This office has been notified by 1900 B. South, Soil and Water Conservation District that your

project knoWn as "The Woodsat Williams Creek" is out of compliance with the National Pollution
Discharge Elimination System (NPDES) General Permit Rule 327 lAC 15-5.
It is the intent of the Division to resolve non-compliance issues and avoid referring this project to
the Indiana Department of Environmental Management (IDEM) for an enforcement action.
The erosion and sediment control plan submitted to the local Soil and Water Conservation District
did not meet the requirements of the rule. An adequate erosion and sediment control plan is
required by the rule prior to the initiation of any land disturbing activity, Please submit revisions to
the plan to the Hamilton County SWCD OD or before December 20, 2001. The plan should be sent
to:

The On-Site Evaluations for this project document that an inadequate effort has been made to
comply with the conditions and requirements of327 lAC 15-5. Copies of the most recent reports
have been enclosed. The reports clearly outline the deficiencies observed at the site and the
requirements to bring the project back into compliance.

This letter serves to acknowledge receipt of a transmittal containing the ReVIsed Construction Plans for
Williams Creek Subdivision. After reviewing the plans, the Highway Department (HCHD) has the following
comments:
Construction plans
1. A revised secondary plat Is needed for review.
2. Bridge plans for the structure on Salsbury Creek Drive will need to be reviewed and approved by
the Hamilton County Highway Department Bridge Engineer. Please forward the plans to Mr. Matt
Knight tor review.
3. A copy of the permit allowing construction within the flood plain will be needed before the
construction plans are approved.
4. The type of curb across the &tructure on Salsbury Creek Drive may be requested to be chairback
curb. This determination will be made during review of ttle bridge plans.
5. Please be aware that further c:omments may be n8C8SSlilry after revieW of the bridge plans is
completed. No construction Is to begin until the plans hays been approved by the HCHD as well

15. The 2" RCP shown under Sprlngmlll Road near the entral'1C8 will need to be extended to the west
to a point that will clear the new pavement for the entrance.
16. The width of the entrance lane must provide 12' of pavement, not including the curb.
17. The offsite improvement notes must Include right of way clearing for all streets. Please correct the
offslte Improvements on pages C1, C2 and C3.
18. Striping will need to be included after the resurfacing of the exterior streets. All striping must be
thermoplastic and the stop bars must be preformed tape.
19. What is the cross-hatching shown at the back edge of the sidewalk near the entrance.
20. Valley curb is required across the intersections of the private street loop on Coldwater Drive.
21. Please provide a note at the west end of Coldwater Drive stating that the existing pavement must

25. The construction plans will need to Include a sheet titled Maintenance of Traffic. The notes
should Ineluded but not be limited to the Flagger Ahead Signs to be covered or taken down when
f1aggers not present, and Any drop off adjacent to the travel lane which exceeds 4" must have
type II drums with type >A= flashers spaced every 100'.
26. On the Traffic Control Sheet, the following street ID signs EIre needed: Salsbury Creek Drive and
Wetherby Lake Drive, Wetherby L.ake Drive and Bolclerwoocll-ane and Springmill Road and
BoldelWOOd Lane. The street 10 signs at the Intersection of Coldwater Drive, Salsbury Creek Drive
and Foxbury L.ake Drive will need directional arrows on the signs. Finally, a STOP sign is needed
at the Intersection of Bolderwood L.ane and Springmill Road.
27 _ Please prepare a detail of the entrance into the subdivision. The detail should include a pavement
cross sectlon and layout of the accel/decellanes. other things which will need to be Included wm
be the curb return radius (35'), the pavement cross section for Sprlngmlll Road (12" &tone base. 4"
HMA Intermediate course and 1" HMA surface course), lengths of the tapers and lanes and a
striping plan plus any other pertinent Information.

