We have left our comments in this review for Lot #1, even tIlough tile project was deleted from tile T.A.C. agenda. We offer tile following comments: General Information 1. The project site is located witIlin current City of Carmel Corporate Limits. 2. Jurisdictions: . Streets and Right of Way (pointe Drive/116th Street) - City of Cannel. . Water, Sanitary Sewer, Storm Sewer - City of Carmel 3. Board of Public Works and Safety Approval Requirements: . Water and Sanitary Sewer Availability (Connection). . Any pennanent improvement to be installed in public right of way or dedicated easements. This requires a Consent to Encroach Agreement between the City and tile Owner or Owners. If an irrigation system is planned for tIlese developments, beyond what is provided by the Developer, additional Water Availability will be required from the Board. I am enclosing a schedule of Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submission to tile Board. Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission amI/or the Board of Zoning Appeals and completion of review by the Technical Advisory Committee. All written requests to be placed on the Board's agenda must inclutle the appropriate Docket Numbers ami the {late (or dates) of approval by the Plan Commission allll/or BZA. 4. Water and Sanitary Sewer Connection Fees: . Connection Fees are based upon the average user factor tables from Section 9-35 (water) and 9- 200 (sanitary) of our Utility Ordinance. TIle Connection Fees are $1,310.00 per E.D.U. for water and $795.00 per E.D.U. for sanitary sewers. TIle Equivalent User Contribution Multiplier for Retail projects (J.e. Sipe) is 1.0 E.D.U. per 1,000 square feet. The Equivalent User Contribution Multiplier for Restaurants, Bars and Cocktail Lounges (Macaroni Grill) is 0.10 E.D.U. per seat. I am enclosing copies of our Average User Factors for Water and Sanitary Sewers and our current Fee Schedule. I have also highlighted tile Average User Factors that might apply to these developments. Note: Any deviation from the Connection Fee calculations listed in our Or/linance will require Carmel Utilities alld Bocml of Public Works and Safety approvals. Review/Drawings submitted for approval: We request tIlat all comments and comment letters generated by tItis office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Cannel Utility issues must also be resolved. The design engineer must certify all drawings submitted for final approval. TItis office will require a minimum of five-sets of approved drawings after all issues have been resolved. Tile drawings will be stamped approved and signed by both the City Engineer and Director Cannel Utilities. Tile Developer/Owner will receive one-set wltich is to be maintained on tile construction site at all times. Cannel Utilities will receive two-sets. Our Public Works Inspector will receive one-set and one-set will be maintained in tile Department of Engineering. If more than five-sets are requested to be approved, tile additional sets must be submitted witll the five-sets. 6. Please be advised tllat any installation of signs, walls, irrigation systems, etc. within dedicated right of way or easements will require a Consent to Encroach Agreement between tile OwnerlDeveloper and tile City of Cannel. TIlis agreement requires review and approval by our Law Department and Board of Public Works and Safety approval. 7. Cannel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water and sanitary sewer locates. 8. Carmel Utilities will provide a separate review of tItis project for water and s<'Ulitary sewer issues. 9. I am including copies of the following items with tItis correspondence: . Department of Engineering Commercial Project Approval Procedures. . Pennit Data, Contacts, etc. . Commercial Pennitting Procedures. I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements upon request. BONDING REQUIREMENTS 10. Upon initial review, it appears that tllere will be no bonding requirements for tIlese two projects. PROJECT COMMENTS-J.e. STPE. LOT #1 11. Connection Fees: Based upon the drawing submitted and our Utility Tables, tile following Connection Fees would be applicable to tItis project. Tile building contains 3,989 sqllaTe feet. According to our Utility Tables under the Retail Classification, 3,989 square feet @ 1.0 E.D.U.s per 1000 square feet = 3.989 E.D.U.s. Water- 3.989 E.D.U.s@$1,310.00perE.D.U. = $ 5,226.00 Sanitary Sewer 3.989 E.D.U.s @ $ 795.00 perE.D.U. = $ 3.171.00 Totals 3.989 E.D.U.s $2,105.00 $ 8,397.00 12. On Sheet C2, Layout Plan, is a crosswalk indicated on Pointe Drive? Crosswalks must be coordinated and approved through this Department. 