FYI - In the plan commission packet for Macaroni Grill, the landscaping on the multiple view elevation renderings does
NOT match the landscape plan. The singe sheet that renders the front elevation does seem to match. Just in case
inquiring minds want to know.

Dear Mr. Dobosiewicz:
I am forwarding you information and addressing your ADLS comments concerning the
proposed Macaroni Grill at Merchants' Pointe in Carmel, IN.
Item 1. I enclosed a building lighting plan that indicates our exterior lights. I
also provided cut sheets on the light fixtures. Night photos of this building are not
possible since it is a brand new prototype, and though many are currently being
permitted across the country. none are complete at this time.
Item 2. I have submitted color signage and details to Barbara Eden to include in
the booklets, and I am forwarding you copies to review.
Item 3. I have included building elevations for your reference. Barbara Eden will
also include them in her sets to the commission board.
Item 4.
Pedestrian access is provided to 116th along the side of Pointe Drive.
Item 5.

understanding that all of the tenants have used their prototypical logos in the cabinet,
but the cabinet frame and brick must be consistent.

internally light our signs.

Dear Mr. Brewer:
I am responding to your comments concerning the ADLS review for the proposed
Macaroni Grill at Merchants' Pointe in Carmel, IN.
Item 1. The overall site landscape plan will be submitted under a separate cover
by the developer of Merchants' Pointe.
Item 2. I instructed the landscape architect to change the note to read, "Top of
root crown to be set I" above existing grade."
Item 3. As we discussed, the small area on the south side of the building is
encumbered with an electric transformer, sidewalk, and a required 2' x 8' clearance for
a gas meter. This leaves very little room for a proposed tree. We will screen the
area with a small wooden fence or suitable plant material around the gas meter and
electric transformer at the close of construction.

I am responding to your comments concerning the ADLS review for the proposed
Macaroni Grill at Merchants' Pointe in Carmel, IN.

We are indicating a 1000 gal grease trap at our site.
Item 2. We will need a 6" service tap that will be provided by the developer of
Merchants' Pointe. Phil Warrenburg, of Weihe Engineers, has indicated the 6" tap off
of the main line is what is necessary for our service. We will tap this line with a 2"
domestic and a I" irrigation line and the 6" will continue on into the sprinkler riser room
for fire suppression. As for the existing 2" tap at our site, Phil Warrenburg said we
will not need it.

positioned straight up. Set screw provided for locking

Wall Plate: Die-cast low copper alloy aluminum.
Attaches to stainless steel plate for mounting to any
standard electrical outlet box. Internal set screw

Lens: Tempered clear soda lime glass with silicone
gasket. Rush with lens frame to promote water runoff
when positioned upward.

Wiring: No. 18AWM rated 1050C.
Finish: Super TGIC thermoset polyester powder coat
paint, 2.5 mil nominal thickness, applied over a
chromate conversion coating; 2500 hour salt spray test
endurance rating. Standard colors are Black (Bl), Dark
Bronze (DB), Verde Green (GR), and White (WH).
Certification: UL Usted to U.S. and Canadian safety
standards for wet locations, Fixture manufacturer shall
employ a quality program that is audited to IS09001

Dear Mr. Nelson:
We apologize for the delay in our project review letter. We have left our comments in this review for Lot
#1, even though the project was deleted from the T.A.C. agenda. We offer the following comments:
General Information
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way (pointe Drive/116th Street) - City of Cannel.
. Water, Sanitary Sewer, Storm Sewer - City of Carmel
3. Board of Public Works and Safety Approval Requirements:
. Water and Sanitary Sewer Availability (Connection).
. Any pennanent improvement to be installed in public right of way or dedicated easements. This
requires a Consent to Encroach Agreement between the City and the Owner or Owncrs. If an
irrigation system is planned for these developments, beyond what is provided by the Developer,
additional Water Availability will be required from the Board.
I am enclosing a schedule of Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submission to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
amI/or the Board of Zoning Appeals and completion of review by the Technical Advisory
Committee. All written requests to be placed on the Board's agenda must include the appropriate
Docket Numbers ami the date (or dates) of approval by the Plan Commission amI/or BZA.
4. Water and Sanitary Sewer Connection Fees:
. Connection Fees are based upon the average user factor tables from Scction 9-35 (watcr) and 9-
200 (sanitary) of our Utility Ordinance. The Connection Fees are $1,310.00 per E.D.U. for watcr
and $795.00 per E.D.U. for sanitary sewers. The Equivalent User Contribution Multiplier for
Retail projects (J.c. Sipe) is 1.0 E.D.U. per 1,000 square feet. The Equivalent User Contribution
Multiplier for Restaurants, Bars and Cocktail Lounges (Macaroni Grill) is 0.10 E.D.U. pcr scat. I
am enclosing copies of our Average User Factors for Water and Sanitary Sewers and our current
Fee Schedule. I have also highlighted the Average User Factors that might apply to these
developments.
Note: Any deviation from the Connection Fee calculations listed in our Orllinance will require
Carmel Utilities and BOlmJ of Public Works and Safety approvals. Such reque~ts mu~t be
accompanied hy proof of a minimum of one years worth of actual WIlier usage, recapped hy
total gallons per month, a"d mU.\t i"clutJe the name, location, size amI/or numher of seats of the
facility being utilized as a hase for calculation of fees.

5. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by tIus office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Cannel Utility issues must also be resolved. The
design engineer must certify all drawings submitted for final approval. TIus office will require a
minimum of five-sets of approved drawings after aU issues have been resolved. Tile drawings will be
stamped approved and signed by both tl1e City Engineer and Director Carmel Utilities. The
Developer/Owner will receive one-set which is to be maintained on tile construction site at all times.
Cannel Utilities will receive two-sets. Our Public Works Inspector will receive one-set and one-set
will be maintained in tl1e Department of Engineering. If more tl1an five-sets are requested to be
approved, tl1e additional sets must be submitted witl1 tl1e five-sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of
way or easements will require a Consent to Encroach Agreement between tile OwnerlDeveloper and
tile City of Cannel. TIus agreement requires review and approval by our Law Department and Board
of Public Works and Safety approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
and sanitary sewer locates.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.
9. I am including copies of the following items with tIus correspondence:

10. Upon initial review, it appears that there will be no bonding requirements for tIlese two projects.

Based upon tIle drawing submitted and our Utility Tables, tile following Connection Fees would be

Tile building contains 3,989 square feet. According to our Utility Tables under tile Retail
Classification, 3,989 square feet @ 1.0 E.D.U.s per 1000 squarefeet = 3.989 E.D.U.s.
Water - 3.989 E.D.U.s @ $1,310.00 per E.D.U. = $ 5,226.00
Sanitary Sewer 3.989 E.D.U.s @ $ 795.00 per E.D.U. = $ 3.171.00

23. This additional run of sanitary sewer must be reviewed and approved by Cannel Utilities and must be

the center. It is not likely that the neon outlining will receive support from the Department or approval
by the Plan Commission.

Dear Jim:
My comments concerning the landscape plans for Macaroni Grill (Lot 4, Merchants
Pointe) are as follows:
1. The landscape plans for the "overall" development were not provided with this
submission. A copy of those plans need to accompany the plans for this lot
through the review process. The development company has previously agreed
that the "overall" plans would accompany each lot submittal for review.
2. On sheet L3, detail 01 should be changed to read "top of root crown to be set 1"
above existing grade" instead of reading "top of root ball". This directs the
installers of the plant to insure the tree is planted at the proper depth, even if it
comes from the nursery placed too deeply in the "root ball". This is an all-too-
common problem which causes increased plant distress and eventual plant
death.
3. On the south side of the building, there is a lawn area of about 15' by 20'(300
sq. ft.). One shade tree should be placed within this area.
These changes should be made in writing and by amended plans. Please contact me

I will not be able to attend the TAC meeting on Wednesday due to a meeting I have to attend in Greenfield. I would like for
you to pass on the following to the Petioners:
Hilton Garden Inn------------Please advise them that they will be assinged a Pennsylvania Street address since the
Building faces Pennsylvania and Main access is off of Pennsylvania Street.
J.C. Slpe Jewlers---------tell them to make sure that they put their address numbers either above the front door or on the
Monument signage, so it can be easily seen from the street by Police and Fire personnel.

Village of West Clay Section 3001-A Block J-------- I have spoken with Keith lash on this. I had a question on where the
access point was to Block 5 and 6. For addressing purposes, I need to know what street these will be off of. He had
mentioned to me that there was going to be a private drive between blocks 5 and 6. I told him that I we don't address off of
private drives. I told him to talk to you and Laurence abouth this at the TAC meeting. Please let me know what you both
decided on this. Right now there is no way to address these two blocks of town homes the way they are. After looking at
the project none of the buildings have accessibility from the main streets. It looks to me like the front of the buildings are all
off of the"Private streets". From a Public Safety standpoint, I would prefer they submit four additional street names, so
those townhomes can be addressed. After looking at the drawings I see no way to get to those buildings unless you turn
off onto what they want to call "private streets" The only other altenative would be for them to put some type of address
block on the rear of the buildings that back up to the main streets in that area, with the span of addresses in the building
along with the street name on it as well.
For Example for block 2: 2255-2285 ( This is what the address block could look like on rear of
GLEBE STREET Building.)
Just let me know what your expertise in this situation would be...Hopefully you and Laurance could put your heads together
and give me an idea. Thanks
Hazel Dell Corner Lot 4---- This is going to be a small strip mall, I have talked to Cort(l believe)
on this issue. Have them make sure the Physical address is on the building or on the Monument sign if they have one.
They have been advised to use Suite letters for tenants occupying the individual spaces.
East 96th St Auto Park---Tow Wood Volkswagen-----Make sure the address is physically on the building or Monument
sign for Public Safety reasons.
Thats alii can think of at this time. Sorry about not attending, but if you would please mention these, especially the Village
of West Clay issue.... It would be greatly appreciated.

Split the applications into two separate applications. One application should be made for Lot 4 and the
other application should be for proposed ground sign identification for the Multi-tenant building
complex.
Pictures of the type of proposed building would be helpful.
A narrative explanation of the request would assist the Plan Commission in making their determination.
Address this buildings relationship to the approved Os co site, etc.
Check the light spillage to the west. It exceeds .0 I-foot candle at the property line.
All signage will require approval by the Plan Commission. Additional detail of the building signage
needs to be provided. In addition, all signs (including proposed ground signs) will require BZA
approval of developmental standards variances as well as being reviewed as part of the special use
approval process. I think we would be looking for some consistent theme for signs on the building
(color, size, lighting, etc.).
Explore increasing the height of the building at the west side to reduce visibility of roof and roof top
mounted equipment.
What material is the exterior of the building made of?
The application is not complete. Additional sets of plan and exhibits are needed for all three
applications (ADLS, SP and SU)o Don't bring in new documents when you submit the informational
booklet. The intent is that we have all the information in the file that you will be presenting to the
commission at the time a docket number is issued.
