Our office has reviewed the Replat for Mayflower Park, Block 3, Lot 2 filed July ##,2001. The
following are comments that need to be addressed and plans updated accordingly:
· The rebar markers are required to be 36" in length. Please label these accordingly on the plat.
· If the 40-foot Ingress-Egress Easement on the north half of West 99th Street does not constitute
private right-of-way, then the 25-foot private half right-of-way for the Mayflower Park Drive
extension should be carried south to the north line of the 30-foot 99th Street private right-of-way
rather than the north line of the Ingress-Egress Easement as shown.
· The property owner's signature must appear on all mylars produced for signature by the
Department.
Once these changes have been made and comments addressed, please produce a mylar copy for signature
by this Department. Two paper copies of the plat must be filed with the mylar prior to recording, and
three paper copies and a mylar of the recorded plat must be submitted following recording.

Dear Mr. Newport:
This letter is in response to your revisions to the Secondary Plat filing for Mayflower Park, Lots 2A, 2B, 2C of Block
3. The following issues must be resolved prior to signature of the plat by the director:
1. Revise Legend to add length of markers (regarding length), as required under Section 8.2 of the SCO.
2. Change monuments to concrete at hOllndary of ~ec.tionJ as required under SCO 8.2.1 (2).
3. Change "Proposed" to Private in R/W identification (strike proposed).
4. Have Mylar signed by property owner prior to signature by director.
Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes have been made and
comments addressed, please produce a mylar copy for signature by this Department. Two paper copies of the plat
must be filed with the mylar prior to recording. Three paper copies and a mylar of the recorded plat must be

Following are CTRWD comments on the agenda items in our service area for Wednesday's
meeting. Please feel free to copy and distribute this email or attach it to your meeting
minutes.
Hayden Run Subdivision (Centex)
The District is working with Centex on plans for the project which will include an offsite
lift station to be constructed by the District. A lift station site on the Carmel Clay
School Corporation property has been proposed by the District and an interceptor extension
through the project will be necessary per the District's master plan. Many details remain
to be worked out and plans are not ready to go to IDEM for State permit approval as yet.
Mayflower Park, Block 3, Lots 2a-2c (Secondary Plat)
We have received plans and have no comments relative to platting unless changes to the
sanitary sewers result. If the project involves any alterations to existing sanitary
sewers, the District must be contacted for a pre-construction meeting to coordinate
District inspection of the work. Building permits should NOT be issued without the
District's connection permit.
College Hills (Plat Vacation)
The District is aware of the petitioner's plans and will not comment on the plat vacation
per se other than to say that the petitioner has been advised that a number of issues
relative to accommodating the project will need to be addressed at the appropriate time.
Among these issues are: the sewer lines in the area are not presently sized to accommodate
the increased flow from a commercial development and may need to be upsized or otherwise
modified; existitig residential sewer connections will need to be appropriately capped off
or removed; any ~emnants of the original residential septic systems will need to be
addressed during site work; and, any water wells on the site will need to be capped and
properly abandoned.
Village of West Clay - Section 9006 (Secondary Plat)
The District has received plans and the District's consulting engineers have completed
their review. The plans are ready to be submitted by the District to IDEM for State
approval.
Meridian Mark-Residence Inn and Springhill Suites
The District's connection permit has previously been issued and the revised plans are
being reviewed to determine if any changes to the sewers are contemplated. The petitioner
should be reminded that the District should be contacted to schedule inspections for any
work on the lateral or trunk sewers before it is covered up; inspection is required by the
District for all extensions outside three (3) feet of the building foundation.
Household International Generator Building
This project does not appear to have any effect on the District's sewer system. Please
have the petitioner contact us if this is incorrect.

I have reviewed the plans for this project and have the following comments.
1. Show the top of casting elevations.
2. Show the 100 year elevation for the detention area.
3. The erosion control sheet (SP4) was not included in my set of plans.
4. please provide the flnal overall detention plan and report per our previous meeting.
This report should detail what areas will have detention provided within Mayflower
Park and what areas are designed to provide their own detention. This drainage
report is to include a narrative describing the scenario proposed, any related plans,
basin maps and corresponding calculations. Please provide this information in a
single organized packet. Also, for areas providing their own detention, please give
the criteria for their release rates so that they will coordinate with the overall design.
S. Show a key map that shows where this site is located within Mayflower Park.
6. Provide the engineer's phone and fax number on the title block.
7. Please revise the cover sheet to indicate that this site is in Hamilton County. The title
and legal description currently both state Boone County.

There are a few issues on which I need to coordinate with your Department.
First is the replat of Little Farms, Lot 41 (116-00 PP Amend). Weihe Engineering informs us that they have reached
agreement with the Highway Department regarding the rights-of-way for East 104th Street and Combs Street. The
concern DOCS has with the 20-foot wide half versus a 15-foot half is limited to Combs Street. With a 20-foot half, Lot
41a (the easternmost) drops below the minimum 10,OOO-square-foot minimum for the R-1/residence district. Our
Department's suggestion is this: Maintain the 15-foot half for Combs Street, while increasing the half right-of-way for
East 104th Street to 20 feet. We view this as practical because we never expect this stub to connect through to Bristol
Road in the College Meadows Subdivision. In fact, it is highly likely our Department would have no objection should
anyone ever petition for this stub to be vacated. Please respond with your thoughts on this issue.
Second is the question of Marwood Trails, Lot 12. The plat recorded in 1965 for the Marwood Trails Subdivision shows
a 1-foot-wide spite strip between Marwood Drive and the property currently under consideration for Primary Plat approval
as Bonbar Place Subdivision (129-00 Pp). Our file for this subdivision includes a requirement that this 50-square-foot
piece of ground be dedicated. We have a signed and notarized copy of the document (dated August 13, 1965)
accomplishing this, but we are presently unaware whether this was recorded (it was the petitioner's responsibility), or if
your Department is even aware of the dedication (or the need for it, for that matter). The issue was brought to DOCS
attention yesterday afternoon by a property owner in Marwood Trails Subdivision who is interested in keeping Bonbar
Place from deriving it second point of access via the Marwood Drive stub.
Finally, there is the question of the Certificate of Dedication included on the Secondary Plat for eleven lots on the
Mayflower Park Subdivision. That was included at the request of DOCS. We realize that the County will not accept
these streets into its inventory, and we have no objection to that. The dedication is included for purposes of our Zoning
Ordinance. The Carmel/Clay Zoning Ordinance prohibits us from issuing ILPs for properties that do not have adequate
frontage on a publicly dedicated street. It makes no requirement that the street then be accepted. Knowing very well
that the County will not accept the streets, we are still asking that they be dedicated for purposes of our being able to
issue building permits for those lots which we would otherwise have to consider landlocked and ineligible for permits. As
a compromise, we would suggest that the Certificate you included in your review letter to Mid-States (a version of which
also appears on the Conditional Secondary Plat) be included on the Final Secondary Plat in association with the
Dedication. If you wish, I will also draft a Note to be included on the Plat explaining this so that there is less confusion on
the matter for those who are trying to make sense of it in the future.