13. Please indicate and dimension right of way lines, easements and include street names on all sheets. Include existing and proposed for I1Gth Street. 14. Show existing and proposed edge of pavement of 116th Street. 15. Add project name to Title Sheet. 16. Identify or show lot numbers for this and adjacent lots. 17. Can not read spot shots/grading in grass area. Can not see topo/elevations on sheet C3. 18. Clarify item #2 on Sheet C4 regarding roof drains. Is tItis a beehive? PROJECT COMMENTS-MACARONI GRILL. LOT #4 19. Connection Fees: Please provide this office with the total scating capacity of the Merchant's Pointe facility. Why are additional sanitary sewer structures and pipe being added for tllis facility? Is tllis to be added as part ofthe Merchant's Pointe infrastructure construction or has it been constructed already? I don't believe Carmel Utilities will accept and maintain the 6" main and structure O. Please identify structure Q on the plans. 23. This additional run of sanitary sewer must be reviewed and approved by Cannel Utilities and must be reflected on sanitary sewer as built plan and profiles. 24. Why is the run of stonn pipe being removed and reinstalled? Is tllis to be a part oftlle Merchant's Pointe infrastructure construction? This should also be reflected on storm sewer as built plan and profiles. 25. Add project name to Title Sheet. 26. Identify or show lot nwnbers and lot lines for tlns and adjacent lots. 27. Can not read spot shots, existing topolelevations on Sheet C3. 28. On Sheet C2, what is "Concrete Drainage Basin (Detail 16)"? Please explain. 29. Clarify Item #2 on Sheet C4 regarding roof drains. Is tllis a beehive? The above comments are based upon tlle Engineering Department's initial review. Please provide our office with a follow up letter and revised plans, indicating all revisions. Second and subsequent reviews will focus only on revised items. It is critical tllat our office be made aware of all modifications made on tlle plans being re-submitted, particularly if any such clumges are considered "new" or fall outside of our initial review. I would like for you to pass on the following to the Petioners: Hilton Garden Inn----------Please advise them that they will be assinged a Pennsylvania Street address since the Building faces Pennsylvania and Main access is off of Pennsylvania Street. Sipe Jewlers--------tell them to make sure that they put their address numbers either above the front door or on the Monument signage, so it can be easily seen from the street by Police and Fire personnel. Macaroni Grill------- Same as above Village of West Clay Section 3001-A Block J--------- I have spoken with Keith lash on this. I had a question on where the access point was to Block 5 and 6. For addressing purposes, I need to know what street these will be off of. He had mentioned to me that there was going to be a private drive between blocks 5 and 6. I told him that I we don't address off of private drives. I told him to talk to you and Laurence abouth this at the TAC meeting. Please let me know what you both decided on this. Right now there is no way to address these two blocks of town homes the way they are. After looking at the project none of the buildings have accessibility from the main streets. It looks to me like the front of the buildings are all off of the"Private streets". From a Public Safety standpoint, I would prefer they submit four additional street names, so those townhomes can be addressed. After looking at the drawings I see no way to get to those buildings unless you turn off onto what they want to call"private streets" The only other altenative would be for them to put some type of address block on the rear of the buildings that back up to the main streets in that area, with the span of addresses in the building along with the street name on it as well. For Example for block 2: 2255-2285 ( This is what the address block could look like on rear of GLEBE STREET Building.) Just let me know what your expertise in this situation would be...Hopefully you and Laurance could put your heads together and give me an idea. Thanks Hazel Dell Corner Lot 4----- This is going to be a small strip mall, I have talked to Cort(l believe) on this issue. Have them make sure the Physical address is on the building or on the Monument sign if they have one. They have been advised to use Suite letters for tenants occupying the individual spaces. East 96th St Auto Park----Tow Wood Volkswagen-----Make sure the address is physically on the building or Monument sign for Public Safety reasons. Thats alii can think of at this time.
