The following information is provided to address issues raised at the August 21, 2001
meeting of the Plan Commission regarding the neighborhood commercial center and center
identification signs to be constructed near the northwest comer of Hazel Dell Parkway and 131 st
Street:
1. Floor to Ceiling Glass on East Facade:
The east elevation of the building has been revised to include more brick on the
storefronts. We have submitted the revised elevation to the Department of Community Services
(DOCS) and will present the revised elevation at the September 4, 2001 Special Studies
Committee meeting.
2. Number of Parking Spaces:
Fifty-two (52) parking spaces are provided on the site plan. The number of parking
spaces meets the requirement of the CarmeVClay Zoning Ordinance and has been verified by
DOCS.
3. Pedestrian Pathway Connection to Parking Lot:
In response to the concerns of Mr. Kestner, our client has relocated the pathway
connection to the parking lot for pedestrians walking from the residential neighborhoods located

to the west. The general location of the connection was determined by the following site
characteristics:
a) The pathway from the residential areas to the Hazel Dell Parkway follows the path of
the site drainage improvements.
b) The pathway connection to the project was located to avoid interference with the
retention pond for the multi-building complex.
c) The pathway connection was located to permit the development of the future phase 2
on this Lot.
d) To provide for the safety and security of the pedestrians, the pathway connection
could not be located behind the future phase 2 building.
Striping has been added to the parking lot to delineate the pedestrian path up to the
building. Landscaping in the island near the connection will be low in scale to provide
unobstructed visibility to the connection and pedestrians.
4. Lighting and Text for the Center Identification Signs:
Per the request of DOCS, the lighting for the center identification signs has been changed
to an up-lighting style. The text on one of the signs has been changed from "Hazel Dell
Commons" to "Hazel Dell Comer" and any tenant identification has been removed.
5. Lighting ofthe West Side ofthe Parking Lot:
Per the request of DOCS, shields have been added to the sides and rear of the three light
fixtures on the west side of the parking lot.
6. Wall Signs for Tenants:
Tenant signage on the building will consist of backlit individual letters. The allowable
size of the sign is determined by the Sign Ordinance and based on the portion of the building the
tenant will occupy. Based on the Sign Ordinance requirements, most tenants in the building will
likely have a sign that is no larger than fifty (50) square feet.
The color of the faces of the sign will be at the tenant's discretion, but at night all the
signs will be illuminated consistently to give the signs a "halo" effect. The 1995 amendment to
the Sign Ordinance allowed tenants in multi-tenant ground floor buildings to have discretion to
choose the color of their sign.

This letter is in response to the ADLS application you filed for the above referenced site. The following comments
need to be addressed and/or plans/applications updated accordingly:

Provide a site plan identifying the location of the proposed signs, rights-of-way, etc. Will they be
located in easements? Be more specific than "one sign at each entrance to Hazel Dell Comer
subdivision." Which sign is at which entrance?
The sign in the application illustrates ''Hazel Dell Commens". Do you mean "Commons" or should it
not be "Comer". The other sign illustrates "Signage". It should be consistent with the other and
illustrate ''Hazel Dell Comer". The Department will not support a request to have a single tenant
located on the sign.
Again, all signs (including these) will require BZA approval of developmental standards variances as
the Property is zoned B-3.
What material is the exterior of the sign and how are they illuminated?
The application is not complete at this time. Don't wait to bring in new documents when you submit
the informational booklet even if we have to get them in black and white. The intent is that we have all
the information in the file that you will be presenting to the commission at the time a docket number is
issued.
If you have any questions or if I may be of assistance please do not hesitate to call. TAC will review the plans at
their July 18 meeting along with the construction plans for Lot 4.

I have looked at the revisions, and I have a couple things I would like to discuss before I send a comment letter to Cart.
1. I want to request more trees (5 oaks) be added along the east side of the parking lot (to keep them out of the drainage
swale which north to south).
2. They need to reduce their number of barberries (150) to about 50-75 and add at least 2 more species of shrubs.
3. Did you ask them to change species to match Osco?
4. I'm concerned with all the overlapping easements on the north perimeter. And on the west side, there is a 30' DU&S
easement overlapping with a 30' Greenbelt and also a 20' DU&S easement near the building. Any reason these run
parallel? On the north perimeter, rather than crowd all buffering plants into the 10' landscape easement, wouldn't it make
more sense to use some of the material to landscape the required trail?
5. In these drainage easements, since we have 30' width, and in some places 40', I would like to see them menader the
swale and plant the buffering plant material on both sides of the "channel". This slows the water, allows for more
groundwater inflitration, and makes for healthier plants. I think it would also make it better looking, especially along the
trails.

Dear Paul:
This letter is in response to the ADLS application you filed for the above referenced site. The following comments
need to be addressed and/or plans/applications updated accordingly:

Provide a site plan identifying the location of the proposed signs, rights-of-way, etc. Will they be
located in easements? Be more specific than "one sign at each entrance to Hazel Dell Comer
subdivision." Which sign is at which entrance?
The sign in the application illustrates "Hazel Dell Commens". Do you mean "Commons" or should it
not be "Comer". The other sign illustrates "Signage". It should be consistent with the other and
illustrate "Hazel Dell Comer". The Department will not support a request to have a single tenant
located on the sign.
Again, all signs (including these) will require BZA approval of developmental standards variances as
the Property is zoned B-3.
What material is the exterior of the sign and how are they illuminated?
The application is not complete at this time. Don't wait to bring in new documents when you submit
the informational booklet even if we have to get them in black and white. The intent is that we have all
the information in the file that you will be presenting to the commission at the time a docket number is
issued.
If you have any questions or if I may be of assistance please do not hesitate to call. TAC will review the plans at
their July 18 meeting along with the construction plans for Lot 4.
