructure, and availability of utilities.
2. Developer presents sketch plat for review by staff.
3. Submit plans to T AC (Technical Advisory Committee members) for their review.
4. Developer submits primary plat application and two (2) copies of plat.
5. Administrative review by the Department of Community Services staff.
6. The Technical Advisory Committee reviews the plat and offers suggestions and
recommendations.
7. Petitioner obtains list of all property owners within a 660 foot radius of the subject
property from the County Mapping and Transfers Office.
8. Petitioner prepares legal notices for property owner notification and newspaper
advertisement and advises staff.
9. Petitioner submits newspaper advertisement to newspaper of general circulation in
Hamilton County at least 25 days prior to the public hearing.
10. Petitioner mails certified mail notice to all property owners within a 660 foot radius at
least 25 days prior to the public hearing.
11. Petitioner prepares an analysis of the primary plat petition and staff distributes it to
the Plan Commissioners along with any other pertinent information.
12. Plan Commission Agenda is posted.
13. Plan Commission holds public hearing and gathers information from public.
14. The Plan Commission refers project to the Special Studies Committee for further
review, suggestions and recommendations.
15. The Subdivision Committee will forward the project to the full Plan Commission
with a recommendation. Upon return to the Plan Commission will either approve or
deny at this time.

DRAINAGE SUMMARY
Legal Drains
The Mayflower Park Arm of the Crooked Creek Regulated Drain runs east-west through the
West Carmel Marketplace development, within the Right-of-Way of 99th Street and Commerce
Drive. The Block G development proposes to add 7.46 cfs of stormwater runoff to the
Mayflower Park Arm. The enclosed drainage calculations show that the Mayflower Park Arm
has adequate capacity to handle this additional flow.
Flooding Potential of the Development
Flooding of the site will most likely occur as a result of a failure of the storm sewer system either through
blockage or material failure.
Design of Stormwater System to deal with such Flooding
The site drains to the existing detention ponds, located on the east side of the property, through a
storm sewer network. Pond B outlets into an existing ditch that flows east into Crooked Creek.
In order to prevent flooding at the ponds, an emergency overflow weir has been placed at the
U toO-year elevation of879.56 ft at Pond B.
An emergency routing plan has been included with this submittal to illustrate the route
stormwater would take to exit the site if there was a failure of the stormwater system.

Impact of Stormwater runoff on Receiving Water
The release rate from the West Carmel Marketplace development is restricted to 0.25 cfs/acre, a
total of 16.25 cfs for the overall area of 65 Ac. This flow has been added to the offsite flow from
Mayflower Park. The total allowable release rate from the property is 49.85 cfs, 16.25 cfs plus
33.6 cfs. This release rate is more restrictive than controlling the to-year and 100-year post-
development flows to the 2-year and 10-yearpre-development flows respectively.
A 24-inch outlet pipe from Pond B controls the outflow to 41.16 cfs, less than the restrictive
release rate of 49.85 cfs.
The development of West Carmel Marketplace has been generally designed in accordance with
the Hamilton County Drainage Regulations. Furthermore, the development will improve
drainage conditions within the Crooked Creek drain, therefore no adverse impacts related to
storm water drainage are anticipated from this development.
