Approval of Meeting Minutes: A Motion made by Buckler and seconded by Potasnik to approve the Oct. 18,2022,PC

1. Approval of 2023 Plan Commission and Committee Calendar: Alexia Lopez:
• A draft of the 2023 PC calendar was given to each member for their review. We are here tonight to discuss these
dates. Please fill out the Doodle survey to let us know which alternate dates you prefer.
2. Outcome of Projects at Committees: Alexia Lopez

Comprehensive Plan Update:
• Adrienne Keeling: The Comprehensive Review Committee has agreed to remove the word"Building Materials"
from Objective 1.3.7
A Motion made by Buckler and seconded by Westermeier to reject the City Council's amended version of the
Comprehensive Plan and to send the PC's amended version with the word "Building Materials" removed from
Objective 1.3.7. Approved 8-0,absent Kirsh.
Old Business
1. Docket No.PZ-2022-00119 DP/ADLS: Flora on Spring Mill.
111 The applicant seeks site plan and design approval for a residential neighborhood consisting of 12 brownstones, 12
two-family homes, 10 single-family homes,and 87 townhomes on 18.31 acres. The site is located at 9950 Spring
Mill Rd. and is zoned Flora PUD, Ordinance Z-676-22. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson&
Frankenberger on behalf of Pittman Partners, Inc. and Onyx and East, LLC.

Petitioner: Jon Dobosiewicz,Nelson&Frankenberger
• We discussed and modified several items at the Residential Committees on Oct. 11 and Nov. 1. They eventually
gave us a 4-0 positive recommendation back to the full PC, conditioned upon approval of the final bike parking
locations be approved by the Alternative Transportation Coordinator,the covenants regarding maintenance of
amenity items be added to the CCRs, final Engineering and TAC approvals,and final plan approval and submittal
through the ProjectDox review software. We agree to all of these conditions.
Residential Committee Recap, Sue Westermeier,Chair:
• We discussed the future I-465 expansion, and this would not affect the southern tree line
• We discussed and removed certain parking spaces from the main internal street to allow for more greenspace
• We discussed the use of sound mitigation materials on the southernmost dwellings, and they agreed to include
those materials in those dwellings closet to I-465
• The City's Legal Department confirmed that the Petitioner's public notice was done correctly to the adjoining
property owners
• We reviewed and approved their exterior color pallets. 4-sided architecture will be used on the dwellings.
Department Report: Alexia Lopez:
• Staff recommends approving this item this evening with the following conditions: final bike parking locations to
be approved by Alternative Transportation Coordinator; Covenants for subdivision to include future maintenance
of all Common Area Amenities including benches, furniture, fire pits, etc.; Engineering and TAC final approval;
and final plan revisions and approval through ProjectDox.
Committee Comments:
Dubbie: Can you explain the changes that were done to the tree line along I-465? Jon Dobosiewicz: Refers to Site Plan,
a retaining wall will be installed along the southern border of this site. 15-ft of tree preservation along the southern border
is the minimum requirement per the PUD, and there will be areas along this that will be in excess of 15-ft.
Jeff: Did anyone attend the I-465/US 31 INDOT meetings?Did they discuss any future pedestrian and bike path
connections along Spring Mill Road and the bridge over I-465?Jon Dobosiewicz: The INDOT meeting was more of a
kickoff meeting and did not allow for any input. Spring Mill Road bridge will be reconstructed, and sidewalk will be
added on either side of the Spring Mill Road bridge.
A Motion made by Westermeier and seconded by Hill to approve PZ-2022-00119 ADLS subject to the four
conditions listed by the Department. Approved 8-0,absent Kirsh.
