TABLED TO AUGUST 2: PZ-2022-00034 ADLS Amend: Circle K Rebrand—College Plaza. The applicant seeks approval for signage and brand modifications/updating. The site is located at 10598 College Ave.It is zoned B-1Business and is located in the Homeplace Business Sub-Area Overlay District. Filed by Amy Leska of Corporate Identification Solutions on behalf of the owner. 2. TABLED TO AUGUST 2: PZ-2022-00036 ADLS Amend: Circle K Rebrand. The applicant seeks approval for signage and brand modifications/updating.The site is located at 545 S. Rangeline Road.It is zoned B-1Business and is located in the Rangeline Road Overlay District.Filed by Amy Leska of Corporate Identification Solutions on behalf of the owner. 3. Docket No.PZ-2022-00149 DP/ADLS: Clay Terrace—Hilton Tempo Hotel. The applicant seeks site plan and design approval for a new hotel on 1 acre. It will be 5 stories tall(70')with 150 rooms and a rooftop restaurant. The site is located at 14311 Clay Terrace Blvd. in Clay Terrace.The site is zoned PUD(Z-662-20). Filed by Mark Leach of Faegre Drinker on behalf of Clay Terrace Partners LLC. Petitioner: Mark Leach,Land Use Planner with Faegre Drinker We have updated all our outstanding TAC comments.No unresolved issues. Items highlighted during the Plan Commission meeting: Dog park,green space related questions,traffic pattern,and the architecture. Lisa Callahan,Washington Prime: • The traffic pattern was discussed during the PUD Amendment process two years ago at which point we were looking into doing one lane each way,but not looking at doing that at this stage for the hotel piece. No entrance will be added off US-31. The traffic flow will not change immediately. • The Dog Park will be relocated as part of the redevelopment. • Greenspace will be pulled up toward Clay Terrace Blvd. and have outdoor event space and green space with the restaurants surrounding it. That will be replacing the green that is in the back. With regards to the trees,there are many trees that are there today,that land was always intended to be the entranceway for the 31, so for a long time we didn't own it, it was set aside for that entrance. Even when the PUD was amended two years ago,it was stated that when those trees go,we must replace up to 200 inches of them. It was intended that the existing trees in this area be removed during this redevelopment process. We have looked at potentially relocating some of the oaks because they are sturdier. I know that the Urban Forester had some concerns with that, so we are working through what we are going to do,but that is part of a secondary phase.Judd Scott,our arborist, looked at the big maples and met with UL on site.It was 1 Commercial Committee Meeting Minutes 10-6-22 decided that there are three of the maples,the ones that are the furthest SW,that will not be coming down as part of this hotel.We will see what we can save as we do the second piece.The rest of the big maples will come down as part of the playground. Department Report: Rachel Keesling • The long-term bike parking spaces have been adjusted within the hotel to meet the requirements to have some near the lobby and some near the service entrance. • Exterior architectural lighting has been submitted and integrated into the overall building design. The lighting for the covered 5th floor bar patio which shines down,meets the PUD requirements. • The roof-top mechanical equipment will be properly screened,provided drawings for that • Updated lighting plan that shows the location of all the bollards around the site and the different types of lighting that they are using • We discussed the green area and how some of the trees will be removed now and some will stay. Those trees may be gone in the future,but for now only part of the trees will be removed. • Signage is subject to additional review,sign permits are needed and will be reviewed internally • They have addressed all our comments and Staff recommends favorable consideration back to the full Plan Commission on October 18t'. Committee Comments: Jeff: This reminded me of a hotel I might see near the airport. It seems very plain on one side and I don't mean that to sound negative because the other portions of the building and the façade,(would be the balcony,the overlook,the overhang,and the entryway)look quite pleasant,but the Architecture facing the NW side seems plain and wondered if there is something that could be done there to give it a different look. David Rausch, Architect: Everything we have done on the hotel is very intentional.We will be doing 4-sided architecture. We wanted to provide the energy of the architecture where it's really embracing the green space and it will be a significant point of arrival.We want all sides to be welcoming and embracing the greenspace. We tried to create some level of hierarchy on the building façade where certain things are more energetic,and others become more of the backdrop. With the amenity deck,the outdoor space,and the green space in front which will have a lot of activity,there is a lot going on architecturally. Our goal was that as we face the north and the parking lot and we face the hwy. on the east, is to quiet those two facades down so you have an L shaped cradle. For example,our plainer stair and elevator tower purposely is trying to be an anchor to the roof shape and not necessarily an element to get attention. Our façade for the guest room space is forward from the rest of the building by 3-1/3 ft. In the modeling of the window wall itself we think between the louvers of the mechanical units,the clear glass, and draperies there is a lot of activity just with window fenestration. Then the 3 layers of the cement board,the high-density panels it's purposely trying to create a very subtle basket weave and then the brick that's underneath is recessed.It is clearly and purposefully very simple to not call too much attention to itself,but rather anchor the north and west pieces.We have discussed more brick detailing with the ownership.If it's a point of concern,we have some ideas we can bring later,but our intention is not to make the brick tower become another element like the roof is,but maybe add a little more detail. First floor signage,maybe the base,and how we handle the signage. Chris White,Hotel Core Group: As you are coming north to south,your eyes are brought to the east side of the building.You are initially brought to look at the brick tower. If you are pulling into the entrance going back to DSW today and you turn right,your eyes are initially brought to that left side as well. What do you see on your first view of the building,and in my opinion