ORDINANCE D-2637-22
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA
ADDING CHAPTER 2, ARTICLE 2 , SECTION 27 TO THE CARMEL CITY CODE, THEREBY
ESTABLISHING THE CARMEL CLIMATE ACTION ADVISORY COMMITTEE
Synopsis: Establishes a committee to advise and make recommendations regarding the
implementation of the Carmel Climate Action Plan.
WHEREAS, on August 1, 2022, the Carmel Common Council (the “Council”) passed Resolution CC
06-20-22-02, which adopted the Carmel Climate Action Plan (the “CAP”); and
WHEREAS, the CAP includes a requirement that within six (6) months of the CAP’s adoption the
Council will establish a committee to provide advice and recommendations to help ensure that the climate
strategies set forth in the CAP remain a priority and are efficiently implemented; and
WHEREAS, the Council finds that it is in the best interest of the citizens of Carmel to establish the
Carmel Climate Action Advisory Committee.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana,
as follows:
Section 1: The foregoing Recitals are incorporated herein by this reference.
Section 2: Chapter 2, Article 2, Section 27 is hereby added to the Carmel City Code and shall read as
follows:
“Sect. 2-27. Carmel Climate Action Advisory Committee
(a) There is hereby established the Carmel Climate Action Advisory Committee (the
“Committee”).
(b) The Committee shall consist of the following thirteen (13) members:
1) The Director of the Department of Community Services, or their designee, shall
serve as an ex-officio member of the Committee.
2) The City Engineer, or their designee, shall serve as an ex-officio member of the
Committee.
3) The Director of Carmel Utilities, or their designee, shall serve as an ex-officio
member of the Committee.
4) The Mayor shall appoint two (2) members to serve on the Committee. Mayoral
appointees shall be appointed to a two (2) calendar year term, to hold over until
a successor is duly appointed

5) The Carmel Common Council shall appoint a total of four (4) members to serve
on the Committee, two (2) of which will be Council members and two (2) of
which will be citizens of Carmel. Council appointees shall be appointed to a
two (2) calendar year term, to hold over until a successor is duly appointed.
6) The Carmel-Clay School Board shall appoint one (1) member to serve on the
Committee for a two (2) calendar year term, to hold over until a successor is
duly appointed.
7) The Carmel-Clay Parks and Recreation Board shall appoint one (1) member to
serve on the Committee for a two (2) calendar year term, to hold over until a
successor is duly appointed.
8) The Carmel High School Student Government shall appoint one (1) member
who belongs to the Carmel Green Action Club or has an interest in climate
science to serve on the Committee for a one (1) year term, to hold over until a
successor is duly appointed.
9) The Carmel Mayor’s Youth Council Board of Directors shall appoint one (1)
member who has an interest in climate science to serve on the Committee for a
one (1) year term, to hold over until a successor is duly appointed.
(c) Committee members may be re-appointed.
(d) Each year, the Committee shall select from its members a Chair and a Secretary. The
Committee shall meet not less than once per quarter per calendar year.
(e) The responsibilities of the Committee shall include:
1) Creating a strategic plan of recommended projects that conform with the climate
strategies set forth in the Carmel Climate Action Plan.
2) Providing recommendations for resources that will be needed to implement
climate action projects.
3) Advising the Mayor and appropriate City departments on climate action
projects.
4) Reporting its activities quarterly to the Common Council.
Section 3. If any portion of this Ordinance is for any reason declared to be unconstitutional or invalid,
such decision shall not affect the validity of the remaining portions of this Ordinance so long as enforcement
of same can be given the same effect.
Section 4. This Ordinance shall be in full force and effect from and after its passage and signing by
the Mayor.
