CARMEL BOARD OF ZONING APPEALS | HEARING OFFICER
DEPARTMENT REPORT
TUESDAY, DECEMBER 13, 2022
(V) LeBlanc Residence, Driveway Material Variance.
The applicant seeks the following development standards variance approval:
1. Docket No. PZ-2022-00234 V UDO Section 5.28 (E) Concrete/asphalt/pavers hard
surface required for parking area/driveway, Gravel material requested.
The site is located at 2049 St. Andrews Circle (Crooked Stick Estates Subdivision, Lot 28). It is zoned
S1/Residence. Filed by Steve Stein of Blue Door Builders, on behalf of Ronald & Melissa LeBlanc,
owners.
General Info & Analysis:
The Petitioner seeks approval to construct a home on a 1.3 acre lot where most of the driveway and parking area
will be made of decorative stone/fine gravel (with some pavers) and some concrete, rather than an entirely hard
surface such as concrete or asphalt. This requires variance approval. Please see the Petitioner’s info packet for
more detail on the variance request.
Parking spaces may be located on any part of a lot, unless otherwise specified herein. Parking spaces shall not
be located in any required greenbelt or lawn area.
The Unified Development Ordinance (UDO) requires certain hard surfaces for parking areas. While the General
Parking Standards ordinance regulates mostly commercial parking areas, the standards also apply to
residentially zoned sites.
UDO Section 5.28(E)(1) states: All parking lots shall be paved with hot mix asphalt or concrete installed in
accordance with the current standards of the City of Carmel. A waiver from the requirement for hot mix asphalt
or concrete surfaces shall be considered if hot mix asphalt or concrete porous pavement is proposed as an on-
site stormwater quality best management practice or as a component of the detention facility. Dimensions of
parking spaces for on-street parking facilities, off-street parking facilities, including parking garages or other
structures, shall be in accordance with Section 5.29(G): Parking Dimension Design.
The City Engineer will allow the use of pavers, right at the street right of way.
The Crooked Stick Estates Homeowners Association (HOA) has reviewed/approved the house architecture and
site plan proposed for the lot.
The Petitioner addressed all planning/zoning review comments. The Planning Dept. supports the variance
request.
Findings of Fact:

Recommendation:
The Dept. of Community Services (DOCS) recommends positive consideration of Docket No. PZ-2022-00234
V, and with adoption of the Findings of Fact submitted by the Petitioner.