you are looking at that tower. David Rausch: The view presented is an artistic rendering of a view angle that won't really exist because it is standing in one of the existing buildings. We can create some different views that are more realistic for the Committee. Kevin: Was your thought that the brick tower was too plain or some other part of it?Jeff: I don't dislike the look of the brick tower,but the elements to the east(left)of it look too plain to me. When I look at this,I see these elements of the canopy and vertical support structures could they have been somehow blended and introduced on this side to tie it all together.David Rausch: Some elements from the east elevation rendering that don't show up in the picture is that there are some changes. In reality,there will be more texture that will capture your view.The 2 Commercial Committee Minutes 10-6-22 idea is to create this"basket weave"that these three different cement fiber panels lay over themselves vertically and horizontally within the frame,and those frames are slim which create some visual tension.Most of these views shown in our packet are from US-31 and 146th Street as you are driving by. We didn't think that the roof element could successfully come all the way out because it will be very slender at that point.Kevin: You describe the facade as having 3 different materials, so it's not flat.What's the level of separation?David Rausch: The first is the brick,there's about 3.5ft of depth from the first floor to the second floor. Our guest rooms cantilever out past the first floor and create a very distinct base and then a very distinct body. If the brick is plane one,the white frame is plane two(3.5 ft forward),and then the various grays are back about 8". So,they are set back within,and within that the window frames and the louvre frames are probably another 2-3"back. The renderings do not show this detail well. On color schematic that Rachel pulled up,A is the most forward,B is back,and then C and the window frames are back a bit more. So the idea is that we read the frame and then we read a more subtle recess inside of that.Alan: Is this a typical architecture brand for all Hilton Tempo hotels?David Rausch: They are all a little bit different. Chris White: They are all in different kinds of settings,but the brand here does not have an exterior prototype. They have very purposely asked for an application based on context, setting,and materiality. David Rausch: The brands are very focused on signage and how that is incorporated.Part of that was to incorporate these architectural elements to provide a good backdrop for signage. Chris White: We recently met with Hilton and they were excited about this design. Jeff: 15 bike parking spaces seems like a large number for hotel,is that an industry number?Rachel: Our UDO requires 1 long-term bike space per 15 rooms.People who may travel here for bike tourism,may want to lock their bikes in a secured room at a hotel,which would be like leaving your luggage in a room. Chris White: The indoor bike parking will be like a luggage room, internal/external. Jeff: Is there a way to build the exterior pedestrian trail prior to any construction?Kevin: Would it be ruined by the construction?Chris White: The plan is that where the building line is will be excavated,the parking lot that exists around that will remain until we get close to the end.Jeff: at one point you will be building a parking lot with curb and then there is landscaping on the other side. Is there a notion that that trail is closed for long term and users miss out on availability?Chris White: The rebuild of the trail and parking lot will be done near the completion of the building so it's going to remain in place.It will be closed for a fairly short time.More like 60- 90 days.Lisa: We are doing this in two phases, so we give them the path first and then they are using the existing parking lot and the area around it as their staging area,and then the second piece that we must do is to go back in and put the parking lot in,but it won't be until closer to the completion.Rachel: Something else we can do is make a note for the parcel when it comes back for building permits to remember to pay extra attention to that,to try to get that into the sequence. A Motion made by Kevin Rider and seconded by Jeff Hill to send Docket No.PZ-2022-00149 DP/ADLS: Clay Terrace—Hilton Tempo Hotel to the October 18 full Plan Commission with a positive recommendation. Approved 3-0,absent Buckler. 4. Docket No.PZ-2022-00167 Z: 1st Avenue SE C2 Rezone. The applicant seeks to rezone 4 parcels from the B5 Business,R2 Residential and R3 Residential Districts within the Old Town Overlay Character Subarea to the C-2 Mixed Use District. The site is generally located on the west side of 1st Avenue SE,between 1st Street SE and Supply Street. Filed by the Department of Community Services on behalf of the Cannel Plan Commission. Petitioner: Adrienne Keeling,DOCS: • This proposal involves the eastern half of the block which is across from the Indiana Design Center along Rangeline Road bordered by 1"Avenue SE, 1st Street SE,and Supply Street. • Zoning: Western half of this block is already zoned C-2 and the eastern half of the block has three 3 Commercial Committee Minutes 10-6-22 different districts,so our reasoning is that we would like to extend the C-2 to the entire block to consolidate zoning districts,but also because the City Council recently passed a resolution to allow the CRC to spend redevelopment funds to acquire the entire block. • Any DP/ADLS proposal would require a public hearing with proper public notice for the Plan Commission Hearing Officer. • Rachel Keesling of Planning&Zoning Dept.will review any DP/ADLS proposal as usual(detailed review)and the CRC also has their process which will be followed. • The committee this evening has the final voting authority on this matter. Committee Comments: Jeff:At the full Plan Commission meeting I was satisfied then and ready to vote.I'm supportive of the C-2 zoning and the projects the City have done.No outstanding questions. Kevin: I am also supportive of this C-2 rezone,and I would request a neighborhood meeting between the neighbors and developer before the public hearing for the DP/ADLS.I want to be there before the process starts because there are some legitimate concerns that should be discussed,nothing drastic,but I would like to see that done.I am asking for that to be a requirement,I know that technically it is not,but I am asking that it be a requirement that we have that public meeting before it starts. Will you make that happen? Henry: Yes.