This letter is I response to your Secondary Plat filing for the Woods fWilliams Creek Subdivision. The following
issues must be resolved prior to signature of the plat by the director:
I. Submit detailed Landscape Plan as requested to reflect landscaping approved with Primary Plat.
2. Subdivision Signs: IdentifY on construction drawings along with landscaping or remove. The County
Highway had issues with the plan for a "guard shack" in the right-of-way.
3. Add the Nature Conservation Zone to the Plat.
4. Submit a final version of the covenants and restrictions.
5. Identify 100 yr. flood elevation of ponds along with normal pool and bottom elevation.
6. Change "Prepared For:" to awner I Subdivider.
7. Change "This instrument Prepared By:" to Surveyor.
8. Revise Legend to add length of markers on legend, as required under Section 8.2 of the sca.
9. Change I add monuments (concrete) at boundary of plat, as required under sca 8.2.1 (2). See revisions
on plat.

I have not received a copy of the secondary plat or site development plans for review.
I'm sure it was simply an oversight, but copies do need to be forwarded for my T AC
review. In the meantime, I borrowed Jon Dobosiewicz's copy to make initial comments:
1. The Nature Conservation Zone, referenced specifically in the Declaration of
Easements, Restrictions and Covenants of the Woods at Williams Creek
(submitted May 29,2001) as "depicted on the plat", is not depicted on the
secondary plat plan. This natural area preservation easement must be placed on
the plat.
2. The location of tree protection fencing required in Exhibit "c" of the
"Declaration", must be shown on the site development plan. The fence line shall
be staked and the fencing must be installed before site development construction
begins.
3. All site contractors need to receive copies of the tree protection plan, and
communicate the plan to employees working on site to prevent any
misunderstandings of the tree preservation covenants.
4. Since DOCS staffs initial meeting about landscaping and preservation issues with
the developers in early March, there has been no submittal oflandscape plans for
this subdivision. Section 5.6.7 of the City of Carmel and Clay Township
Subdivision Control Ordinance requires a detailed landscaping plan be submitted.
Included on this plan is all landscaping materials to be located in common areas,
on landscape mounds, at entrances, surrounding subdivision signs, and street side
trees.

Dear Mr. Barnes:
Panhandle Eastern Pipe Line Company has reviewed and approved the revised
construction plans dated 3-01-01 and Secondary Plat providing the following change is
made.
On Sheet C-3, The pipeline easement is identified as Block E, Drainage, Utility and
Pipeline Easement. The pipeline easement has been defined for the operation and
maintenance of the 4 large diameter high-pressure natural gas pipelines crossing this
property. Please remove Drainage & Utility Easement language off of the pipeline
easement. We have not approved joint use by other utilities in the pipeline easement.
This request was previously outlined in my letter dated 3-20-01, attached.
From the information you provided for Springmill Road, the proposed 3' widening of
pavement with 3' stone shoulder will not interfere with the encased pipelines. However,
should widening plans for Springmill road change, and the pavement plan be changed to
a greater width, pipeline alterations may be required to accommodate the improvement.
The proposed sidewalk should not interfere with the encased pipelines as presently
designed.

Dear Mr. Barnes:
In response to your letter dated 3-2-01, Panhandle Eastern Pipe Line Company has
reviewed the preliminary site development plan for the referenced subdivision
We would request the following changes: any proposed street right-of-way including the
drainage and utility easement must be outside the pipeline easement parcel and the
pipeline easement parcel should be correctly shown on the plan by removing drainage
and utility easement as indicated over the 4 high pressure natural gas transmission
pipelines.
The 200, 300, & 400 pipelines are encased at Springmill Road. If Springmill Road is
widened as shown on the drawing, pipeline alterations are very possible to accommodate
this improvement, including the sidewalk. More detailed plans must be reviewed with
our engineer to determine if pipeline alterations are needed. At one time the 200 line
(yellow top line marker) had a farm tap located near Springmill Road. The tap has been
bottled oft: however, for safety reasons, this will need to be reviewed by the Engineer to
determine what pipeline alterations would be required.
Please forward a corrected plan reflecting the changes requested by our company.
