Petitioner seeks Architectural Design, Lighting, Landscaping & Signage for center
identification ground signs. The site is located at the northwest comer of Hazel Dell
Parkway and 131st Street. The site is zoned B-3/Business.

The applicant is proposing a multi-tenant single story building to be constructed on Lot 4 of the
Hazel Dell Comer commercial subdivision. Please refer to the informational booklet provided
by the applicant for an overview of the project.
Please see attached a response provided b~ the applicant regarding the comments/concerns raised
by the Plan Commission at the August 1St meeting. fu addition to the changes proposed by the
applicant, the Department would like to see the following issues addressed by the Special Studies
Committee:
1. Signage:
a. The Department recommends a common theme (color, size, style, lighting, etc.)
for the proposed building signage. The criteria offered by the applicant should be
further addressed at the Special Studies Committee meeting. Staff would prefer
establishing a common color for the proposed signs.
b. The applicant has revised the proposed ground signs to more of a "subdivision
style" sign at the proposed locations. .
2. Lighting: The applicant has addressed all concerns raised by the Department.
The Department has also attached a letter received by Mr. Patrick Taylor. As the Committee may
recall, Mr. Taylor was permitted to address the Plan Commission at the August ISth meeting
regarding this item. In addition, copies of the revised building elevation and ground sign have
been attached.
The Department recommends that these two items be forwarded back to the Plan
Commission with favorable recommendations.

Dear Leo:
The following information is provided to address issues raised at the August 21, 2001
meeting of the Plan Commission regarding the neighborhood commercial center and center
identification signs to be constructed near the northwest comer of Hazel Dell Parkway and 131 st
Street:
1. Floor to Ceiling Glass on East Facade:
The east elevation of the building has been revised to include more brick on the
storefronts. We have submitted the revised elevation to the Department of Community Services
(DOCS) and will present the revised elevation at the September 4, 2001 Special Studies
Committee meeting.
2. . Number of Parking Spaces:
Fifty-two (52) parking spaces are provided on the site plan. The number of parking
spaces meets the requirement of the Carmel/Clay Zoning Ordinance and has been verified by
. DOCS.
3. Pedestrian Pathway Connection to Parking Lot:
In response to the concerns of Mr. Kestner, our client has relocated the pathway
connection to the parking lot for pedestrians walking from the residential neighborhoods located

to the west. The general location of the connection was determined by the following site
characteristics:
a) The pathway from the residential areas to the Hazel Dell Parkway follows the path of
the site drainage improvements.
b) The pathway connection to the project was located to avoid interference with the
retention pond for the multi-building complex.
c) The pathway connection was located to permit the development of the future phase 2
on this Lot.
d) To provide for the safety and security of the pedestrians, the pathway connection
could not be located behind the future phase 2 building.
Striping has been added to the parking lot to delineate the pedestrian path up to the
building. Landscaping in the island near the connection will be low in scale to provide
unobstructed visibility to the connection and pedestrians.
4. Lighting and Text for the Center Identification Signs:
Per the request of DOCS, the lighting for the center identification signs has been changed
to an up-lighting style. The text on one of the signs has been changed from "Hazel Dell
Commons" to "Hazel Dell Corner" and any tenant identification has been removed.
5. Lighting of the West Side of the Parking Lot:
Per the request of DOCS, shields have been added to the sides and rear of the three light
fixtures on the west side of the parking lot.
6. Wall Signs for Tenants:
Tenant signage on the building will consist of backlit individual letters~ The allowable
size of the sign is determined by the Sign Ordinance and based on the portion of the building the
tenant will occupy. Based on the Sign Ordinance requirements, most tenants in the building will
likely have a sign that is no larger than fifty (50) square feet.
The color of the faces of the sign will be at the tenant's discretion, but at night all the
signs will be illuminated consistently to give the signs a "halo" effect. The 1995 amendment to
the Sign Ordinance allowed tenants in multi-tenant ground floor buildings to have discretion to
choose the color of their sign.

Dear Corby:
Thank you for taking the time to rneel with me and discuss your plans for the commercial
development. I am a pIQponent of "marrying" eommercial and residential into a
harmonious eon'lln\ll31ty.
AI. mentioned, 1 am building a house on Lot 112 of Emerald Crest, commonly known as
13~45 Cameo Court. My house will be immediate1y west of your Lot 2. The stand of
mature trees is on my side of the property line.
The earth movers have begun mass grading and their initial cuts were immediately next
to the mature trees on top of half of their roots. Please do not remove too much earth and
damage the trees.
When you go through the ADLS process, please address the following items regarding
the transitional yard. some of which we discussed:
. Six (6) it. tall shadow box fence at the top of the slope of the .30 ft. greenbelt west of
Lots 2 and 4.
. Plant trees irt the same area.
. Concealed dumpsters with collection during the day.
. Concealed rooftop HV AC units.
. No wan pack lights shining laward Ihe tesldential area.
. Shoe-box down lights with obscure lenses ~ the parkin.g lots.
. No outside storage.
